Selling Dreams: Lotteries’ Marketing During and After COVID-19

BRUSSELS, Belgium (May 7, 2021) -- As the world comes to terms with the ‘’new normal’’, lotteries over the past year have sought opportunities from the challenges presented during the biggest global health crisis in modern history. Lotteries have adapted their marketing strategies in innovative ways not only as a respond to operational challenges during the last year (lockdowns, partial or full POS closures) but also to react to the changing needs and behaviour of players as a result of living through a pandemic.

The 2021 EL/WLA/NASPL Marketing Webinar took stock of the current situation, the lesson learnt from this global health crisis and how to navigate our way through the post COVID-19 period.

‘’The pandemic has no doubt had a huge impact on the lottery sector and on our lives as individuals’’, said EL President Hansjörg Höltkemeier. ‘’We must look at our own strategies to address the changing behaviour of our players. It is important to share our experiences but also discuss new ways to engage with the customers."

The key takeaways

New consumer habits: A change in behaviour

During the pandemic it is clear that there has been a change in the behaviour and desires of players but also a change in behaviour in the way lotteries operate. Purpose driven marketing has become even more relevant with players seeking positivity, a community connection and more authenticity, and trust in campaigns. In many cases, social responsibility and sustainability are important elements for customers.

Lottery suppliers and industry partners IGT, Pollard Banknote and Scientific Games presented their views during the webinar and showcased examples on their internal sustainability programmes and for example, the use of FSC paper in their companies. IGT explored ‘’the great consumer shift’’ highlighting how the pandemic led to the exploration and use of new technologies – from contactless services to biometrics and facial recognition. Pollard Banknote looked at ‘’synchronising the consumer experience’’, outlining the importance of entertainment and social experiences for customers. Scientific Games focused on ‘’growth in a safe and sustainable way’’, with an emphasis on people, planet and prosperity are its three main business operation pillars.

In 2020 we understood the meaning of little things can make big things happened. Highlighted in the Keynote presentation by Shine Communication Sarl, players look more and more for brands and companies that are aligned with their own beliefs and personal goals. The idea of ‘’selling dreams’’ has became more poignant than ever for lotteries. By doing something small like buying a lottery ticket, players could dream big while at the same time supporting local communities and benefiting society, which was particularly important during a pandemic.

Becoming the norm: Innovative, agile, and resilient lottery marketing

Over the past year, living our personal and professional lives under national lockdowns, working, and socialising online have among other things become the norm. The pandemic seemed to end normal shopping decisions and lotteries therefore adapted the ways in which they offered games while at the same time safeguarding the health and safety of the players. For example, the Finnish National Lottery Veikkaus saw further digital transformations and the further growth of e-Instants. Online lottery sales increased, and many brands invested in contactless campaigns, for example with some technologies linking the license plate to the customer.

Uncertainty during the pandemic was something lotteries had to quickly learn to deal with. Being innovative and creative was vital to continue operations in an effective way to engage with customers. Examples were given from the Northern American Lotteries in Georgia, Indiana, Missouri and Quebec. Technological advances meant that lotteries were well equipped with the necessary tools to stay connected with customers. Fundamentally, lotteries have become more resilient, agile, and more open to discussing new ways to engage customers as a result of the pandemic. Many efficient and creative responses to the pandemic have already been put in place by lotteries to save and secure their businesses and this is set to continue in the future.

Benefiting society during a pandemic

Since the start of the pandemic, lotteries have been instrumental in supporting local communities – from offering relief and funding medical equipment to the creation of emergency funds and welfare aid, such as in Morocco with MDJS. This upholds national lotteries’ historic support and benefit to society in times of need. In addition, making sure players were safe and taking care of their physical and mental well-being while playing lottery games during a pandemic were important priorities for lotteries.

Several campaigns were presented during the webinar to highlight how lotteries adapted their marketing strategies to the pandemic and the positive approach they took. For example, a Mother’s Day campaign by Lotteries & Keno, Tabcorp in Australia helped customers buy their products via the channels that felt the most comfortable. In Israel the priority for national Lottery Mifal Hapais was a strong vaccination campaign. As there was a lot of scepticism the national lottery decided to have a special draw for vaccinated or recovered COVID patients, to encourage more people to get vaccinated to benefit society. Other campaigns focused on informing society to stay safe in their home and educating senior customers in Hong Kong for instance by the HKJC about digital applications to sustain their entertainment.

Lessons Learnt from a Global Pandemic

One of the biggest learnings was the need to adapt fast to the changing environment – lockdowns, restrictions, closures of POS and to adapt to the needs of players and retailers, selling and buying games in a safe environment. Shows were cancelled or broadcast in a different format, and there was an increased push for solidarity and support of local activities.

The pandemic helped speed things up in terms of lottery innovation and creativity, acted as an opportunity to develop online digital channels, demonstrated courage to work in different ways and created feel good moments for the players. One example during the webinar was a campaign by Nederlandse Loterij to quickly sell tickets for the New Year’s Eve draw as the country entered yet another lockdown in December. Quick thinking and creativity lead to an all-time sales record.

Lotteries in the post COVID-19 period

Purpose has become an important component of competitiveness. It is clear that purpose driven marketing has benefited from the pandemic. Consumer habits and attitudes have changed. The pandemic has shown that customers seek positivity and authenticity in brands and marketing campaigns. Examples on learnings in Austria with young adults showed this clearly. Award winning campaigns of Norsk Tipping learnt the importance not always to focus on games but also on brand awareness. Lotteries have become more resourceful and resilience, quickly adapting their marketing campaigns to engage with players particularly in the digital sphere.

To close the webinar series, EL Secretary General Arjan van ‘t Veer said ‘’the pandemic has created new opportunities and means to engage with new players. Lotteries have become more resilient and flexible in their approach. Upon all the presentation during the webinar, I am proud on the National Lotteries to be able to continue their games and do good for the benefit of Society under unprecedented circumstances. They have learned so much that they will take to the future."

Kentucky Lottery offering free Lottery plays to Kroger and Walmart customers who get the Covid-19 vaccination.

LOUISVILLE, Kentucky (May 10, 2021) -- Kentucky Lottery officials today announced a program by which anyone over the age of 18 who gets a first or second Covid-19 vaccination dose at a participating Kroger or Walmart location will receive a coupon for a free Lottery ticket.

The Lottery is making coupons available for 225,000 free Kentucky Cash Ball tickets for this promotion which starts today. Kentucky Cash Ball is a nightly draw game that has a top prize of $225,000.

“We hope that by literally injecting a little fun into the process, more people will get vaccinated,” said Kentucky Lottery President and CEO Mary Harville. “This is good for Kentucky’s businesses, it’s good for the Kentucky Lottery, and it’s good for Kentucky college students counting on us through the scholarship and grant programs funded by our proceeds.”

“I hope this shot at $225,000 will be the incentive needed for more Kentuckians to get a vaccine,” said Kentucky Governor Andy Beshear. “Helping keep our Kentucky communities safe and a free chance at winning hundreds of thousands of dollars is a win-win for everyone involved.

Here’s how the promotion will work:

INTRALOT Announce Full Year 2020 Financial Results

In memoriam: Yvonne Schnyder

LAUSANNE, Switzerland (May 7, 2021) -- It is with great sorrow that we announce the passing of Yvonne Schnyder, former General Secretary of the WLA.

She died on May 6, 2021 at the age of 78 at her home in Bottmingen, Switzerland. Yvonne was preceded in death by her husband of 55 years, Werner Schnyder, who passed away in September 2020.

Yvonne’s career of more than forty years was devoted to the world lottery community. In the mid-1960s she began working as assistant to the General Secretary of Intertoto. Twenty years later, in 1985, she moved up to become General Secretary of the association, serving under then Intertoto President, Lothar Lammers. When Intertoto merged with the International Association of State Lotteries (AILE) to form the WLA in 1999, the General Secretaries of both predecessor associations called upon Yvonne Schnyder to run WLA headquarters in Basel, Switzerland, with Lynne Roiter overseeing the new association’s North American office in Montreal, Canada. Throughout her tenure as General Secretary of the WLA, Yvonne worked tirelessly to bring members from AILE and Intertoto together, and contributed significantly to laying the groundwork for the WLA as the industry-leading body it is today. She stepped down as WLA General Secretary in 2006 and went on to establish a successful lottery consultancy, which she ran until her retirement in 2011.

Yvonne was recognized for her vast knowledge of the lottery industry, which she gained throughout her long career. She had a genuine interest in people and was loved by those who worked with her for her humanity and her ability to make people feel at home. Through her diplomatic skills and her profound sensitivity to the cultural differences between WLA member jurisdictions, she gained the admiration of WLA members around the globe.

Her love of the lottery industry and the people that work in it motivated Yvonne throughout her career and remained with her until the end of her life. She will remain in our memory for years to come.

Colorado Lottery Reaches Proceeds Goal Early

DENVER, Colorado (May 11, 2021) -- Increased sales have helped the Colorado Lottery reach the GOCO cap more than a month ahead of schedule.

Thanks to the more than $1.7 billion-dollar combined duelling jackpots in January of this fiscal year, unprecedented Scratch sales, and a growing love for Colorado Lotto+, today the Colorado Lottery celebrates reaching the funding cap for Great Outdoors Colorado (GOCO) nearly a month earlier than last year. This year the Lottery will provide $71,718,841 million in proceeds dollars to GOCO to fund parks, recreation, conservation and open space projects across the state.

While the Lottery experienced a dip in sales during the month-long shutdown last March, sales bounced back to pre-pandemic levels quickly. Thanks to record-breaking sales so far this year, by reaching the GOCO cap early, now even more proceeds can go to support Building Excellent Schools Today (BEST). Money awarded to BEST varies year to year, based on when the GOCO cap is met. Last fiscal year, the Lottery provided nearly $1 million in proceeds funding to BEST. In fiscal year 2019, $14 million was given to BEST.


As Colorado grows, so does the need for school infrastructure. Since 2008, BEST has provided competitive grants to school districts, charter schools, institute charter schools, boards of cooperative educational services across the state, as well as to the Colorado School for the Deaf and the Blind. BEST funds support the construction of new schools, as well as general construction and renovation of existing school facility systems and structures.

“Colorado is bursting at the seams and so are its state and community parks, open space and schools,” said Tom Seaver, director of the Colorado Lottery. “The changes we made to our Scratch products, increasing the number of games, price points and prize structures, have played a major role in helping us meet the cap to support GOCO’s commitment to help build new parks and recreation, trails and fund open space conservation projects, as well as school infrastructure.”

The Lottery has been steadily increasing proceeds to its beneficiary partners by upwards of a million dollars every year to support the outdoors and schools. Approximately 22 to 24 cents of every dollar spent on Lottery games is reinvested in the state. Of the proceeds distributed, 50% is committed to GOCO up to the cap, 40% to Conservation Trust Fund, and 10% to Colorado Parks and Wildlife. Once the GOCO cap is reached, 50% of each additional proceeds’ dollar spills over to the BEST fund. Set at $35 million in 1992, the cap is adjusted annually for inflation.

Mass Lottery Processes First Remote Ticket Cashing Transaction in Mobile App

DORCHESTER, MA (May 5, 2021) -- The Massachusetts State Lottery has successfully processed its first remote ticket cashing transaction through the Mass Lottery mobile application, a significant step in the introduction of digital technology that will provide multiple benefits to customers as well as the environment.

“Making remote ticket cashing transactions available is a terrific advancement for the Lottery in accommodating our customers,” said State Treasurer Deborah B. Goldberg, Chair of the Massachusetts State Lottery Commission.  “It has the added benefit of positive environmental impacts as it helps reduce carbon emissions by eliminating a lot of driving and production of paper checks.”

The remote ticket cashing feature gives customers the ability to claim prizes of $601 to $5,000 securely through the Mass Lottery app and receive their winnings electronically to their bank account.

“Our team has done a great job in getting us to this point and we are pleased to have reached this milestone,” said Michael Sweeney, Executive Director of the Mass Lottery.  “With this successful first transaction, we are moving into the next phase of testing and we look forward to positive results.”

Elaine Tellstone of Blackstone has the distinction of being the first customer to process a prize claim through the mobile app, receiving payment for a $1,000 instant ticket prize a day after submitting her claim.

“It was just so simple - it took less than five minutes to scan my ticket and submit my claim,” said Tellstone.  “Depending on traffic and how many people were in line, it would’ve taken about two hours out of my day to claim my prize in person in Worcester.”

Last fall, the Mass Lottery added a remote ticket scanning feature to its app, allowing customers to scan tickets to see if they are winners.  Over 16,000 users have registered to use this feature and over 2.8 million tickets have been scanned.

Arkansas Scholarship Lottery Issues Mega Millions Email Scam Alert

LITTLE ROCK, Ark. (May 11, 2021) – The Arkansas Scholarship Lottery (ASL) wants to alert players to an email scam that is circulating in the state.

With the Mega Millions® jackpot growing to $402 million for tonight’s drawing, a fake email entitled “Congratulations From Arkansas Mega Millions On Tuesday, May 11, 2021” is being sent to Arkansas players telling them to claim a prize by clicking on a link.

“Lottery scams are fairly common,” said ASL Director Eric Hagler. “In this case, anyone who receives the fake email should not click the link and delete the email immediately. If a player wins Mega Millions or any other lottery game, he must have purchased a ticket and then must claim his prize at the ASL Claim Center in Little Rock.”


Hagler said the only time lottery representatives might be contacting players is to notify them that they have won a Second-Chance Promotion or a Play It Again® drawing through The Club. Otherwise players must come forward to claim their prize.

“You can receive a phone call, email, text and even social media messages that are seemingly real. Do not be fooled. Stay aware and play responsibly,” he said.

Lotteries of foreign countries are illegal in the United States. If you have been contacted by a lottery claiming to be affiliated with the government of another country, it is a scam.
