Helps Tennessee Education Lottery Corporation Expand into New Retail Channels
Through Three-Year Contract Extension

subsidiary IGT Global Solutions Corporation (hereinafter "IGT"), will extend
its contract with the Tennessee Education Lottery Corporation. The Lottery's
Board of Directors authorized the Lottery to exercise three out of seven
extension years of its original contract. Pursuant to the extension, IGT will
provide GameTouch 20 terminals and additional Keno-To-Go products. The
extension will run through June 30, 2025.

The GameTouch 20 is IGT's newest
self-service lottery vending machine, built specifically to meet big box
retailer requirements. In addition to the GameTouch 20s, IGT will provide
additional self-service lottery machines and Keno monitors and video controller
units, giving lottery players greater game awareness of the Lottery's
Keno-to-Go product in social environments throughout Tennessee.

York Lottery Completes State-Of-The-Art Production Studio
Green screen technology,
robotic cameras and LED lighting will help improve production efficiency and
reduce power consumption by 75 percent
SCHENECTADY, New York (December 10,
2018) -- The New York State Gaming Commissions Division of Lottery today
announced the completion of its new production studio capable of delivering
more cost efficient, high-definition broadcasts. The renovated space, located
within the Commissions main offices in Schenectady, replaces the
Lotterys 19-year-old drawings studio and aging broadcast equipment.
The previous studio,
completed in 2001, was built solely to conduct Lottery drawings, said
New York Lottery Director Gweneth Dean. Broadcast technology has
changed significantly since the turn of the century. This new studio is
flexible enough to change with todays consumer behaviors and
expectations, said Dean.
"The new green screen technology
combined with more modern robotic cameras and contemporary LED lighting will
allow us to produce compelling broadcasts cost efficiently and in a manner more
consistent with digital consumers expectations, said Lottery
Drawing Studio Manager Arthur Hunsinger.
The New York Lotterys December
10 Midday NUMBERS and Win 4 drawings will mark the first live drawing event to
be conducted and aired from the new studio. All subsequent in-state drawings
will take place at their regularly scheduled times from the same space.
Approximately 1.4 million viewers
tune in daily to witness New Yorks live Lottery drawings via an exclusive
network of TV draw stations or on a mobile device.
The new studio gives us
more opportunities to engage with consumers who expect immediate results and
seek direct interaction with us via digital devices both in real-time and on
demand, said Hunsinger.
The new studios expanded
digital capabilities will allow the Lottery to livestream its drawings and to
create and distribute other original content such as employee and licensee
training videos.

assistant is available in Google Home and Amazon Alexa, allowing Irish players

Based on the expected 1H19 financial performance announced today, and estimated
large jackpot activity for 2H19 of 16 by number and a maximum of $50m, Total
Transaction Value (TTV) growth of about 44% vs FY2018 is now expected which
will be the main driver of the expected increase in Revenue, and the operating
leverage is expected to increase NPAT accordingly per the table below

Large jackpot activity continues to
be a significant driver of sales (TTV), so the level of this activity over the
remaining period of FY2019 will affect expected TTV growth accordingly.
The expected 16 number of large
jackpots for 2H19 (37 for FY2019) takes into account the random and
unpredictable nature of jackpot activity, and potential variance in
forward-looking estimates.
The large jackpot value is expected
to be about $32.5m for FY2019 (FY2018: $28.4m) and 2H19 about $24.4m (1H19
about $38.3m).
The Company continues to invest in
its software platform and marketing to place it in the best possible position
to take advantage of increased levels of jackpot activity when this occurs.

Nederlandse Loterij New Main Sponsor Royal Dutch Cycling Union

Royal Dutch Cycling Union or KNWU as of 1 January 2019. The two organizations
enter into a two-year commitment. Dutch Lottery will be on the cycling jersey
of all disciplines and will be the naming partner of the Dutch job selection.
That the KNWU and Dutch Lottery have
found each other in this cooperation is not entirely surprising. The lottery
has been supporting cycling for some time via TeamNL. The Dutch Lottery will

Europeans Are Not Fully Protected by EU Rules for Online
Gambling Study
Only one EU member state
has fully implemented the European Commissions guidelines for protecting
consumers in online gambling
BRUSSELS, Belgium (December 6, 2018)
All EU member states, except Denmark, have not fully implemented EU
consumer protection guidelines for online gambling, putting the protection of
online gamblers at risk by leaving them exposed to unequal and inadequate
levels of consumer protection across EU member states, according to a study
published today by the City University London.
The study Consumer protection
in EU online gambling regulation reviewed the national implementation of
selected key provisions of the European Commissions guidelines for
consumer protection in online gambling,[1] and found major gaps in consumer
protection exist in EU member states.
For example, only 14 member states
have established national self-exclusion registers and only 13 member states
require no underage gambling signs on advertisements.
The Commissions guidelines aim
to encourage a uniform high-level of protection for online gamblers across EU
member states, through the introduction of common principles addressing player
identification requirements, the prevention of minors from gambling and social
responsibility measures.
The Commission committed to
evaluating the implementation of its guidelines by EU member states by 19
January 2017 but has failed to do so.
The study, commissioned by the
European Gaming and Betting Association (EGBA), finds that the primary
objective of the Commissions guidelines to fully protect all
online gamblers in Europe has not been achieved.
The study attributes this failure to
the voluntary, non-binding nature of the guidelines and concludes that
mandatory EU rules are needed to ensure a uniform, high-level of consumer
protection for online gamblers in Europe.

EGBA calls on the European
Parliament and European Commission to take account of the study findings and
introduce mandatory rules to ensure that consumers are fully protected by
online gambling regulation in EU countries.
Because online gambling in
Europe is regulated at national-level, the level of consumer protection
provided to players varies depending on where they reside in the EU and
this is entirely inadequate for what is an inherently borderless digital
sector. Guidelines have proven insufficient and we call on EU policymakers to
act by introducing mandatory rules to ensure there is a consistent high-level
of consumer protection and uniform safety nets for all online gamblers in

Socially and Humanitarian Organizations Get Close to NOK 800
Million from Norsk Tipping
OSLO, Norway (December 12, 2018) --
From 2018, the Ministry of Culture introduced new regulations for allocating
the surplus in Norsk Tipping to socially beneficial and humanitarian
organizations. This year, organizations who, before 2014, could not receive
funding from schemes awarded NOK 173.7 million.

"The social and humanitarian
organizations make a very important job in our society. It is great that many
new organizations no may take part in the surplus at Norsk Tipping,
says Minister of Culture Trine Skei Grande.
After the new rules, the Salvation
Army and the Church Assembly will together reach nearly 80 million kroner
before Christmas.
A total of NOK 794 million of the
surpluses in Norsk Tipping 2017 goes to socially beneficial and humanitarian
organizations in 2018.
As early as 2018, the organizations
that had automatic revenues are out of the same amount as they received
earlier. Beyond this, other organizations can search for equal terms.
Lottery and Gambling
The Ministry of Culture has the main
responsibility for gaming and lottery management with the Lottery and
Foundation Supervisory Authority as its own management and control body. The
biggest gambling games in Norway are offered today within a one-way model.
Norsk Tipping has the exclusive right to offer gambling. The Ministry of
Culture is responsible for the ownership of Norsk Tipping AS.

Gambling Commission Opens Discussion on a New National Strategy
to Reduce Gambling Harms

-- The current National Responsible Gambling Strategy comes to an end in March
2019 and we are developing a new national strategy to reduce gambling
harms.
We committed in our business plan to
develop the new strategy and continue to be committed to driving and
encouraging progress within our remit.

However, we are only one of the
bodies with a role to play, and will work together with Government, public
health, the charitable sector and gambling businesses in order to make real
progress to reduce gambling harms.
We want as many people and
organisations as possible to have a voice in shaping the strategy and the
arrangements needed to deliver it.
Your views are being sought on the
five proposed priority areas for action over the life of the strategy.
We are also conducting a formal
consultation under Section 24 of the Gambling Act 2005 on proposed amendments
to the LCCP requirement on gambling businesses to contribute to research,
prevention and treatment, and associated arrangements needed to deliver the
strategy.
An amendment to LCCP is proposed to
specify that licensees contributions under this provision are made to one
or more organisations that are approved by the Commission.
This is intended to give clarity to
gambling businesses on how they can ensure they are compliant.

Government Signs Macolin Convention to Tackle Match-Fixing in

today strengthened its commitment to tackling match-fixing in sport by signing
the Macolin Convention.

The Council of Europe Convention on the Manipulation of Sports
Competitions - more commonly known as the Macolin Convention - aims to prevent,
detect and punish match fixing.
It was signed today by Minister for
Sports and Civil Society Mims Davies with Gabriella Battaini Dragoni, Council
of Europe Deputy Secretary General.
The Convention is the only treaty
dedicated to fighting the manipulation of sports competitions.
Sports Minister Mims Davies
said:
Match-fixing is a real
threat to the integrity of sport. It is a crime that robs spectators of the
pleasure of watching a contest that they can trust.
While Im confident that we
have a robust system in place to prevent match-fixing, we cannot be complacent.
It is a cross-border issue, and only through a coordinated international effort
can we mitigate the risks.

I warmly welcome today the
United Kingdoms signature of the Council of Europe Convention on the
Manipulation of Sports Competitions. This treaty is the only international
legally-binding instrument against match-fixing, illegal betting, bad

Fleurs Magazine Announces 2018 Fleurry Award Winners
ROCKVILLE, Maryland (December 11,
2018) -- La Fleurs Magazine announced the five lotteries which won La
Fleurs Magazine 2018 Fleurry Awards at its La Fleurs 2018 LotTECH
Connect conference in Austin, Texas. The five winning lotteries were Atlantic
Lottery Corporation, Massachusetts Lottery, New Jersey Lottery, New York
Lottery and Wyoming Lottery Corporation.
The Fleurry award-winning ads were:
Atlantic Lottery (Like A Boss-Ad Agency: Arrivals + Departures),
Massachusetts Lottery (Giving Is Our Thing-Ad Agency: Connelly
Partners), New Jersey Lottery (Licky 7s (Extended Cut)-Ad Agency:
Pure RED), New York Lottery (Odds of Love)-Ad Agency: McCann and
Wyoming Lottery (Giving Back-Ad Agency: Warehouse TwentyOne).
There were entries from 44 North

The 2018 Fleurry contest represented
a record number of submissions by lotteries. The advertisements receiving the
top number of votes were the winners.
La Fleurs Magazine sent the
link to vote to its 4,600+ subscribers. The Fleurry Ad Peoples
Choice Awards originated in 2011.
This is truly our favorite
event to organize each year. All the lottery marketers tell us how much they
love participating. It is so simple. There is no judging committee. We simply
let peers vote on peers work digitally. The Fleurry email is your
two-minute fun break each morning over the two-week contest to vote
on what you consider best advertising work, said Terri Markle,
