The Esports Integrity Commission Update Regarding NA ESEA Match-Fixing Investigation

LONDON, U.K. (August 23, 2021)



For some time now, ESIC has been investigating several instances of match-fixing behaviour which took place in the North American region amongst CS:GO players participating in an ESEA tournament series. While this investigation is still ongoing, ESIC has made this release for the purposes of issuing an interim update.

To date, this investigation has been subject to significant cooperation with law enforcement agencies, anti-corruption supporters, and other stakeholders in order to ensure that the behaviour being perpetrated is thoroughly investigated and prosecuted under ESIC’s Anti-Corruption Code.

As of the date of this interim release, ESIC announces sanctions against three participants and is still in the process of conducting 34 additional investigations relating to this matter.

Notably, ESIC has observed compelling evidence that suggests that organised crime groups and foreign betting syndicates were involved in fraudulent activities during the course of Season 35 of the ESEA Premier: North America.


In early 2021, in the course of our existing investigation into allegations of match-fixing and betting fraud in season 35 of the ESEA Premier, we were provided with a recording, a transcript and other evidence relating to a conversation between members of one of the teams in the competition, Rebirth. The conversation involved three members of the team and also made reference to two players from an opposing team, ‘Russian Canadians’. This recording, evidencing a conspiracy to manipulate the outcome of matches in the tournament, was subsequently published online in April 2021.

Prior to publication, ESIC was treating this evidence as just one part of a far larger investigation involving multiple players and teams and associated individuals in cooperation with law enforcement and other stakeholders.

However, due to this part of the investigation being put into the public domain, ESIC took the view that it ought to be, if possible, dealt with separately and an outcome reached in the public interest. Consequently, ESIC began a separate, but related, investigation into the recording and the individuals involved and mentioned in the conversation. This statement explains the conclusions and outcomes reached.

ESIC emphasises that the remainder of the larger investigation is ongoing and the outcomes announced in this release may not be the final outcome for the various participants mentioned.


ESIC has issued Notices of Charge against the following individuals for breaches of the ESIC Anti-Corruption Code and sanctioned each with the suspension from all ESIC member events for the period specified in each case:

Texas Lottery Teams Up with Dallas Cowboys on New Scratch Ticket Game and Second-Chance Drawings


AUSTIN, Texas (August 25, 2021) – To coincide with the upcoming 2021 football season, the Texas Lottery and the Dallas Cowboys are lining up together for a 13th consecutive year to kick off the new Cowboys scratch ticket game and promotional second-chance drawings.

The two organizations introduced the newest version of the $5 game at The Star in Frisco on Tuesday, Aug. 17. A video of the announcement is available here. Cowboys launched on Monday, Aug. 16 and is available at all Texas Lottery® retailers where scratch ticket games are sold.


“The 13-year relationship between the Texas Lottery and the Dallas Cowboys has proven to be a powerful force in supporting public education in our state,” said Gary Grief, executive director of the Texas Lottery.

“We are thrilled to continue our partnership with the Jones family to produce this year’s Cowboys scratch ticket game that will generate important funding for Texas education, while providing our scratch ticket players chances to win great cash prizes and unique second-chance prizes that will feature once-in-a-lifetime opportunities.”

This year’s Cowboys scratch ticket offers more than $30.4 million in total cash prizes in the game, including four top prizes of $100,000 and more than 4,700 non-cash second-chance prizes.

Overall odds of winning an instant-win cash prize are one in 3.79, including break-even prizes.

Since the first Cowboys scratch ticket game launched in 2009, the Cowboys-themed games have generated more than $399.3 million in sales, with an estimated $81.6 million of that total being transferred to the Foundation School Fund, which supports public education in Texas.

During that time, $278.4 million in prizes from the game has been awarded to winners and $20 million in commissions has been transferred to retailers around the state.

Hoosier Lottery Transfers Record $375.5 Million to the State of Indiana

INDIANAPOLIS, Indiana (August 19, 2021) – Record Scratch-off sales last year fueled the Hoosier Lottery’s record transfer of $375.5 million to the State of Indiana, according to preliminary and unaudited results announced during today’s Hoosier Lottery Commission meeting.

Scratch-off sales of more than $1.3 billion accounted for a majority of the Hoosier Lottery’s $1.737 billion in total revenue reported in Fiscal Year 2021, which ended June 30. The Lottery returns maximum net income to the State annually to fund local police and firefighters’ pensions, the Teacher Retirement Fund, and the Lottery Surplus Fund.

Lottery Commission Chairman Bill Zielke thanked the Hoosier Lottery team for their commitment to raise the bar even higher during challenging times. “I am grateful for the mission-driven approach and commitment during a challenging time in our history,” Zielke said. “Our team has always recognized their primary goal has been to provide the funds that support good causes in each and every Indiana community.”

Total transfers to the state were $70.9 million (23.3%) over the previous year and 74.3 million (24.7%) over budget.

Hoosier Lottery Executive Director Sarah Taylor also noted that the Lottery paid out $1.1 billion in prizes to players and $117.5 million in commissions to retailers. More than 4,400 retailers sell Hoosier Lottery products across the Hoosier State.

“We recognize the positive commitment of all our retailers, the hard work and dedication of our employees and certainly the loyalty of our players helped us generate the monies to support our mission of maximizing revenue to the state of Indiana in a socially responsible way,” said Taylor.

Colorado Lottery Launches “Trail Trekker” Interactive 10-Week Online Game to Celebrate the Colorado Trail and A Whole New Way to Win Cash and Prizes


PUEBLO, Colo. (August 25, 2021) – This week Colorado Lottery launched “Trail Trekker,” an online, interactive game and contest that harkens back to the popular “Oregon Trail” game. The 10-week contest will have 10 weekly winners and one grand prize winner, while taking players on a journey to destinations along the Colorado Trail that are also funded by Lottery proceeds.

Running from Aug. 23 - Nov. 1, 2021, traveler contestants will start their journey at Eldorado Canyon near Boulder and travel next to State Forest State Park, Colorado Riverfront Park, Trampe Ranch, Horse Gulch, Fishers Peak, Heartland Ranch, the Arkansas headwaters, Eleven Mile and Roxborough Park.

Contestants can play by registering for a MyLottery account on the Lottery’s website, on a desktop or mobile device, and entering any non-winning Scratch ticket of $5 or greater. Players can enter the 22 digits from their non-winning Scratch ticket manually or can scan the ticket with the MyLottery app. The game can only be played on the Lottery website, either on a desktop or a mobile version. Players can start their journey at any time and at any point in the game over the 10-week period to win prizes and cash.

Each weekly drawing will only include entries for that week. On week 10, the grand prize drawing will include entries received from the beginning of week 1 through week 10. West Virginia Lottery Earns Excellence in Financial Reporting Award for 24th Straight Year

CHICAGO, Illinois (August 17, 2021) – The Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to the West Virginia Lottery for its comprehensive annual financial report (CAFR) for the fiscal year ended June 30, 2020.  This is the 24th year in a row that the West Virginia Lottery has received the award.


“I want to commend all of our employees for their hard work and dedication. The West Virginia Lottery is committed to operating with the utmost integrity.” West Virginia Lottery Director John Myers said. “Earning this distinction for 24 straight years is a testament to that commitment.”

The Lottery’s CAFR has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

The non-profit GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program (CAFR Program) in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure.

The West Virginia Lottery operates as a business enterprise within the framework of State laws, rules and regulations. Its mission is to generate revenue to fund programs benefiting education, senior citizens, tourism and other programs the West Virginia Legislature may determine. Since its establishment in 1986, the West Virginia Lottery has produced more than $10.9 billion in proceeds for the People of West Virginia.

Gaming Control Board Reports Record Monthly Revenue in July

Table games revenue in casinos hits all-time high as patrons come back to casinos

HARRISBURG, PA (August 18, 2021) -- The Pennsylvania Gaming Control Board posted reports today on its website that show that the combined total revenue in July 2021 generated from all forms of gaming regulated by the Board along with fantasy contests was $423,657,956. That represents the highest monthly revenue total to date for games regulated by the Board.

Sources of gaming revenue regulated by the Pennsylvania Gaming Control Board include slot machines, table games, internet casino-type gaming (iGaming), sports wagering, fantasy contests and video gaming terminals (VGTs). The Board has posted separate reports for these types of gaming on its website,


The Board notes that revenue from land-based casino games was particularly strong with monthly table games achieving a record for revenue and slot machine revenue placing 4th all time for a month.

In releasing the July figures, the Board again noted that due to Covid-19 restrictions casinos were operating last year with reduced slot and table games capacity and occupancy limits with two facilities were closed for a portion July 2020:

  • Rivers Casino Pittsburgh was closed from July 3 to July 9
  • Rivers Casino Philadelphia was closed from July 1 to 16.


Therefore, while revenue comparisons are made in this release against the previous year, to provide a fairer comparison of this month’s revenue figures the Board is once again providing, where appropriate, a comparison of this year’s revenue against that of July 2019 when Covid-19 restrictions were not in place and all casinos operated for the entirety of the month. Using that comparison, this month’s total revenue was 51% above that of July 2019 when the total revenue was $281,482,227.

Additionally, total tax revenue before any adjustments was $174,655,135.

Revenue by Game Type

The Board is also providing a synopsis of revenue year-over-year by types of games:


Slot Machine Revenue

July’s gross revenue from slot machines was $222,874,389 an increase of 35% when compared to July 2020.

When comparing slot revenue from July 2019 (pre-Covid-19 revenue) to July 2021 there was a 12% increase with $199,607,005 in July 2019 compared $222,874,389 in July 2021.

The number of slot machines in operation in July 2021 was 25,710.

Tax revenue from the play of slots machines in July 2021 was $113,137,754*.


Table Games Revenue

Table games revenue for July 2021 was $86,921,038 a 66% increase over July 2020 when table games revenue was $52,512,448.

When comparing table games revenue from July 2019 (pre-Covid-19 revenue) to July 2021 there was a 13% increase with $76,965,914 in July 2019 compared $86,921,038 in July 2021.

Total tax revenue from table games play during July 2021 was $13,990,599*.

Internet Casino-Type Gaming (iGaming) Revenue

Casino-type games offered online generated gross revenue of $88,681,608 during July 2021 an increase of 63% when compared to $54,352,149 in July 2020.

Tax revenue generated from iGaming play during July 2021 was $38,190,620*.


Sports Wagering Revenue

Taxable revenue during July 2021 for sports wagering was $19,856,180, compared to $8,147,480 in July of last year, an increase of 144%.

Tax revenue generated from sports wagering during July 2021 was $7,148,225*.


 Video Gaming Terminals (VGTs)

Total adjusted revenue for July 2021 for video gaming terminals (VGTs) was $3,754,668 an 81% increase when compared to July 2020 when revenue was $2,069,180. By the close of July 2021, four VGT Terminal Operators were operating the maximum permitted five machines at 51 truck stop establishments.

Tax revenue collected from the play of VGTs in July 2021 was $1,952,428.


Fantasy Contests

Fantasy Contests revenue was $1,570,073 in July 2021, an increase of 70% over July 2020, when revenue was $925,738.

Tax revenue collected from the play of Fantasy Contests in July 2021 was $235,511*.

The Pennsylvania Gaming Control Board is tasked to oversee all aspects of gambling at 15 land-based casinos, online casino games, retail and online sports wagering, and Video Gaming Terminals (VGTs) at qualified truck stops, along with the regulation of online fantasy sports contests.
