IGT Sign Agreement with Western Canada Lottery Corporation to Install New Lottery Terminals and Ticket Checkers, Following Competitive Procurement

LONDON, England (March 13, 2017) -- International Game Technology PLC (NYSE:c) announced that its subsidiary, IGT Global Solutions Corporation (with International Game Technology PLC, hereinafter "IGT"), has signed a product sale agreement to provide 5,500 new lottery terminals and associated peripherals to Western Canada Lottery Corporation (WCLC). The agreement follows a competitive procurement process.  IGT, as legacy GTECH, has been providing lottery products and services to WCLC since 1982.

"IGT is listening to the ever-changing needs of its customers in order to continue to address the requirements of the lottery industry," said Jay Gendron, IGT Senior Vice President, WLA North America Lottery. "This agreement will offer innovative products for WCLC and its retailers and players alike, providing additional opportunities for WCLC to increase sales and enhance efficiency and productivity."

Under the agreement, IGT will provide WCLC with IGT's Altura® GT1200 lottery terminal and the AccuTherm® Ultra printer. This will offer WCLC retailers a smaller footprint terminal, freeing up valuable counter space for other merchandise. Additionally, the Altura GT1200 terminal has a larger screen with enhanced resolution improving the retailer experience and productivity. The AccuTherm Ultra printer offers a space-saving design, with easy-load and jam-preventing features, thus speeding up transactions as well as increasing reliability in busy retail locations.

WCLC will also receive Ticket-Scan® Plus, IGT's player-operated ticket checker device, allowing players the convenience and security to check if draw or instant games are winners.

WCLC manages and conducts lotteries within the territorial limits of the Provinces of Alberta, Saskatchewan and Manitoba, and the Yukon Territory, Northwest Territories and Nunavut.

IGT also provides lottery products and/or services to British Columbia Lottery Corporation, Atlantic Lottery Corporation, Loto Quebec, and Ontario Lottery and Gaming Corporation.

Tennessee Lottery Sets New Record For Weekly Instant Game Sales

$37.4 Million is the Highest Week of Instant Sales Since Inception

NASHVILLE, Tennessee (March 13, 2017) -- The Tennessee Education Lottery Corporation continues to shatter its own records, announcing today the highest week of instant game sales since it began more than 13 years ago. Sales for the week ending March 11, 2017, were $37.4 million compared to $34.6 million for the first week of Lottery sales, which began Jan. 20, 2004.

The combination of both instant and drawing-style ticket sales for last week generated approximately $9.9 million for Lottery-funded education programs.

Our diverse selection of instant games is meeting with great success in the marketplace,” said Rebecca Hargrove, President and CEO. “This is great news for the education programs funded by the Lottery, which have grown in number since we began. More than one million Lottery-funded scholarships and grants have been awarded, and the number continues to rise.

The strong sales were driven by the March launch of Mighty Jumbo Bucks, an oversized ticket that gives players the chance to win up to $3 million. The 8” x 8” ticket complements the highly popular Jumbo Bucks family of instant games.

Scientific Games Congratulates Florida Lottery on Record-Breaking Week of Instant Game Sales with $19 Million+ in State Transfers

LAS VEGAS and ATLANTA (March 9, 2017) -- Scientific Games Corporation (NASDAQ: SGMS) ("Scientific Games" or the "Company") today congratulated the Florida Lottery (the "Lottery"), one of its largest and most successful instant game customers in the world, on its historic, record-breaking week of instant game retail sales resulting in more than $19.44 million in transfers to the State of Florida. More than 99 percent of the Lottery's total retail sales of $105.2 million for the week ended March 5, 2017 came from instant game products created by Scientific Games.

Since 1997, Scientific Games has partnered with the Florida Lottery through the Company's Cooperative Services Program™ (CSP) which provides instant game design, programming, manufacturing, inside sales, marketing, warehousing, distribution and retail services. The Company's CSP facility in Orlando helps service the Lottery's more than 13,000 retailers throughout the state.

Fiscal year 2015-16 marked the Florida Lottery's fifth consecutive year of record sales, and its 15th consecutive year of exceeding $1 billion in annual transfers to the state. The Lottery's instant game sales have grown more than a 77.6 percent in the last five years.

Pollard Banknote Limited Announces Interest in Acquiring INNOVA Gaming Group Inc. and Support Agreement with Amaya Inc.

WINNIPEG, Canada (March 10, 2017) -- Pollard Banknote Limited (TSX:PBL) ("Pollard Banknote") today announced that it has presented a proposal to INNOVA Gaming Group Inc. ("INNOVA") to acquire 100% of the issued and outstanding common shares of INNOVA ("Shares") at a price per Share of $2.10, payable in cash (the "Proposed Transaction"). The proposed purchase price represents a significant premium of 39% to the closing price of the Shares on the Toronto Stock Exchange as of March 9, 2017, and represents a compelling value proposition for INNOVA shareholders. Pollard Banknote also announced that it has entered into an agreement (the "Amaya Support Agreement") with Amaya Inc. ("Amaya") to support the Proposed Transaction in respect of the 8,180,000 common shares of INNOVA indirectly held by Amaya.

Amaya Support Agreement

Under the terms of the Amaya Support Agreement, Amaya has agreed to vote in favour of, and/or tender all of its Shares, representing approximately 40.45% of the outstanding Shares, to the Proposed Transaction in any form, including a plan of arrangement, take-over bid or other acquisition method. Pollard Banknote has agreed that completion of the Proposed Transaction will not be subject to financing, due diligence or any other condition requiring access to information from INNOVA, and that any acquisition agreement entered into by Pollard Banknote with INNOVA in connection with the Proposed Transaction will include customary "fiduciary out", "right to match" and termination provisions.

The Amaya Support Agreement also contains customary covenants by Amaya that it not solicit or in any manner assist with any proposal for a transaction involving INNOVA other than the Proposed Transaction.

Amaya may terminate the Amaya Support Agreement in order to accept a superior offer, subject to the terms and conditions of the Amaya Support Agreement, including Pollard Banknote's right to match. The Amaya Support Agreement may also be terminated by Amaya in certain other customary circumstances, including at any time on or after May 8, 2017 if Pollard Banknote has not entered into an acquisition agreement with INNOVA or commenced a take-over bid which has not been withdrawn.

Proposal to INNOVA

Pollard Banknote has presented the Proposed Transaction, on the terms described above, to the board of directors of INNOVA.

Pollard Banknote welcomes the opportunity to work with the board of directors of INNOVA and its advisors towards a board-supported transaction. There can be no assurance that INNOVA will enter into an agreement with Pollard Banknote to support the Proposed Transaction. If INNOVA does not enter into an agreement with Pollard Banknote, then Pollard Banknote will make a determination at such time whether or not to pursue the Proposed Transaction. However, there can be no assurance that Pollard Banknote will proceed with the Proposed Transaction in these circumstances.

Fortuna Entertainment Group Announce Preliminary Unaudited Financial Results for 2016

AMSTERDAM  (March 9, 2017) -- Fortuna Entertainment Group N.V. announces its preliminary unaudited consolidated financial results for the fiscal year to 31st December 2016, prepared according to International Financial Reporting Standards (IFRS).

  • Total Amounts Staked in 2016 increased by 22.6% to EUR 1,039.6 million
  • Online Sports Betting Gross Win in 2016 increased by 21.7% to EUR 103.1 million
  • Total EBITDA amounted to EUR 22.1 million down 18.5% yoy

 

We are pleased to report on strong growth in total Amounts Staked for the full year 2016. Fortuna accepted total bets in the amount of EUR 1,039.6 million, which is 22.6% more than last year. The Amounts Staked grew double digits in all our key markets, primarily driven by the online betting growth and in particular mobile sports betting while Retail grew single digit. Our EBITDA was impacted by the increase in the betting tax rate in the Czech Republic, unfavourable sports results in 2016 and by planned increase of operating costs to support growth opportunities of the company.” said Per Widerström, CEO and Chairman of the Management Board of Fortuna Entertainment Group.

Fortuna recorded in 2016 a total Amounts Staked figure of EUR 1,039.6 million, 22.6% more than in 2015 and exceeded Company´s guidance given for the year. The Amounts Staked from sports betting reached EUR 1,019.4 million, 23.1% more than in 2015 on the back of strong performance in all countries where Fortuna operates. Amounts Staked from Lottery bets in 2016 totalled to EUR 20.2 million, 2.8% increase yoy, driven by growth of both scratch cards and numerical lottery segments.

In 2016, total Gross Win reached EUR 163.0 million, an increase of 10.5% compared with 2015. Gross Win from sports betting equalled EUR 153.8 million, a 10.9% increase yoy. Of which, Gross Win from online betting in 2016 increased to EUR 103.1 million, a substantial increase of 21.7% over 2015.

The solid Amounts Staked and Gross Win performance in 2016 was driven by growing online web and mobile sports betting and it was also supported by the UEFA EURO 2016 football tournament in France.

Total consolidated EBITDA recorded in 2016 was EUR 22.1 million, down 18.5% yoy. EBITDA from sports betting reached EUR 21.1 million, 19.5% less than previous year. EBITDA from lottery was EUR 1 million, up 11.0% yoy.

In 2016 the Company recorded Net Profit for the period of EUR 11.2 million, 42.4% less than in the previous year. If adjusted by the deferred tax income in Poland in 2015, the decline in the Net Profit would be 29.6%.

Florida Lottery Scratch-Off Sales Exceed $100 Million For Second Consecutive Week

Over $19 Million in Total Education Contributions for the Week

TALLAHASSEE, Florida (March 14, 2017) -- For the second consecutive week, the Florida Lottery’s contributions to the state’s Educational Enhancement Trust Fund (EETF) exceeded $19 million from Scratch-Off sales alone.  Total Scratch-Off sales for the week reached $103.23 million, with total sales overall hitting $141.28 million.  Additionally, this marks the second consecutive week in Florida Lottery history that Scratch-Off sales exceeded $100 million in a single week. 

 “The consistent Scratch-Off sales demonstrated by the Florida Lottery over the past two weeks are integral to our mission to generate as much revenue as possible towards public education,” said Secretary Tom Delacenserie.

The Lottery remains committed to providing Florida’s students with the opportunities they need to be successful in school and in life.

Over the past 29 years, the Florida Lottery has established itself as a dependable funding source for public education. For 15 consecutive years the Lottery has transferred more than $1 billion to education, while remaining one of the most efficient lotteries in the nation. German Lotto and Totoblock Welcomes Bundestag Decision on the Punishment of Sports Betting Fraud

An Important Step in the Protection of the Integrity of Sport

HAMBURG, Germany (March 10, 2017) - The German Lotto and Totoblock (DLTB) welcomes the law adopted by the Bundestag at its 221st session, on the night of 10 March 2017, to combat sports betting fraud and appeals to politics and administration to consistently implement the law at all levels .

After reports of manipulations in sport and reports of fraudulent betting, the Bundestag adopted the law on the punishment of sport betting fraud and the manipulation of professional sport competitions on 9 March.

To this end, DLTB lead manager Torsten Meinberg explains: "The law passed is an important step in the prosecution of sports betting frauds. It also includes legal gaps which have hitherto prevented the efficient prosecution of sports betting frauds and manipulations."

Meinberg, however, warned: "The law against sports betting alone cannot be enough. It is important to strengthen the supervisory authorities of the Länder in the implementation of rules governing gambling law and to control sports betting providers in complying with necessary due diligence."

The Federal Government's draft law is intended to facilitate the prosecution of fraud in sports betting in a simpler and more consistent manner. In the future, agreements with coaches, arbitrators, appraisers or campaigners will also be regarded as a criminal offense in order to influence and manipulate the course or outcome of sports events.

The scope of application covers both German and foreign sports competitions.

DLTB lead manager Meinberg, who is also the managing director of LOTTO Hamburg, emphasizes: "Numerous scandals in sport show how important it is to set a strict legal framework to ensure a serious and tamper-proof sports betting offer Sports a further backseat for our efforts to protect integrity."

“EquiLottery Bill” HB 2943 Filed in West Virginia

LEXINGTON, KY (March 13, 2017) -- As part of the mission to bring EquiLottery to West Virginia, House Bill 2943 has been introduced in the House of Delegates today and assigned to the House Judiciary committee for consideration.

Described as “authorizing the Lottery Commission to introduce games whose winning tickets are determined by the outcome of a licensed horse race”, this bill amends a statutory prohibition on combining the results of a sporting event with the result of a lottery by giving an exemption to horse racing. Similar exemptions have precedent in other states including California, Florida, Kentucky and Minnesota.

France’s National Racing and Games Police Service and Sportradar Join Forces to Protect Sport’s Integrity

GALLEN, Switzerland (March 10, 2017) -- France’s Service Central des Courses et Jeux (SCCJ), which is the department within France’s national police force that oversees the country’s racing and betting services, has today signed a Memorandum of Understanding (MoU) with Sportradar, the company that delivers internationally-respected detection, education and intelligence services to sport and law enforcement around the world.

Under the terms of the MoU, both parties will actively engage in the exchange of expertise, statistical data, information and/or trends as they relate to sporting integrity.

Moreover, the two parties will now begin exploring projects that they can collaborate on or support each other on.

Right after the official MoU signing, Philippe Menard, the SCCJ’s Chief said: “Our aim in France is to make sure that we are at the forefront of the fight against match fixers and manipulators. That requires us to identify the most potent allies to help us shore up our defences. Our informal collaborations with Sportradar to date have left us in no doubt that today’s signing is a strong statement of intent and we look forward to working closer with their specialists to safeguard French sport”.

Tabcorp to Seek Authorisation from the Australian Competition Tribunal

MELBOURNE, Australia (March 13, 2017) -- Tabcorp Holdings Limited (‘Tabcorp’) today announces that it has lodged an application with the Australian Competition Tribunal (the 'Tribunal') for authorisation to proceed with the proposed combination of Tabcorp and Tatts Group Limited (‘Tatts’) (the ‘Transaction’).

The combination of Tabcorp and Tatts is anticipated to provide a wide range of benefits for stakeholders, including the Australian racing industry.

Since announcement of the Transaction, Tabcorp has actively engaged with stakeholders, including as part of the ACCC informal clearance process.

Through this engagement, it has become clear that many stakeholders are strongly supportive of the Transaction and its anticipated benefits.

As such, Tabcorp has formed a view that it has a compelling case to pursue a merger authorisation application in the Australian Competition Tribunal. Under the authorisation test, the Tribunal balances public benefits of the proposed Transaction against likely detriments, including competitive detriments.

This differs from the test the ACCC applies, which is limited to assessing whether a proposed acquisition is likely to substantially lessen competition, and is not able to take into account countervailing public benefits.

The merger authorisation will likely deliver greater Transaction certainty compared to the informal clearance process by requiring the consideration of public benefits. Importantly, the merger authorisation application is considered within a statutory timetable.

Tabcorp’s Tribunal application will be supported by substantive evidence from a wide range of industry participants and experts as to the substantial public benefits from the Transaction accruing to the racing industry, venue partners, customers, shareholders and the broader community.

As a consequence of lodging an application with the Tribunal, Tabcorp has withdrawn its application for informal clearance by the ACCC.

Tabcorp has engaged closely with the ACCC in its market inquiries, and has carefully considered the Statement of Issues ('SOI') released by the ACCC last week.

In relation to the one area identified by the ACCC, which on a preliminary view is an issue of competition concern, Tabcorp has committed to divest its Odyssey Gaming Services business and is well advanced with a sale process (subject to the receipt of competition and other approvals and to the Transaction completing). Tabcorp is confident that as part of the Tribunal process it will address all relevant issues raised in the SOI by the ACCC.

Tabcorp Managing Director and Chief Executive Officer, David Attenborough, said: “Through our extensive discussions with stakeholders since announcement of the Transaction, it has become increasingly clear that there is broad-based support among our stakeholders for the proposed combination with Tatts.

Public benefits likely to arise from the Transaction

Tabcorp believes that the proposed combination with Tatts will deliver value for both sets of shareholders, as well as significant benefits to other stakeholders across Australia including the racing industry, business partners, customers and Governments.

Tabcorp and Tatts are the largest source of funding for Australia's racing industry, having delivered approximately $1 billion to the racing industry in FY 2016, as well as contributing more than $200 million of wagering taxes to State Governments in FY 2016.

The benefits expected to flow from the Transaction include:

  • providing a national footprint with an enhanced operational platform which will create a stronger financial base to support its stakeholders;
  • delivering additional funding to the racing industry and venue partners, which will flow to participants and related industries across Australia. This additional funding will create broader economic benefits, including in regional areas; and
  • a pathway to national pooling for parimutuel wagering, subject to regulatory and racing industry approvals and an enhanced ability to adopt strategies to address the national decline in parimutuel betting.

Media's survey "Children and Media 2016" shows that 25% of Norwegian boys 15-16 years old playing the computer game "Counter Strike: Global Offensive." It is also popular to watch others play video games, and in 2015 reported Twitch TV that they had over 100 million viewers every month.

When video games are gambling

Gaming Board are frequently asked if it is allowed to arrange various games or competitions. If it costs nothing to join, there is a prize to the winner, and the winner will be announced at a partially or completely random way, the game is a lottery as defined in the Lottery.

In CounterStrike and several other video game player may buy additional equipment and weapons, which are referred to as skins. Skins have no real value in the game, and provides no benefits.

Skins is often referred to as "digital bling 'and has become a popular collector's item that gives a higher status in the environment. Computer games are basically free, or paid with a one-time purchase price, can quickly become an expensive hobby for players who buy skins. It can cost from a few cents all the way up to several hundred thousand.

Skins are virtual currency

In recent years we have received several inquiries that have dealt with skins and virtual currency. Many have asked if it is allowed to set up websites where one can bet skins and your cash prize in skins. This will then be a lottery which is regulated by the Lottery or Gaming Act?

Skins will usually have an economic value to the player, and could therefore be a deposit or a gain under the Lottery Act. A gaming site that allows bet and pays out prizes in skins is in our view an online casino, and in Norway, only Norwegian Tipping is allowed to offer online casino.

Stopping illegal betting has always been a priority at the Gaming Board, especially where games offer is aimed at children and young people. We will therefore examine the issues surrounding gambling with skins, and consider sanctions against operators who offer this in Norway.

NOTE: The UK Gambling Commission (UKGC) has also called for parents to be vigilant to the dangers of children gambling on video games.

The Gaming Authority supervise and control all private and state operated lotteries in Norway. We also supervise and control gambling and horse racing. Gambling and horse racing are organized through the companies Norsk Tipping and Norsk Rikstoto ( only Norwegian web-site), these having a national monopoly on gambling and horse racing respectively.
