IGT Extends Agreement with the D.C. Lottery to Provide Instant Ticket Printing Services


LONDON, U.K. (December 22, 2017) -- IGT announced that it has signed a one-year extension agreement with the D.C. Office of Lottery and Charitable Games (D.C. Lottery) to continue providing instant tickets and related services through December 1, 2018. Under the agreement, IGT will continue to provide a comprehensive range of instant ticket services for the D.C. Lottery including game planning and marketing, research and analytics, graphics support, and the production and printing of instant tickets.

IGT has been a print vendor for the D.C. Lottery since 2014. During this time, IGT has developed multiple tickets for the Lottery, ranging in price from $1 to $10. In addition, the Lottery will launch its first Super Ticket™ with IGT in March of 2018.

Fastrak Chosen to Help Develop the Kazakhstan Lottery

U.K. (December 22, 2017) -- The leading supplier of point of sale display products to the lottery industry, Fastrak Lottery Solutions, has revealed its part in the re-launch of the Kazakhstan Lottery with new scratch card dispensers and promotional material delivered across the country.

Following the successful licence bid by Satty Zhuldyz to run the Kazakhstan National Lottery, the new operators quickly looked to revamp the point of sale units, choosing the Fastrak Lottery Solutions POD scratch card dispenser to display and dispense its new range of scratch cards.

To date Fastrak has built 1,000 modular scratch card dispensers which started rolling out in Kazakhstan in September 2017 with a further 2,000 installations planned for early 2018.

The flexibility offered by Fastrak’s POD modular design allows it to expand as sales grow. Along with this, its ability to be branded for the changing needs of the Kazakhstan Lottery meant that it both made an immediate impact together with preparing for future growth.

The signature marketing features included in Fastrak’s POD design allows for tactical messaging, price point information and the ability to promote feature games, all of which fitted with the Satty Zhuldyz marketing and communication strategies as the range of lottery products expands.

Fastrak’s design team proposed their modular POD system to allow for multiple games to be stacked and displayed within the same unit. This resulted in a range of configurations being delivered including 2x2, 2x3, 3x2 and 1x4 configurations.

Flexibility was of prime importance within the solution,” added Paul Shardlow, Design Manager at Fastrak. “Our team of British designers have over 15 years’ experience in developing innovative solutions, and they have once again used their talent to create a unit that not only gives impact and flexibility, but also has been proven to increase sales.”

The team at Fastrak were chosen for the project due to their experience in working with some of the largest lottery operators in the world through which they have proven their understanding of the consumer journey, engaging the customer and lottery sales.

Although official sales figures on the Kazakhstan Lottery project have not yet been released, it was confirmed that a sales increase was achieved from the launch of the new POD units, and are continuing to grow as consumers recognise the impactful displays and understand the products on offer.

Implementation of Scheme of Arrangement; Tatts is Now a Wholly-Owned Subsidiary of Tabcorp

SYDNEY, Australia (December 22, 2017) -- Tabcorp Holdings Limited (Tabcorp) advises that the Scheme of Arrangement (Scheme) in relation to the combination of Tabcorp and Tatts Group Limited (Tatts) has been implemented today. Tatts is now a wholly-owned subsidiary of Tabcorp.

Scheme Consideration

In accordance with the Scheme, 0.8 new Tabcorp shares per Tatts share have been issued to eligible Tatts shareholders.1 Holding statements for the new Tabcorp shares will be despatched shortly and trading of these new Tabcorp shares is expected to commence on a normal settlement (T+2) basis from the next trading day (Wednesday 27 December 2017).


The new Tabcorp shares will be eligible to participate in the interim dividend payable in respect of the half year ended 31 December 2017. The aggregate cash consideration under the Scheme is $0.425 per Tatts share. $0.16 of the cash consideration under the Scheme was paid by Tatts on 19 December 2017 by way of a special dividend of $0.16 per Tatts share. The balance of the cash consideration of $0.265 per Tatts share has been despatched to Tatts shareholders today (either via nominated bank account or cheque).

Tabcorp notes that Tatts has submitted an application to ASX to remove the ordinary shares of Tatts (ASX: TTS) from the official list of the ASX. It is expected that Tatts shares will be delisted from ASX from the close of trade on 27 December 2017.

WyoLotto Announce New Member to Board of Directors

CHEYENNE, Wyoming (December 21, 2017) -- WyoLottoTM officials announced the appointment of Jim Willox as the newest member of the 2017 Board of Directors. The Board consists of up to nine members who oversee the Wyoming Lottery Corporation, with each member appointed by the Governor.

“I am pleased Jim Willox accepted the appointment to the Lottery Board,” said Governor Mead. “Jim is a businessman. He has been a Converse County Commissioner for over ten years and has served on a number of boards and commissions. His experience will serve the Lottery Board well.”

Jim Willox is a fourth generation Converse County resident. He was raised on his family ranch south of Douglas. In 2001, the family decided to sell the ranch and move into Douglas.

“Wyoming is my home, and getting to be an active member of this board is an honor and one that excites me very much,” Willox said.

Willox graduated from the University of Wyoming with a degree in Agricultural Business.

He has previously served as an officer of the Converse County Stockgrowers, Douglas Moose Lodge and the Douglas Board of Realtors. He was also an active member of the Wyoming Republican Party, in which he served in several positions, culminating as State Chairman from 2003 to 2005.

He was sworn in as a Converse County Commissioner in January of 2007, and has been active and engaged in many local issues while a commissioner. As a member of the Wyoming County Commissioners Association, he served as Chairman of the WCCA Transportation Committee for 6 years before being elected Treasurer of the WCCA in December 2016.

Willox is also active in other realms of his community, including his involvement with the Wyoming High School Activities Association as a basketball official for 15 years and as a USA wrestling official for 10 years.

Jim and his wife, Tione, have two sons, Bo, who lives and works in Douglas, and James is a junior at the University of Wyoming.

The Danish Gambling Authority Release Certification Programme for Online Bingo

ODENSE, Denmark (December 20, 2017) -- Due to the liberalisation of online bingo from January 1st 2018 the Danish Gambling Authority (DGA) is currently working on an update to our certification programme.

An updated version is published later this week. We know that a number of interested parties are awaiting the updated requirements, so these will be specified here.

The requirements in the certification programme will reflect the requirements in the executive order. Here are the most significant:

  • Only online bingo with 75, 80 or 90 numbers/symbols is allowed
  • Bingo cards for games with 75 numbers/symbols must have 5 times 5 squares
  • Bingo cards for games with 80 numbers/symbols must have 4 times 4 squares
  • Bingo cards for games with 90 numbers/symbols must have 3 times 9 squares
  • The sale of bingo cards cannot start until 30 minutes before the game starts
  • There must be at least 3 seconds between the draw/presentation of each number/symbol
  • The player cannot select numbers/symbols for the bingo card themselves or make changes to their bingo cards. The players are however allowed to select bingo cards between a number of bingo cards randomly generated by the gambling system
  • Both manual and automatic marking of drawn numbers/symbols must be possible
  • The game must end when the first player has a full bingo card


The specification above is with reservation for the content in the final executive order, which will come into force on January 1st 2018.

The DGA is aware of and appreciate the fact that it will be very difficult to have games tested and inspected before the end of the year. We must however point out that whether or not a bingo game is tested, it must comply with requirements in the coming executive order.

AGA: What Tax Reform Means for Gaming

WASHINGTON, D.C. (December 20, 2017)

Dear Gaming Industry Colleague:

 Moments ago, Congress approved the most extensive changes to the tax code since 1986. While time will tell whether this broad overhaul ultimately leads to the type of economic growth proponents have promised, AGA is proud to have actively led an inclusive industry effort to ensure changes to the corporate tax code provide a net benefit to our members.

A reduction in the corporate tax rate from 35 percent to 21 percent requires many industries to concede significant, long-standing tax preferences and deductions. In this climate, the gaming industry emerged with several important wins. Specifically, the final agreement protects three priorities for our industry:

  1. Largely preserves the ability for our customers who itemize to net their gambling income, despite a late effort in the Senate to eliminate this deduction;
  2. Exempts most operators from limitations on interest deductibility and provides reasonable transition provisions for all businesses that pay interest on corporate debt; and
  3. Helps to ensure favorable rules for research and development, which gaming suppliers rely on to constantly innovate.

While there were wins, there are other areas where we will need to continue to engage to protect and promote the industry as “fixes” are considered in 2018 and beyond. High priority targets include:

  1. Lifting the Slot Tax Reporting Threshold: The $1,200 slot tax reporting threshold was set in the 1970s. The tax reform debate provided us an opportunity to introduce this topic to legislators and pave the way for adjusting the threshold in a favorable way for our members and customers. I encourage your continued engagement to help us make a compelling case for how a higher reporting threshold will help lower administrative costs and provide our customers an improved experience when they visit your facilities;
  2. Promulgating Regulations that Work for the Industry: Legislation of this size and scope will undoubtedly require significant details to be determined by the IRS and the Treasury Department. AGA will remain vigilant to ensure any rulemaking by executive agencies is consistent with industry practices and priorities; and
  3. Assessing and Addressing the Impact of Certain Changes: It may take some time to fully understand the effect some changes have on the industry and our customer base. For example, doubling the standard deduction for individuals will likely result in fewer taxpayers electing to itemize and net their gambling income/losses. AGA will need your continued input to know whether this has a measurable effect on customer behavior, and we stand ready to work with Congressional champions to help address any unintended consequences that threaten the health of the industry.


We recognize Congressional consideration of major changes to the federal tax code creates both opportunities and challenges for our multifaceted industry. AGA initiated an inclusive process to determine the most important aspects of tax reform to our membership and to develop a consensus list of priority issues. Digitain Agrees Habanero Deal

Platform provider integrates full suite of slots and table games

The Global Tote Signs U.S. Distribution Deal with

SYDNEY, Australia (December 27, 2017) -- The Board of TopBetta Holdings Limited (ASX:TBH) ("TopBetta" or the "Company") is pleased to announce that its wholly-owned Alderney-based subsidiary, The Global Tote Limited ("The Global Tote"), has signed a deal that will allow US punters to access its pools on Australian racing for the first time.

The Global Tote has entered into an agreement to with US company, LLC (""), which provides pari-mutuel, or pool-betting, wagering services through a number of distribution channels to an international client base.

Under the terms of the deal, can provide The Global Tote pools on a non-exclusive basis on Australian racing, harness and greyhound meetings across its distribution network and Advance Deposit Wagering ("ADW") platform to punters across North America.

The agreement with commences on 1 February 2018 for an initial term of 12 months (with successive further 12 month terms) and The Global Tote will receive 2% of the takeout from bets placed by with The Global Tote.

Technology integration work are expected to commence in CY Q1 2018 and The Global Tote pools are expected to be open in the US by CY Q2 2018. The agreement is subject to the usual approvals from racing and regulatory bodies. President, Ed Comins, said:
