New Lotterywest and Healthway Chairperson Appointed

PERTH, Western Australia (October 16, 2018) -- Professor Peter Klinken AC to take the helm as Lotterywest and Healthway chairperson

New chairperson to serve across both organisations following alignment of Lotterywest and Healthway boards

Outgoing chairperson, Heather Zampatti remains Healthway Board Commissioner

Premier Mark McGowan and Health Minister Roger Cook have welcomed the appointment of new Lotterywest and Healthway chairperson, Professor Peter Klinken AC.

Professor Klinken will assume his role as chairperson this week for a three-year term - leading the Lotterywest and Healthway Board of Commissioners.

The announcement follows the integration of the Lotterywest and Healthway boards as part of efficiencies and service rationalisation to deliver more benefits to the WA community.

Professor Klinken's contribution to the State extends beyond his role as Chief Scientist of Western Australia in which he is responsible for attracting Commonwealth and industry investment into WA science, building the State's scientific capacity and promoting its initiatives across academia, industry, government and the community.

Professor Klinken is highly regarded for his work in medical research, health and new discoveries, and holds a Companion of the Order of Australia.

Both Lotterywest and Healthway operate under their own legislation.

Lotterywest provides and administers the State's official lottery service. It supports the WA community through its grants program and maintains a strong State-wide retail presence.

In 2017-18, Lotterywest delivered a total of $260 million in grants including $104 million to 785 not-for-profit community organisations and local governments across Western Australia.

Healthway promotes and facilitates good health and activities that encourage healthy lifestyles for Western Australians. It partners with organisations in health, research, sports, the arts and the community to address preventable health issues, and support health promotion activities and research.

More than $19 million worth of Healthway grants and sponsorships were provided last financial year.

Comments attributed to Premier Mark McGowan:

"Professor Klinken is a prized appointment and brings a unique skill set to enable him to chair both Lotterywest and Healthway to ensure they continue to deliver benefits to the community.

"I would like to thank Ms Zampatti for her contribution to Lotterywest during her full term of service.

"More than $260 million was returned to the WA community through Lotterywest grants and $463 million was shared among WA lottery winners in the last financial year.

"Lotterywest is an asset to the entire WA community and I'm pleased my Government has moved to secure its future by introducing new laws to protect WA lotteries from synthetic lotteries. These new laws prevent betting on the outcome of lotteries in WA and will enable Lotterywest to continue to contribute to our State."

Comments attributed to Health Minister Roger Cook:

"Professor Klinken is a recognised leader in medical research and will bring great insight and passion to the agenda of Healthway.

"I welcome Professor Klinken to his new role as he works with the Board of Commissioners to ensure Healthway maximises opportunities to promote health and wellbeing, and support best public health outcomes for WA."

Kentucky Lottery Sales Dip Slightly In Q1

Current Powerball and Mega Millions runs are closing the gap

LOUISVILLE, Kentucky (October 11, 2018) -- In today’s meeting of the Kentucky Lottery Board of Directors, it was announced that first quarter sales for FY19 (July 1 thru September 30) dipped 2% compared to the previous year.

Overall sales for the period were $250.6 million, which is $5.2 million less than the same period in FY18. According to Vice President and Corporate Controller Maggie Garrison, Powerball was the big culprit. “That game was really an outlier, dropping 47.1% or $12.1 million alone,” she said. “This is due primarily to a nice Powerball run that was ongoing during that period last year. However, we’re currently in very healthy jackpot runs in both the Powerball and Mega Millions games, so we will close that gap.”

The lottery’s largest-selling product line – scratch-off tickets – rose $3 million (2.1%) in the same period to $148.2 million.

In other business, the board approved:

  • A two-year extension with IGT Global Solutions Corp. for secondary Scratch-off production and related services;
  • Compensation for President and CEO Tom Delacenserie, including a 6% salary increase, a lump sum incentive bonus of 10% of base salary for FY18, and performance metrics for FY19;
  • A memorandum of agreement with Kentucky State Police for assistance with ticket integrity testing;
  • Funding for the third year of a contract with The Buntin Group for advertising and related services for digital media, and;
  • Rules and regulations for nine scratch-off tickets, three Instant Play tickets, and updated rules and regulations for the Powerball, Mega Millions and Keno games.

The next meeting of the KLC’s board of directors will be December 14. The meeting will begin at 10:00 AM EST, and will be held at the KLC headquarters at 1011 West Main Street in Louisville. The audit committee meeting will begin at 8:00 AM EST, as well as the procurement committee at 9:00 AM EST.

Study Shows More Americans Support Legalized Sports Gambling

Published By: Jules Norwood (ECU News Services)

GREENVILLE, NC (October 16, 2018) -- A new report using data from the Life, Liberty, and Happiness survey conducted by East Carolina University’s Center for Survey Research confirms that many Americans support legalized gambling on professional sports. Earlier this year, the U.S. Supreme Court overturned the federal law prohibiting states from authorizing sports gambling, and the states of New Jersey, Delaware, Mississippi and West Virginia responded by legalizing sports betting.

The survey results show differences of opinion based on gender, age and income, but not along political lines. Men, younger Americans and those with household incomes above $120,000 are more likely to agree that gambling should be legal. Republicans (50 percent) and Democrats (48 percent) fall within the range of statistical error.

With nearly half of the U.S. states, as well as the U.S. Congress, now currently considering sports betting legislation, the issue of legalized sports gambling is likely to remain a major legislative issue at the state and federal levels for months, even years to come,” said Dr. Peter Francia, director of the Center for Survey Research. “The current state of public opinion on legalized sports gambling is thereby an important political matter.”

The ECU Life, Liberty and Happiness Project is a nationwide survey of more than 1,100 Americans conducted in May and June by the Center for Survey Research at ECU using mail, internet and phone surveys to reach adults across the country. Results are weighted to be representative of the U.S. population.

The project’s purpose is to highlight shared experiences among Americans as well as identify differences.

The initial report on the Life, Liberty, and Happiness survey, released in July, showed that a majority of Americans are satisfied with their lives, that only 23 percent trust the media, and that 1 in 10 adults live in a home with unsecured and loaded firearms.

After Murphy V. National Collegiate Athletic Association

The State of Public Opinion on the Legalization of Professional Sports Gambling

Survey findings include:

  • More Americans agree than disagree that gambling on professional sports should be legal, by a margin of 47 percent to 26 percent.
  • There is little partisan divide on this issue, with only a 2 percent difference between Republicans and Democrats.
  • Men are more likely to agree than women, by a margin of 57 percent to 38 percent.
  • Only 28 percent of Americans over age 75 support legalized gambling, compared to 57 percent of those between age 18 and 24.

The mission to uproot US illegal operators is paramount and should prevail over all since it will without a doubt bring benefit to every individual stakeholder.
