New Promotion Allows
Arizona Retailers to Partner with the Arizona Lottery with
Ease
PHOENIX, Arizona (June 28,
2018) Starting July 1, 2018, the Arizona Lottery will be waiving all
retailer licensing fees for its fiscal year 2019. The promotion will allow all
new and existing Arizona Lottery retailers to acquire or maintain licensing at
no cost.
We are dedicated to
creating and strengthening our retail partnerships across the state,
said Raynie Hosto, deputy director of customer service and sales for the
Arizona Lottery. This promotion will allow new retailers to partner
with the Arizona Lottery with greater ease, and will allow current Arizona
Lottery retailers license renewals with no cost associated. We look forward to
growing our network of retailers over the next year.
The Arizona Lottery is proud to have
a network of more than 3,000 retailers across the state including grocery,
convenience and independent stores. The thousands of accessible Arizona Lottery
retailers create an exciting experience and lasting relationship for loyal
customers.
As an Arizona Lottery retail
partner, every story receives a 6.5 percent commission on all Lottery sales,
which happens to be one of the highest commissions in the country. In fiscal
year 2018, the Arizona Lottery gave more than $64 million in commissions to
retailers across the state.
Additionally, 95 percent of Lottery
customers purchase at least one additional product while in a retail store
resulting in an increase in sales. Arizona Lottery retailers also receive
performance incentives, marketing support and technical maintenance.
The current licensing fees range
from $45 to $67 depending on the type of retailer applying. From July 1, 2018
to June 30, 2019, the Arizona Lottery will waive all initial and renewal
licensing fees. The Arizona Lottery is committed to providing ongoing support
for its retailers and anticipates an increase in Arizona Lottery retailers over
the next year.

INTRALOT Renews Its Contract with New Hampshire Lottery
Commission Through 2025
ATHENS, Greece (July 2, 2018) --
INTRALOT is pleased to announce a five-year extension to its current gaming
systems contract with the New Hampshire Lottery Commission. The extension
will commence at the end of the current contract term of June 30, 2020,
furthering the contract through June 30, 2025.
The New Hampshire Lottery Commission

The newest product addition included

Lottery Awards Pollard Banknote Five-Year Instant Ticket Contract
Extension
WINNIPEG, Manitoba, Canada (July 5,

the Oregon Lottery for instant ticket printing services. Under this agreement,

$11.2
Million in Proceeds Raised for Nebraska Lottery
Beneficiaries
LINCOLN, NE (June 29, 2018)
The Nebraska Lottery recently distributed among its beneficiary funds
$11,246,604, derived from a share of Scratch and Lotto ticket sales for the
previous three months.
A total of $693,917,786 has been
distributed in quarterly transfers since the Nebraska Lottery began operation
on September 11, 1993. The latest transfer, made the week of June 29, was
distributed among beneficiaries in the following manner:

- Nebraska Education Improvement Fund,
$5,004,739;
- Nebraska Environmental Trust Fund,$5,004,739;
- Nebraska State Fair Support and Improvement
Fund,$1,124,660; and
- Compulsive Gamblers Assistance Fund $112,466.
With the June transfer, the total
amount distributed to Lottery beneficiaries during the current fiscal year is
$45.2 million. This is the largest yearly transfer amount in the Lotterys
25-year history. Strong Scratch ticket sales, the addition of the Lucky for
Life Lotto game, and extended jackpot runs for the Powerball and Mega Millions
games contributed to the increased transfer amount.
Amendment 4 passed by Nebraska
voters in November of 2004 established the following distribution formula:
Education as directed by the Legislature (44.5 percent) - currently distributed
to the Nebraska Education Improvement Fund; Nebraska Environmental Trust Fund
(44.5 percent); Nebraska State Fair (10 percent); and the Compulsive Gamblers
Assistance Fund (1 percent, plus the first $500,000 in fund proceeds each
fiscal year).
The funds' respective totals to date
are:
- Nebraska Education Improvement Fund,
$38,059,858;
- Nebraska Environmental Trust
Fund,$294,751,180;
- Nebraska State Fair Support and Improvement
Fund,$46,694,255; and
- Compulsive Gamblers Assistance Fund
$15,799,179.
Prior to July 1, 2016, the Education
Innovation Fund received proceeds totaling $174,222,842, and the Nebraska
Opportunity Grand Fund received proceeds totaling $100,929,476.
Prior to July 1, 1997, the Solid
Waste Landfill Closure Assistance Fund received proceeds totalling $18,460,996.
In 2004, the Legislature directed that a one-time transfer of $5 million be
made to the State General Fund.
Criteria for proceeds distribution
are established by the beneficiary funds in accordance with legislative
mandates. Every county in Nebraska has received service through grants funded
with Nebraska Lottery proceeds.

Co-operation to maintain
the successful model: GlücksPirale and Destinatäre Demand Efficient
Measures Against Illegal Black Lotteries
MUNICH, Germany (July 2, 2018) -- A
total of more than 2.1 billion euros in funding: Since its founding in 1970,
the GlücksSpirale has been a model of success in support of the common
good. However, "black lotteries" are massively threatening this
welfare-oriented model. Supported organizations (beneficiaries) are therefore
calling for a joint declaration to take effective measures against the illegal
offering of product pirates.
From the proceeds of the organized
by the German Lottery and Totoblock pension lottery payments of a total of
about 65 million euros annually go to the German Olympic Sports Confederation
(DOSB), the German Foundation for Monument Protection and the Federal
Association of the Free Welfare. The fourth part of the funding goes to
organizations that do charitable work at the country level in the areas of
nature and environmental protection, addiction prevention and church charitable
work.

"Commercial providers based
outside Germany without German regulatory approval offer black lotteries over
the Internet," says Friederike Sturm, President of LOTTO Bayern and
GlücksSpirale leader and said: "The game is interested suggests that he
participates in the German lotteries. In fact, he betting on the outcome of the
draw results of German lotteries of state licensed lottery companies, but does
not participate in fact de facto. The proceeds go to the private shareholders

preserving the welfare-oriented lottery model in Germany," says Friederike
Sturm.
"Sportdeutschland's 90,000 clubs
engage eight million volunteers who deserve support and solidarity. The
charitable lotteries belong to the sport like the groundskeeper or the trainer,
they only produce winners. The black lotteries, on the other hand, withdraw
taxes from our society and put the profits in their own pockets, they use few
and harm many ", explains DOSB boss Alfons Hörmann.

Publishes its 2017 Annual Report and Financial Statements
MALTA (July 2, 2018) -- The Malta
Gaming Authority (MGA) has published its Annual Report and Financial Statements
for the financial year ending 31 December 2017 (found here). The report
provides an overview of the activities and work performed throughout the year
by the MGA which mainly focused on the finalisation of the new Gaming Act,
coming into force in 2018, and on the enhancement of its compliance systems,
including the implementation of the requirements of the EU 4th Anti-Money
Laundering Directive.
Throughout 2017, the MGA also
focused on enhancing its IT systems, as reflected in the introduction of the
Licensee Relationship Management System (LRMS), a secure and dedicated portal
featuring a one-stop shop for licensing and reporting and a new communication
channel.
The Annual Report also looks at 2018
and beyond, whereby the MGA will be focusing on the implementation of the new
regulatory framework, the transition towards a risk-based approach to
regulation, the continued implementation of onerous AML (Anti-Money
Laundering)/ CFT (Combating the Financing of Terrorism) obligations, and the
application of the General Data Protection Regulation, and its impact on
operators and the MGA alike.
The following are the key highlights
from the Annual Report:

- During the year under review, the MGA generated a
total revenue of 66.3m in licence fees, gaming tax and other
administrative fees and fines, compared to 62.5m in 2016. This represents
an increase of 3.7m or a 6% year-on-year increase;
- The direct contribution of the gaming industry to
the Maltese economy was valued at 1.1 billion in 2017, with approximately
9,800 full time jobs created within operators directly in the sector and other
associated businesses;
- In January of the same year, the MGA launched a
licensing and regulatory regime based on the Skill Games Regulations for the
online skill games sector, including the creation of a specific B2C and B2B
licences for controlled skill games;
- It also conducted a thorough study to assess the
application of Distributed Ledger Technology (DLT) and the use of
cryptocurrencies in a sandbox environment, with the objective of issuing a
consultation paper and subsequently, guidelines, in 2018;
- As highlighted above, the MGA kept investing in its
IT systems, most notably on the introduction of a New Licensee Relationship
Management System accessible through a secure and dedicated web portal. This
system has changed the way the MGA interacts with its existent and prospective
licensees through the digitisation of regulatory and licensing processes;
- In 2017, the MGA further enhanced its AML/CFT
supervisory mechanisms, including the implementation of the EU 4th Anti-Money
Laundering Directive. This involved cooperation with the Financial Intelligence
Analysis Unit (FIAU) to develop supervisory practices and procedures,
sector-specific guidelines, and joint supervision;
- MGAs most important achievement was the
finalisation of the new Gaming Act which was tabled in Parliament earlier this
year. The new law is set to overhaul completely the way the Authority regulates
the sector, once it comes into force in 2018.
In publishing this report,
Heathcliff Farrugia, Chief Executive Officer of the Malta Gaming Authority,
stated that: Last year was perhaps one of the most exciting years for the
MGA. The ongoing efforts and relentless work of MGA officials on the various
projects the Authority embarked upon was reaching its final stages, with the
new regulatory framework and the 4AMLD being the most notable ones.
Their introduction in 2018, coupled
with the investment in IT systems shall continue to elevate our regulatory
standards, by strengthening our controls and empowering the Authority to adopt
a risk based approach towards enforcement and supervision.

Australasian Gaming Expo (AGE), from 14-16 August 2018, is an annual event run
