Kentucky Lottery Sales Remain Strong in New Fiscal Year

LOUISVILLE, Kentucky (August 27, 2021) -- In today’s meeting of the Kentucky Lottery Corporation’s board of directors, it was announced sales for the first month of Fiscal Year 2022 (July) remained on the strong path from FY21.

July sales totalled $138.2 million, which is $13.8 million or 11.1% more than last year and $4.1 million or 3.1% more than budget. Net income totalled $26.8 million, which is $1.8 million or 6.4% less than last year and $880,000 or 3.2% less than budget. The decline in net income was driven by higher-than-expected prize payouts.

Leading the way in sales for the month were Scratch-off tickets, finishing the period with $83.7 million in sales. This is $6.2 million or 8.0% more than the same month last year, and $2.3 million or 2.8% more than budgeted. Five new scratch-off games were launched mid-month, which contributed to the sales growth.

Draw game sales also exceeded last year, with the largest percentage jump from the Lucky for Life game, which has a top prize of $1,000 a day for life. “In the time we’ve been selling the multi-state Lucky for Life game, drawings were held twice a week,” said Kentucky Lottery President and CEO Mary Harville.

“In July the game expanded to drawings seven days a week, and players responded well. We saw an 18.5% jump in sales to $769,000 for the month compared to July last year, and anticipate the game will continue to grow.”

iLottery Instant Play sales totalled $13.7 million, which is $7.3 million or 113.1% more than last year and $748,000 or 5.8% more than budget.

This was the fourth highest sales month for Instant Play games.

In other business, the board approved rules and regulations for 10 Scratch-off tickets and approved new or amended rules for six Instant Play games.

The next meeting of the KLC’s board of directors will be September 24. The meeting will begin at 10:00 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. The audit committee meeting will begin at 8:00 AM EST, as well as the procurement committee at 9:00 AM EST.

FY21 Results: Jumbo Delivers Strong Revenue and Earnings Growth

TOOWONG, Qld. Australia (August 26, 2021) - Jumbo Interactive Limited (ASX:JIN) today announced results for the full year ended 30 June 2021, demonstrating the continued strength of the Lottery Retailing segment despite the impact of fewer and lower value large jackpots. The emerging Software-as-a-Service (SaaS) and Managed Services segments also made a significant contribution to the 37% increase in Group Total Transaction Value (TTV).

Lottery Retailing

There were 38 Powerball/OzLotto jackpots greater than $15 million in FY21, compared to 39 in FY20, with the average value of these jackpots down 21% compared to FY20. Despite the weaker jackpot environment, Lottery Retailing achieved underlying TTV growth of 15%² and revenue growth of 17%², with a strong 2H21 performance. Reported FY21 EBITDA was $30.4 million with an EBITDA/revenue margin of 40.5%, with the second half benefitting from the improved jackpot cycle (23 Powerball/OzLotto jackpots greater than $15 million, compared to 15 in the first half³

 

SaaS

Jumbo licenses its PBJ platform as a SaaS solution to government and charity lottery operators globally. FY21 TTV grew to $104.8 million ($132.2 million based on Q4 annual run-rate) driven by the transition and scaling up of our Australian clients on the PBJ platform. Revenue increased to $32.1 million with revenue margins ranging from ~3% to 9.5%. Reported FY21 EBITDA was $22.0 million with an EBITDA/revenue margin of 68.5%³

Jumbo provides lottery management services to charities and worthwhile causes who do not

currently operate a lottery. FY21 performance principally reflects the strong performance of our UK subsidiary, Gatherwell. On a like-for-like and constant currency basis, Gatherwell delivered a strong performance with TTV and revenue up 40% and 42% respectively. Reported FY21 EBITDA more than doubled to £663k with an EBITDA/revenue margin of 36.0%.

Capital management review

The Board completed its review of Jumbo’s broader capital management strategy, taking into

consideration several factors including the strong cash generation of the business, future capital

requirements, the strength of our balance sheet and the intention to provide an appropriate dividend for our shareholders. The Board resolved to maintain the existing dividend payout ratio at 85% of statutory Net Profit After Tax (NPAT). The Board will continue to monitor and evaluate the capital management strategy in the context of emerging opportunities for the Group.

Representative Bradford R. Hill has represented the 4th Essex District in the Massachusetts House of Representatives since 1999, where he was appointed Minority Whip in 2009 and then Assistant Minority Leader in 2015. A former local official and longtime public servant, Representative Hill has served as a member of the Hamilton Zoning Board of Appeals and of the Ipswich Board of Selectmen, and also worked as a legislative staffer in the Massachusetts State Senate.

As State Representative, Representative Hill has worked to deliver bipartisan, commonsense results on issues such as coastal and environmental protection, education, criminal justice reform and healthcare for his constituents and residents of the Commonwealth. New Jersey Lottery Renews Its Commitment to Prevention of Underage Lottery Play

“Not 18 Yet? No Bet” Awareness Campaign Underway

TRENTON, NJ (Aug. 31, 2021) – Today, the New Jersey Lottery (NJL) and the Council on Compulsive Gambling of New Jersey, Inc. (CCGNJ) launched the Lottery’s annual “Not 18 Yet? No Bet” awareness campaign, which reminds residents and retailers that New Jersey law prohibits the sale of lottery tickets by or to anyone under the age of 18. NJL Executive Director James Carey and CCGNJ Acting Executive Director Felicia Grondin renewed their organizations’ commitment to responsible play and the prevention of underage gambling at the campaign’s kickoff event held at Corner Xpress, 5 Lawrenceville Pennington Road in Lawrence Township, a Lottery retailer.

“The New Jersey Lottery has a longstanding commitment to promoting responsible play and preventing underage lottery participation,” said Carey.

“We work closely with the CCGNJ to raise awareness about the age restriction on lottery play amongst our retailers in New Jersey and we support the Council’s ongoing efforts to prevent underage gambling. Responsible gaming is central to our overall mission of providing a first-class Lottery experience.”

As part of its effort, the New Jersey Lottery has developed a “Not 18 Yet? No Bet” brochure providing information about the most prevalent types of teen betting, and ways to recognize signs of a gambling problem, for retailer and player education. The brochure also provides concerned individuals with contact information on how to receive advice and assistance. The brochure is available at more than 7,000 Lottery retailer locations, at all Lottery-sponsored exhibits and events and may be downloaded from the NJ Lottery website: "Not 18 Yet? No Bet" Brochure.

Following today’s event, the Lottery provided the CCGNJ with additional “Not 18 Yet? No Bet” brochures and supplies of branded pencils for use by the Council. The pencils are imprinted with the message “LOTTERY IS NOT CHILD’S PLAY, You Must Be 18 Or Older To Play The NJ Lottery.

In addition, the “Not 18 Yet? No Bet” message and the 1-800-GAMBLER® Helpline number are continually flashed on Lottery’s digital messaging screens at all retailer locations.

“Preventing the onset of gambling addiction among adolescents and young adults is a major focus of the Council on Compulsive Gambling of New Jersey. The New Jersey Lottery's message of how to recognize signs of problem gambling in minors is of significant benefit to the Council in its work to educate residents about the dangers that exist for young people who engage in any type of gambling,” said Grondin. “The Lottery continues to be a great partner in promoting Council’s helpline number. If a parent thinks their child might have a gambling problem, they can call 1-800-GAMBLER® anytime for support and information.”

The Lottery has had a representative on the Council’s board of directors since June 1999. The problem gambling helpline number (1-800-GAMBLER®) is printed on every Lottery ticket, brochure and sign, and appears as a tag line on the Lottery’s radio and television advertisements. Finally, the Lottery’s website directs visitors to the Council’s website (www.800gambler.org), which provides the public with free information and help for compulsive gambling problems.

The New Jersey Lottery has also received international recognition for its responsible gaming initiatives, obtaining the highest level of achievement by the World Lottery Association (WLA) for its adherence to the Responsible Gaming Principles and Responsible Gaming Framework that is ingrained in the Lottery’s day-to-day operations.

Veikkaus’ Financial Profit for the First Half of the Year Remained at Last Year’s Level

HELSINKI, Finland (August 30, 2021) -- Veikkaus’ financial profit for the period from January to June (EUR 330.2 million) remained at the level of the respective period in 2020 (-0.8%). The restrictions and special arrangements due to the coronavirus pandemic, as well as the sustainability measures we have decided to take are estimated to have a major impact on Veikkaus’ financial profit for the whole year. As a result, we do not consider it possible that we could achieve the projected profit of EUR 778 million, which has been recorded in the State budget.

January – June 2021 for Veikkaus:

  • Veikkaus’ financial profit was EUR 330.2 million (-0.8% as compared with January – June 2020) and the lottery tax was EUR 28.8 million (-60.5%). The lottery tax percentage was dropped from 12% to 5.5% for a fixed period of one year as of 1 January 2021.
  • The gross gaming revenue amounted to EUR 527.1 million (-13.2%). The restrictions and special arrangements due to the coronavirus pandemic had a major impact on the business.
  • Of the gross gaming revenue, 45% came from the retail outlets, whereas the share of the digital channel was 55% (+10.6 percentage points). The growth of the digital channel was especially due to a decrease in the share of point-of-sale gaming, resulting from slot machine closures.
  • The share of authenticated gaming out of all gaming in January–June was 73.7% (+12.2 percentage points).
  • The Finnish gaming market totalled an estimated EUR 720 million (-8%) in terms of the gross gaming revenue during the period between January and June. Veikkaus’ share out of the total market was ca. 73% (-5 percentage points).
  • The total volume of expenditure on Veikkaus’ games was ca. EUR 3.2 billion during the period between January and June.

 

The profit from Veikkaus’ gaming operations, i.e., the gross gaming revenue, was EUR 527.1 million (-13.2%) for the period between January and June. A major reason for the drop was the Covid-19 pandemic.  According to Veikkaus’ estimates, the pandemic impacted the gross gaming revenue by ca.  EUR -150 million during the first half of the year.

The pandemic hit the slot machines hardest, as they lost 67.1 percent of their gross gaming revenue (EUR 45.4 million) as compared with the respective period last year. Due to various measures resulting from the pandemic, the slot machines were closed for a total of about four months during the period under review, depending on the level of the epidemic in the different areas. The gaming arcades and slot machines that had been kept closed were reopened at the end of the spring, and ca. 600 members of Veikkaus’ staff who had been laid off got to return to their workplaces. 

In contrast, the betting games saw their gross gaming revenue (EUR 45.7 million) increase by 57.1 percent during the period under review, as compared with the respective period last year, as the available sporting events recovered nearly to the level of the pre-coronavirus period. The Ice Hockey World Championship in May and June and the UEFA European Championship, which started in June, boosted the positive development.

Degree of authentication rose to nearly 75 percent

The year began with one of the most significant reforms in the recent history of Finnish gaming, as Veikkaus introduced compulsory authentication to the slot machines of the retail network. Since the beginning of July, all the slot machines at Veikkaus gaming arcades have also been subject to compulsory authentication, which means that customers have not been able to play slots anonymously.

“The players who feel slot machine gaming is a problem for them can now choose to block all their playing of Veikkaus’ slot machines,” says Regina Sippel, Veikkaus’ CFO.

Currently, up to nearly 75 percent of gaming takes place authenticated, and anonymous gaming occurs mainly with coupon-based games that cause problems less often, such as Lotto. Next, compulsory authentication will be extended to the coupon-based games in 2022. Veikkaus aims at making all its games subject to compulsory authentication by the end of 2023.

“Full authentication has major benefits not only for the prevention of gambling-related harm but also for age limit controls, crime prevention, and the development of business operations that are even more sustainable. It is our goal to make sustainability our success factor for the future and to turn into a leading expert of sustainability in the gaming business,” Ms Sippel says.

On 1 September, the concept of gaming control tools will turn more comprehensive still, as the physical slot machines and the table games (excl. poker) will be made subject to the same daily and monthly loss limits as those currently applied to Veikkaus’ fast-paced online games.

Cooperation negotiations covering 830 members of Veikkaus’ staff launched in August

Veikkaus’ operating environment and business volume have undergone profound changes in the past few years. To continue to perform successfully in the future, Veikkaus strives to adapt its operations, making them more efficient so that they would meet the demands of the changing operating environment. 

Veikkaus launched cooperation negotiations after the period under review, on Monday 16 August, covering ca. 830 members of the staff. It is estimated that the planned measures may lead to personnel cuts affecting a maximum of 200 employees. Further, the terms of employment of a maximum of 330 employees may change materially.

Virginia Lottery Releases July Activity Report - Dip in Betting is Consistent Across the Country

VIRGINIA (September 1, 2021) — The Virginia Lottery today released its report on sports wagering activity submitted by licensed operators for the month of July, the sixth full month of reporting since legal sports betting launched in Virginia on Jan. 21.

Between July 1 and July 31, 2021, Virginians wagered $161,901,955 (“handle”), representing a 31% decline from the previous month.

This dip in wagering is consistent with similar declines seen in July in other jurisdictions across the U.S. offering sports betting.

Virginia bettors won a total of $141,936,399, for a combined 12.33% operators win percentage (“hold”). Virginia’s sports betting catalog of approved leagues and events continues to expand, and through the end of July, bettors have wagered a combined total of more than $1.48 billion on everything from baseball and tennis to basketball and the Olympics.

The seven licensed operators included in July’s reporting were Betfair Interactive US LLC (FanDuel) in partnership with the Washington Football Team, Crown Virginia Gaming LLC (Draft Kings), BetMGM LLC, Rivers Portsmouth Gaming LLC (Rivers Casino Portsmouth), Caesars Virginia LLC, WSI US, LLC (Wynn), and Unibet Interactive, Inc. State law places a 15% tax on sports betting activity based on each permit holder’s adjusted gross revenue (AGR), which is defined as total wagers minus total winnings and other authorized deductions.

Virginia’s statute allows operators to deduct certain customer acquisition costs from AGR, and operators reported nearly $4.4 million in bonuses and free-play incentives in July:

Of the state tax on sports betting AGR, the statute specifies 97.5 percent is to be deposited in the state’s General Fund and 2.5 percent is to be deposited into the Problem Gambling Treatment and Support Fund administered by the Virginia Department of Behavioral Health.

N.C. Education Lottery Receives Two National Finance Awards

RALEIGH, NC (September 1, 2021) – The N.C. Education Lottery has received recognition for producing and sharing comprehensive and easy to understand information on its finances.

The recognition comes from two awards from the Government Finance Officers Association of the United States and Canada for clearly communicating the lottery’s financial story.

The lottery received:

  • A Certificate of Achievement for Excellence in Financial Reporting for its Comprehensive Annual Financial Report (CAFR) for fiscal year 2020. The 100-page report provides a detailed look at the revenues, assets and expenses of the lottery.
  • An Award for Outstanding Achievement for its Popular Annual Financial Report (PAFR) for fiscal year 2020. The eight-page report provides an overview of the lottery’s financial condition and an analysis of how money is raised and how those dollars are spent.

 

“We’re pleased to receive these two awards for the 13th year in a row,” said Mark Michalko, executive director of the N.C. Education Lottery. “It’s important that North Carolinians can see easily for themselves how lottery money is raised and spent, beginning with every ticket that is sold. The awards recognize the work we do to ensure transparency and accountability of lottery finances.”

The Certificate of Achievement, established in 1945, recognizes the “spirit of full disclosure” of the lottery’s report. It is the highest form of recognition in the area of governmental accounting and financial reporting. The Award for Outstanding Achievement in Popular Annual Financial Report goes to governmental agencies which meet the highest standards for preparation of state and local government reports, including creativity, presentation, understandability, and reader appeal.

The Chicago-based association presents the awards annually as part of its mission to advance excellence in government finance. It serves approximately 21,000 government finance professionals.
