ROCKY HILL, CT (April 16, 2018) -- The Greater New England Minority Supplier Development Council (GNEMSDC) recently presented the CT Lottery with the prestigious “Local Corporation of the Year” award at its Annual Awards Luncheon in Hartford on April 12, 2018.

The “Local Corporation of the Year” award goes to a corporation that displays strong support for Minority Business Enterprises (MBEs) as a community.  In most cases, this corporation must have had strong impact increasing procurement opportunities for the MBEs in the Greater New England area by showing an increase in dollars awarded to MBEs from year to year.  The corporation must also display strong support for the GNEMSDC and its efforts to develop business relationships with MBEs.  The corporation acts as a role model for other corporations to follow and tracks its progress in developing MBEs and supportive activities.

The CT Lottery has consistently demonstrated strong support for minority businesses throughout New England, and for the aspirational goals of GNEMSDC: economic inclusion; and minority business development,” said Peter Hurst, President and CEO for GNEMSDC.  “The CT Lottery is a role model for all those private and public sector organizations that are looking to purchase goods and services from MBEs, and is a valuable partner to GNEMSDC.”

I am very proud that GNEMSDC has recognized the CT Lottery and its staff, especially our Corporate Responsibility Team, for this amazing accomplishment,” said Chelsea Turner, Interim President and CEO for the CT Lottery.  “It’s an honor to accept this award in recognition of our continued commitment to promoting minority-owned businesses and economic inclusion in Connecticut.  Through these efforts, the CT Lottery’s supply chain has been strengthened and simultaneously we’ve supported local and minority businesses.”

The CT Lottery prides itself on being an active proponent in the Connecticut business community.  For the last 7 years, the Lottery has partnered with the GNEMSDC and collaborated with The Women’s Business Enterprise National Council (WBENC).  WBENC is the largest third-party certifier of businesses owned, controlled, and operated by women in the United States and nation's leading advocate of women-owned businesses as suppliers to America's corporations.

In May, the CT Lottery will partner with GNEMSDC to host a general business opportunity matchmaking event with our Information Technology, Purchasing and Marketing departments participating.  Along with the CT Lottery, vendors can meet corporations for “matchmaking sessions” that consist of a series of 10 minute one-on-one interviews.

The Greater New England Minority Supplier Development Council (GNEMSDC) advances business opportunities for certified Asian, Black, Hispanic and Native American business enterprises and connects them to corporate members. PA Lottery Expands Debit, Mobile Pay Options

MIDDLETOWN, Pa. (April 12, 2018) -- The Pennsylvania Lottery is expanding debit and mobile pay options to make playing games more convenient for the growing number of players who carry little cash.

"Just like any business, the Pennsylvania Lottery wants to make it easy for customers to make purchases in a way they find convenient," said Lottery Executive Director Drew Svitko. "The older Pennsylvanians who benefit from Lottery sales are counting on us to modernize and stay competitive in an evolving retail environment."

Over the past year, the Lottery has been adding debit PIN pads to many of its newer touch-screen, self-service vending units and at stores where games are sold from the counter. More than 2,100 sales counters and 400 touch-screen vending units now have the equipment.

The PIN pads also accept mobile payment options including Google Pay and Apple Pay, as well as cards with "tap to pay" capability.

"Research shows that carrying cash has fallen out of favor with many consumers," Svitko added. "One study showed nearly half of those asked carry less than $20 in their wallets."

While the Lottery's point-of-sale PIN pads do not accept credit, nothing in law or policy prevents credit card sales of lottery games. Retailers may accept credit cards at their discretion.

"It's good business for the Lottery to offer the flexibility that today's consumers want," Svitko said. "No matter how they pay, we ask players to play responsibly and within their means."

About Us:

The Pennsylvania Lottery remains the only state lottery to direct all proceeds to programs that benefit older residents.

Since ticket sales began in 1972, it has contributed nearly $28 billion to fund property tax and rent rebates, transportation, care services, prescription assistance, and local services including senior centers and meals.

Players must be 18 or older. Please play responsibly. Call 1-800-GAMBLER (1-800-426-2537) for help with a compulsive gambling problem.

Gambling Commission Appoints Neil McArthur as Chief Executive

BIRMINGHAM, U.K. (April 12, 2018) --

Neil McArthur has been appointed as Chief Executive of the Gambling Commission with immediate effect. He had been acting as Interim CEO since Sarah Harrison MBE left the organisation at the end of February.

Today’s announcement follows a thorough search and highly competitive process to recruit the role.

Bill Moyes, Chair of the Commission, said “Neil’s appointment is great news for the Commission. He brings to the role a thorough understanding of gambling issues and regulation, along with proven commitment to making gambling fairer and safer.

I’m looking forward to working even more closely with Neil as he leads the Commission to make significant progress in raising standards, protecting consumers and the public from gambling-related harm and improving the performance of the National Lottery.’’

Neil McArthur said “I’m looking forward to the challenge that lies ahead to make gambling fairer and safer.

I am really proud of the Commission’s achievements over the last 12 years, but there is a lot more to do.

Ensuring consumers are empowered to make informed choices about gambling while addressing and reducing the harms that can come from gambling is a challenge that cannot be overcome by us alone.

It needs continued strong partnerships with other regulators, consumer representatives and government. Most importantly, it requires gambling operators to treat their customers fairly and they can expect us to be tough but fair in making sure they meet their responsibilities.”

14 Tennesseans Win Over $3.6 Million from Non-Winning Instant Lottery Tickets

Play It Again! Program Gives Players a 2nd Chance to Win Cash

NASHVILLE, Tennessee (April 13, 2018) -- The Tennessee Lottery’s “Play It Again!” program awarded more than $3.6 million to 14 lucky Tennesseans this week, with prizes ranging from $1,000 to $2 million. Players win by entering non-winning instant tickets online, and most can’t believe they’ve won when notified that their entry had been drawn. Highlights from just a few of the winners include:

Misty Moses, a restaurant manager from Benton who won a whopping $500,000, arrived with her entire immediate family, all of whom were thrilled. Misty said she will invest and pay bills with her prize.

There was no way in the world I ever thought this would be me,” said Russell Holladay, a road project employee from Huntingdon who was one of five winners of $200,000 each. “I’m going to hug your neck!” he told Lottery President and CEO Rebecca Hargrove, who notifies the winners by telephone and is on-hand to award the special prizes.

Lea Garcia of Maryville, a paralegal and massage therapist who also won $200,000, said she will pay off student loans with part of her winnings. And who knows? She might open her own therapy practice one day, she said.

Yet another $200,000 winner, shoe salesman Robert Simpson of Hermitage, had fun with Ms. Hargrove discussing shoes and what he might do with his prize. “This puts a reset button on my finances,” he told her, as wife Sheila stood by wiping tears from her eyes.

Vincent Warr, a security guard from Chattanooga, differed from most of the winners because he had “no doubt” he would get the magic phone call. “I’ve been waiting, and I knew this day would come,” he told Ms. Hargrove as she presented him with a ceremonial $200,000 “big check.”

To “Play it Again,” players simply visit and become a VIP Players Suite member (free). Once registered, players can scan non-winning instant tickets with the TN Lottery phone app or enter online. By entering tickets, VIP Members also receive points to enter drawings for a variety of merchandise, travel packages, and more.

Gaming Laboratories International (GLI®) First Lab Accredited to Test and Certify Skill-Based Amusement Machines (SBAM) in Ohio

LAS VEGAS, NV (April 18, 2018) – Gaming Laboratories International (GLI®) announced today that it has become the first independent testing lab to be accredited by the Ohio Casino Control Commission (OCCC) to test and certify skill-based amusement machines (SBAM) in the state.

We are extremely pleased that the Ohio Casino Control Commission voted in favor of accrediting GLI as the first independent laboratory certified to test skill-based amusement machines,” said Kevin P. Mullally, GLI’s Vice President of Government Relations and General Counsel.

We look forward to continuing our work with the Commission to implement the provisions of the skill-based amusement device law passed by the Ohio legislature in 2015. We are committed not only to serving the needs of the Commission but to providing suppliers of SBAMs and operators with outstanding value and customer service.”

According to the OCCC’s rules governing skill-based amusement machines, before an independent SBAM testing laboratory is certified by the Commission, it must undergo an investigation by the Commission to determine its competency and qualifications to conduct testing of SBAMs in accordance with Chapters 2915 and 3772 of the state’s Revised Code.

The investigation covers such areas as corporate structure, policies and procedures, experience and expertise, staffing and equipment, and demonstrated skill in conducting testing to the appropriate standards.

Under the new rules and definitions governing SBAMs developed by the OCCC which take effect April 23, 2018, there are three categories of skill-based games that fall under the OCCC’s jurisdiction:

  • Category “A” games do not enable a payer to receive a prize as a reward with the exception of free replays (e.g. pinball and arcade-style games)
  • Category “B” games involve a player using skill to obtain a prize wholly contained within the machine (e.g. crane and claw machines)
  • Category “C” games allow players to redeem tickets, vouchers, or tokens awarded from the machine to obtain a prize (e.g. games usually found at family entertainment centers and similar establishments)

Senior Engineering Manager, Andrew Baran, represented GLI at today’s Commission meeting. “We have put a lot of effort into ensuring that our team is prepared to fully meet the needs of the skill game market in Ohio. We appreciate the diligent manner the Commission is taking in ensuring testing labs are fully qualified and we are proud of the intensive effort we are putting into this project.”

Interstate Online Poker Hopeful to Launch May 1 for Delaware, Nevada & New Jersey Poker Players

New Platform to Launch to coincide with Shared Liquidity; Many Positive Changes in Store for Players

DOVER, Delaware (April 17, 2018) -- and 888Poker have submitted for testing their new poker software to the regulatory bodies in Delaware, Nevada and New Jersey, with the goal of pooling players from all three U.S. states upon the anticipated approval by all jurisdictions – a major step for gaming operators in the U.S.

The linking of all three states is hopeful to go live on Tuesday, May 1 and would allow customers in Delaware, Nevada and New Jersey to play poker against each other, if final approval is granted from all jurisdictions. This shared-liquidity* gives way for larger prize pools, better game selection, wider time zone coverage and expanded tournament offerings.

The process has demonstrated that different regulations administered by multiple regulatory bodies can work proactively together to provide entertainment in a safe and secure environment for consumers. The protection of players and game integrity drove this collaboration which serves to benefit the players, states and operators.

G2E Asia 2018

This has been a huge collaborative effort from all involved and it is important to thank the elected leadership and regulatory authorities in Delaware, Nevada and New Jersey for their dedication and diligence to help move online poker forward,” said’s Head of Online Poker Bill Rini. “Everyone has had the end user in mind throughout this process, and as a result, we believe the United States for the first time in a regulated environment, will have a large-scale multi-state offering that will propel the industry forward as soon as next month.”

During this process of pooling players from different states, and 888Poker have made a number of upgrades to the software that will enhance the user experience and keep players engaged.

"The DGE has been happy to be part of this process, and to see it implemented so expeditiously after the signing of the agreement is a testament to all of the parties involved,” said Robert Moncrief Jr., Deputy Chief of the New Jersey Division of Gaming Enforcements Technical Services Bureau. “We are pleased to see this long-sought multi-state poker agreement come to fruition. This will raise jackpots and provide even greater opportunities for play. It also paves the way for additional states to join and grow the regulated, legal online poker market.”

The Delaware Lottery is very pleased to be able to offer Delaware’s online poker players this exciting opportunity to enhance their gaming experience,” said Vernon Kirk, director of the Delaware Lottery. “The Multistate Internet Gaming Agreement has proven to be a great vehicle for allowing its member states to take advantage of such cooperative efforts.”

“The NGCB is pleased to be part of this collaborative effort between regulators, operators, and the platform manufacturer to achieve the common goal of providing a sound gaming experience for patrons across multiple jurisdictions while still meeting our individual jurisdictional requirements,” added Nevada Gaming Control Board chairwoman Becky Harris.

Pooling poker players from three states will be a significant regulatory step in the US and is very exciting for our players and partners,” said Yaniv Sherman, 888 Senior Vice President and Head of Commercial Development. “The guidance and coordination provided by the regulators in the three states has been instrumental to the potential success of shared liquidity. If approved, we anticipate that this will open up further opportunities in other states.”

The timing works well for as it would come ahead of the 49th annual World Series of Poker in Las Vegas, set to begin on May 29.

This transition will require Delaware and Nevada consumers to download the new poker client and create a new account to be able to participate. This also means the existing Delaware and Nevada poker software will cease to operate after this process takes effect. New Jersey players with an existing account will be able to play without delay.

Lottery Insights December Issue

Once the process is complete, New Jersey players will be able to compete for official WSOP gold bracelets from their home state for the very first time. The first opportunity to do so should be the Sunday, June 3 $365 buy-in No-Limit Hold’em official gold bracelet event (Event #10) being held in Las Vegas as part of the 49th WSOP.

888’s proprietary technology powers 888Poker and and operates in all three states. 888Poker operates exclusively in Delaware for the Delaware Lottery; 888Poker and offer poker to the New Jersey public; and in Nevada, is the exclusive operator using 888’s platform.

For the past three years, the Delaware Lottery’s poker platform has shared liquidity with in Nevada. Customers in Delaware will be major beneficiaries when added to the New Jersey pool, as they will see even larger game selection and number of players.

Further updates will be provided as matters dictate.

*The term “shared-liquidity” is an industry term describing the method of previously segregated poker platforms combining to allow those previously segregated players access to the same shared pool.
