As a result, the proposed resolution for her continued appointment to the Board of Directors (resolution number 5) which was included in the notice of AGM and proxy materials distributed to shareholders on April 1, 2021, and which can be found in the Investor Relations section of the Company's website at, is now withdrawn. The withdrawal of resolution number 5 does not otherwise affect the validity of the notice of AGM, the proxy form or any proxy votes already submitted on other proposed resolutions. The numbering of all other proposed resolutions at the AGM will remain unchanged.

FDJ Announces Its Stakes and Its Turnover for the 1Q of 2021

1st Quarter 2021 - Activity Well Oriented Despite the Environment Still Affected by the Health Crisis

BOULOGNE, France (April 15, 2021) - the leading gambling operator in France, announces its stakes and its turnover for the 1st quarter of 2021.

Stéphane Pallez, CEO of the FDJ group, declared: Despite an environment still affected by the health context, the first quarter confirms the good direction of our activities, with bets exceeding the levels recorded before the crisis. After reaching nearly 10% of activity in 2020, digital updates continue to grow at a high rate and network activity is holding up. The program of events for the lottery and a dense sports calendar, including the Euro football, should allow us to continue this dynamic in the months to come. "

As a preamble, the Group recalls that:

  • The measures taken by the French authorities to contain the Covid-19 epidemic affect its point-of-sale activity with:
    *** Nearly 10% of Group sales points, mostly bars, closed throughout the 1 st quarter of 2021 against the only second half of March 2020;
    *** A curfew, currently set at 7:00 p.m., and travel restrictions.
  • In 2020, the first period of confinement began on March 17. The sports betting offer began to shrink from March 7 until the overwhelming majority of sports competitions stopped in mid-March. The Amigo game was stopped by the Group on March 19.


In the 1st quarter of 2021 compared to the 1st quarter of 2019, FDJ recorded an increase of + 6% and a turnover increase of + 4%.

In the 1 st quarter of 2021 compared to the 1st quarter of 2020, FDJ recorded an increase of + 11.8%, to 4,591 million euros, and a turnover increase of + 5.2%, to 538 million euros.

Stakes recorded by FDJ in the 1 st quarter of 2021 amount to 4.6 billion euros, including:

  • Lottery stakes of 3.5 billion euros, up + 3.8% and more than + 10% excluding Amigo:
    --- Drawdowns amounted to €1.3 billion, up + 2.6% and more than + 20% excluding Amigo.
  • The closure of bars and strict sanitary measures limiting point-of-sale parking continue to have a significant impact on Amigo, whose stakes are down by more than 50%.
Schafer Systems Inc.
  • Loto and Euromillions stakes, which grew by more than + 20%, benefited from several long cycles, notably Euromillions with a new record win of 210 million euros
  • Instant game wagers reached 2.1 billion euros, up + 4.6%. They benefited in particular from the good performance of launches and relaunches during the quarter.
  • A strong dynamic of digital lottery, up nearly 90%, driven by the increase of nearly 70% of the number of players compared to the 1st quarter of 2020. Thus, the digital record set almost double their weight in the lottery at nearly 12%. Beyond a favorable basis of comparison, the digital lottery benefits, in particular, from the diversification and enrichment of its offer and from the significant increase in its player base in 2020.
  • With a calendar of sporting events back to normal, sports betting stakes stood at 1.1 billion euros, up + 46.1%, driven by a high rate of return to players which favored reinvestment.
  • Stakes are increasing on all distribution channels:
  • + 5.7% at point of sale, to nearly 4 billion euros;
  • + 87.2% online, to nearly 0.6 billion euros, i.e. more than 12% of the Group's total stakes compared to more than 7% in the 1st quarter of 2020.


Player earnings stood at 3.1 billion euros, up nearly + 14%, for a return to players rate (TRJ) of 68.7%, compared to 67.5% in the 1st quarter 2020. The increase in the TRJ mainly reflects the greater relative weight of sports betting, for which the TRJ has recorded a strong increase, linked in particular to a succession of football matches won by the favourites.

Thus, the gross gaming product (PBJ = stakes - player winnings) came to 1.4 billion euros, up + 7.7%, and the net gaming revenue (PNJ = PBJ - public levies on games), grew by + 5.1%.

The turnover of the FDJ group came to 538 million euros (+ 5.2%).

General assembly

FDJ will hold its general assembly on June 16. Given the significant number of its shareholders, which does not allow it to guarantee compliance with physical distancing measures and the health safety of shareholders and employees in the event of an in situ general meeting, the Group has decided to hold it. behind closed doors and post it on its website.

Maryland Lottery and Gaming Director Gordon Medenica to Retire

Lottery Head Set to Leave Agency June 1

BALTIMORE, Maryland (April 15, 2021) – Maryland Lottery and Gaming Director Gordon Medenica announced on Thursday that he will be retiring from his position as the head of the Agency on June 1. Appointed by Governor Larry Hogan in 2015, Medenica has had notable success running the Agency, consistently setting revenue and profit records.  The fiscal year ending June 30 will be another all-time record for the Maryland Lottery.

“I feel incredibly fortunate for the many unique and wonderful experiences I have been afforded during my career,” said Medenica. “The lottery business is like no other. Where else can you raise important revenue for the state and its citizens -- while still having so much fun? I leave here with mixed emotions, but look forward to the next phase of my life.” Medenica added, “I feel especially fortunate to have worked for Governor Hogan for the past six years.  The Governor has been a great supporter of the Agency and its mission.”

Medenica’s breadth of experience includes management of three lotteries – New York, New Jersey and Maryland. He began his lottery career in 2007 as the Director of the New York Lottery, the country’s largest. During his time in New York, the lottery set all-time revenue records every year. Medenica authorized the initiative that prompted the U.S. Department of Justice to rescind its interpretation of the 1961 Wire Act, an action that led to the legalization of online lotteries in 2011. In addition to the lottery, Medenica also oversaw New York’s nine casinos and managed the successful selection process for the operator at New York City’s Aqueduct racetrack, which has become one of the world’s largest casinos.

Following his time in New York, Medenica was the transitional CEO of the Northstar New Jersey Lottery Group, which won the contract to manage sales, marketing and related functions for the New Jersey Lottery.  He remains the only director to have managed lotteries from both the public and private sides.

Medenica joined the Maryland Lottery as Director in June 2015, focusing on lottery marketing and casino expansion. He oversaw Maryland’s six casinos, including the 2016 opening of the state’s largest, MGM National Harbor. His work in the lottery industry includes serving as President of the North American Association of State and Provincial Lotteries (NASPL) in 2011-2012. Most recently, he served as Region 1 Director on the NASPL Executive Committee, as Lead Director of the Mega Millions consortium and Lead Director of the Cash4Life consortium. Internationally, Medenica served on the World Lottery Association Sports Betting Integrity Committee. In October 2020, Medenica was inducted into the Lottery Industry Hall of Fame, joining a distinguished group of world lottery professionals who are recognized for their dedication to promoting excellence and integrity in the industry.

Before coming to the lottery industry, Medenica was a longtime executive and member of the

Management Committee of The New York Times Company.  More recently, he was the Executive Vice President of Philadelphia Media Holdings, LLC, an owner of the Philadelphia Inquirer and Daily News. Prior to that, Medenica served as an advisor to the Blackstone Group on newspaper acquisitions, and as the President and CEO of DornaUSA, a sports marketing company. Earlier in his career, Medenica was a Senior Analyst at the Marriott Corporation.

Medenica earned his A.B. from Harvard College, where he majored in government, and his M.B.A. from Harvard Business School.

The Governor's Appointments Office will begin a search for Mr. Medenica's successor; in the meantime, James R. Nielsen, currently Deputy Director, will serve as Acting Director.

Idaho Lottery Introduces New 2by2 Daily Draw Game; Weekly Grand Moves to Daily Draws

BOISE, Idaho (April 21, 2021) – Tonight is the first night players trying the new 2by2 Draw Game have a chance to win DOUBLE the top prize of $44,000.  The Idaho Lottery introduced the new Draw Game, 2by2 on Sunday, April 18, 2021.

This new game allows players the opportunity to win $22,000 every day of the week, and up to $44,000 on Tuesdays.

2by2 tickets cost $1 and gives players eight different ways to win.  If a player chooses to buy a 7-day multi-draw ticket, on Tuesday every prize the player wins doubles, all the way up to the top prize of $44,000.  In the game, players select two red ball numbers from 1 to 26, then two white ball numbers from 1 to 26.  They win by matching a single number.  If they match all four numbers, they win the jackpot prize!

In addition to 2by2, the Idaho Lottery has upgraded the game Weekly Grand from a twice-weekly draw game to a daily draw game.  This $2 draw game allows players to win $1,000 a week, every week for 52 weeks with withholding taxes paid by the Lottery.  Any non-winning tickets in Weekly Grand may be entered for a monthly second-chance draw to win $100 a week for 52 weeks with withholding taxes paid.  Weekly Grand was first introduced in 2011 and has recorded 41 jackpot winners and 117 second-chance winners.

2by2 drawings occur every night of the week at 8:15 pm, Mountain Time.  Weekly Grand winning numbers are drawn at 8:00 pm Mountain Time, seven days a week.

Ontario Lottery and Gaming Corporation Awards Pollard Banknote 10-Year Instant Ticket Contract Extension


WINNIPEG, Manitoba, April 21, 2021 /CNW/ – Pollard Banknote Limited (TSX: PBL) (“Pollard Banknote”) is pleased to announce that it has been awarded a significant long-term contract extension, which underscores the strength of its relationship with the Ontario Lottery and Gaming Corporation (“OLG”). Under this agreement, Pollard Banknote will continue to serve as OLG’s primary INSTANT ticket supplier, providing a full range of products and services through July 31, 2032, with an additional five-year renewal option.

Pollard Banknote has been a trusted partner to OLG since 1987 and has served as its primary supplier for the past 14 years. In 2008, Pollard Banknote opened an INSTANT ticket finishing plant in Sault Ste. Marie, demonstrating its commitment to OLG while supporting economic development in the province of Ontario. From an assurance of 37 full-time staff in the plant’s first year of operations, staffing has increased to 120, and will be further increased to a commitment of 140 full-time staff with this extension. This continuous growth has helped to boost Pollard Banknote’s total finishing capacity in tandem with its increasing ticket production volumes. In 2020, the Sault Ste. Marie plant experienced a record year, packaging 31% more tickets than just five years ago, with these tickets destined for OLG and lotteries around the world.

Since 2007, OLG has reached many milestones in its business, including in its INSTANT ticket category. Over this time, OLG has grown sales of all instant game price points, developed award-winning games, introduced innovative higher priced games, and fostered one of the strongest portfolios of extended play games, such as CROSSWORD and BINGO, in the world. In fiscal year 2020, OLG achieved record-breaking annual INSTANT ticket sales of over $1.4 billion. Tennessee Lottery Raises Record $140,300,000 For Education in FY 2021 Third Quarter

More Than $5.875 Billion Raised for Education since January 20, 2004

NASHVILLE, Tennessee (April 15, 2021) -- The Tennessee Education Lottery Corporation (TEL) today announced it raised a record-shattering $140,300,000 for designated education programs in Tennessee during the third quarter of Fiscal Year 2021 (January 1-March 31).

This bests the Lottery’s previous record transfer of $122,968,219 for FY2019 Q2 by more than $17 million.

The Q3 transfer includes $132,883,000 – a record on its own – for the Lottery for Education Account and $7,417,000 for after-school programs, bringing the total the Lottery has raised for education in Tennessee since January 20, 2004 to $5,875,423,000.

“We began the third quarter with dueling jackpot rolls for Mega Millions and Powerball, which contributed to increased player excitement, and our March Instant Games Revenues were the highest of any month since inception,” TEL President and CEO Rebecca Paul Hargrove said.

“Our mission is to raise funds for the designated education programs we fund, and this is a great day for students all across Tennessee.”

Lottery players also collected $330,618,000 in prize winnings during Q3.

Additional highlights include:

  • Total Revenues Fiscal Year-to-Date were $1,524,989,000, up 16.1 percent over this time last year;
  • FY2021 Year-to-Date totals for Lottery for Education proceeds are $356,774,000; and
  • Total Revenues for March 2021 were the second highest since inception.


Since the Lottery’s inception, more than 1.5 million scholarships and grants have been awarded with Lottery funds. More than 150,000 Tennessee students benefited in the 2019-2020 school year alone.

The European Lotteries Supports EU Sport Integrity Day with Fight Against Match Fixing

BRUSSELS, Belgium (April 15, 2021) -- “Today on EU Sport Integrity Day, EL emphasises the importance in the fight against match fixing, particularly during a global pandemic when there are heightened betting corruption and financial risks,’’ says Arjan van ‘t Veer, EL Secretary General. “Looking ahead there is a need for increased vigilant monitoring and closer cooperation with the law enforcement and sports sectors to safeguard sport integrity and fight against match-fixing.”

Currently as a result of the COVID-19 pandemic there has been increased difficulties for sport in general and sports betting in particular because of match-fixing. Due to a lack of sports betting opportunities over the past year, operators have been offering betting opportunities on unusual competitions, which in turn has triggered an increase in financial vulnerabilities and betting corruption risks. The worldwide lockdowns also changed gambling habits with new player groups discovering the new digital opportunities.


As a founding Member of the Global Lottery Monitoring System (GLMS), EL continues to work to fight against match fixing and to safeguard the values and integrity of sport. The sports betting operations by EL Members is operated living up to the highest integrity standards where strict standards operate to provide secure and fair operations and to manage the risks of fraud and other forms of crime.

“A constant cooperation is crucial between GLMS and both, its Collective Members – EL and WLA – and its individual members, the state lotteries. This applies whether it concerns timely monitoring and exchanging information on the various competitions and reports or whether it involves education and facilitating exchange of good practices. Just last month, EL organised its Sports Betting Webinar with WLA where lottery professionals gathering online to discuss the importance of closer collaboration to safeguard sport integrity.

Last year lottery professionals from the sport movement came together in a series of webinars to address among other topics, the impact of COVID-19 on the sports betting sector and how stakeholders are adapting to the pandemic, looking closely at the important of closer collaboration to safeguard sport integrity.

Global lottery community welcomes ground-breaking Convention

Back in 2019 the global lottery community (EL-GLMS-WLA) welcomed the entering into force of the historic and ground-breaking Macolin Convention, the only legally binding international treaty promoting global cooperation to tackle the manipulation of sports competitions.

The Convention covers all topics relative to the fight against match-fixing such as national and international cooperation, sharing of information, criminal provisions, whistle-blowers protection; education and prevention; conflicts of interest; and measures against illegal sports betting. Since its drafting phase the global lottery community has fully supported the initiative and assisted the Council of Europe (CoE) in its efforts to promote the Convention and support states with the implementation of its provisions.
