Double Achievement for Maltco Lotteries on Responsible Gaming

Company celebrates its 10th anniversary with a huge accomplishment

Wyoming Lottery Corp. Hosts a Series of Retailer Workshops Throughout The State

CHEYENNE, Wyoming (April 11, 2014) -- Starting April 18, the Wyoming Lottery Corp. will hold a series of workshops as part of its retailer recruitment efforts to gain feedback on the draft application and contract.

Any interested Wyoming retailer wanting to sell WyoLotto™ tickets should attend one of these workshops, which continue through April 30 in key cities in Wyoming. The lottery will announce specific dates, times and locations early next week and post the information on Additionally, anyone interested can sign up to be notified about the dates on the website.

"Retailers are the backbone of the lottery," said Jon Clontz, Wyoming Lottery's Chief Executive Officer. "We need to make sure that the process not only is equitable, working for the majority of retailers, but also allows the lottery to be effective, efficient and operate within the provisions of state statute."


During the workshop, attendees will learn about the lottery, application and selection process, the retail contract, and the next steps lottery will take to push WyoLotto live later this year. In a facilitated discussion, the lottery also will seek input from retailers on the application and contract.

The lottery will take the input into consideration when solidifying the application and contract, and then request their adoption by the board of directors in a public meeting. The board's approval will open the application process and launch efforts to recruit retailers.

Clontz explained that the lottery will hold more workshops as the lottery becomes operational and takes further steps to sell Powerball® and Mega Millions® tickets in Wyoming.

La Fleur’s Magazine Issues Call for Ad Submissions for Fleurry Awards for 2014 Lottery Symposium

ROCKVILLE, Maryland (April 14, 2014) -- La Fleur’s Magazine will present the 2014 Fleurry Awards for the lottery’s choice of its best 30-second TV ad at our La Fleur’s 2014 Lottery Symposium. This means that the lottery chooses what it considers to be its BEST TV commercial produced between July 1, 2013 and April 2014. It can be a draw game ad, an instant ad, a brand ad or a beneficiary ad.

La Fleur’s 2014 Lottery Symposium will be held June 1-4, 2014 in Washington, D.C. at the Grand Hyatt Hotel. Awards are determined by peers voting on peers’ submissions, basically the Peoples’ Awards for the best lottery TV ad.

Four More US States Weigh up Web Gambling

CASTLETOWN, Isle of Man (April 11, 2014) -- You know the U.S. casino industry is hurting when the Bible- Belt is willing to talk about online gaming.

Three attempts to open conservative, Deep South Mississippi to the Web have been tried, all three have failed. But the pending shutdown of Harrah’s Tunica, the largest casino in the north of the state, with the loss of 1,300 jobs, appears to have gotten everyone’s attention.

There’s just too much supply in that market,” said John Payne, president of the Central Markets division of Caesars Entertainment, in explaining the company’s decision to close the property after 18 years of operation.

Tunica has seen gaming revenue shrink to $738 million last year from $1.2 billion in 2006.

The Harrah’s has not been profitable for a while,” Payne said.

It’s a lament being heard in markets around the country. In January, Atlantic City’s Atlantic Club Casino Hotel shut its doors, a victim of intensifying competition in the Northeast, where Atlantic City flourished for years as the only game in town. Then the recession and a wave of legalizations across the Mid-Atlantic combined to gut revenues citywide by more than 40 percent since their peak in 2006.

Some 39 states have casino gambling of some kind, up from only two in 1988, and more sizable resorts are on the way in New York, Pennsylvania, Massachusetts and Maryland. Nationally, revenues were flat at $34 billion in 2013. Through February they had fallen for six straight months in the four largest Midwest markets: Indiana, Missouri, Illinois and Michigan. Even Las Vegas was down 12 percent through the early part of this year.

The new reality of the gaming industry—or at least what has been the reality in recent years—is that more markets are becoming saturated and new competitors are increasingly cannibalizing their neighbors rather than growing the pie,” says Frank Fantini, an investment analyst and publisher of a series of widely read financial reports.

Gaming revenue in Mississippi fell 6 percent in 2013. That’s bad news for a state that relies on the industry for about 5 percent of its annual budget. The Legislature has responded by commissioning a blue ribbon panel to study the experiences of the three states—New Jersey, Nevada and Delaware—that have inaugurated online regulation.

In Pennsylvania, which has grown since casinos were introduced in 2006 to become the second largest market in the country, largely at the expense of Atlantic City, an analysis by the Legislature’s Budget and Finance Committee is due for release on the “potential impact of online gaming on the gaming industry, including the impact online gaming may have on the Commonwealth’s tax revenues and employment at the Commonwealth’s casinos”.

Year on year, gaming revenue was down 1.4 percent in Pennsylvania in 2013 to $3.11 billion. Slot machine revenues fell in both January (-7%) and February (- 7.54%). Experts believe increased competition from neighbouring New York, Maryland, Ohio and Delaware are taking a toll, and that has several lawmakers pushing for expansion to cover a growing state deficit. Gov. Tom Corbett wants to legalize keno and tavern gambling and expand the land-based market to fund part of his $30 billion spending plan for 2013-2014.

In neighbouring New York, Republican state Sen. John J. Bonacic has introduced a bill that would legalize online poker and allow for interstate compacts for sharing liquidity and revenues.

Discussions have resumed in Massachusetts on two bills introduced last year for expanding state lottery ticket sales to the Internet and authorize state-regulated online poker and blackjack.

Michigan has already moved in this direction and is slated to begin selling lottery tickets and offer lottery games online by the end of the year via a contract with Pollard Banknote Limited of Canada and Malta’s NeoGames. The deal is worth $23 million over the first four years, a period in which the state hopes to pocket $120 million in revenues for public education.

Michigan will join Illinois and Georgia as one of three states with an internet lottery.

La Fleurs 2014 World Lottery Almanac


LaFleur’s World Lottery Almanac Reports Worldwide Lottery Sales Total $284 Billion

ROCKVILLE, Maryland (April 11, 2014) -- TLF Publications, Inc. released its latest annual survey on worldwide lottery sales.  In 2013, worldwide lottery sales excluding video lottery terminals [VLT] totaled $284 billion, an increase of 3% from 2012’s $275.2 billion, according to La Fleur’s 2014 World Lottery Almanac. TLF Publications has tracked worldwide sales for the last 22 years for the World Lottery Almanac.

For the six straight year, there has been only single-digit growth for traditional global lottery sales (excluding VLT revenue). Over the last decade, worldwide lottery sales have grown from $159.6 billion in calendar 2003 to $284 billion in calendar 2013.

Lotto remains the undisputed champion as the world’s favorite lottery game, hardly a surprise now that U.S. lotteries are at the $1 billion jackpot threshold. In 2013, combined lotto and spiel sales totaled $118.7 billion. Lotto accounts for 41.8% of total worldwide sales.

Combined instant/pulltab sales topped $79 billion, up 4% from $76 billion in 2012. Instant tickets constitute 27.7% of total worldwide sales. Passive (draw) sales totaled $21.4 billion in 2013, a 7% decline over 2012.

Numbers sales amounted to $17.4 billion versus $17.6 billion in 2012. Keno sales totaled $12 billion, up 2%. Toto sales (which includes fixed odds betting), topped $20.6 billion, a 9% increase over 2012.

Lottomatica is ranked number one worldwide in total gross traditional sales in calendar 2013. Two U.S. lotteries made the top 10 lotteries worldwide in  total gross traditional sales in calendar 2013—New York Lottery (#8) and Florida Lottery (#10).

Singapore Pools is ranked number one worldwide in total gross traditional per capita sales in La Fleur’s survey. Three U.S. lotteries made the top 10 lotteries worldwide in  total gross traditional per capita sales in calendar 2013—Massachusetts Lottery (#2), Georgia Lottery Corporation (#9) and New York Lottery (#10).

In calendar 2013, VLT net machine income totaled $25.9 billion. The continent of Europe leads with $17.7 billion in VLT net income, followed by North America ($8.3 billion).

Comprehensive quarterly report analysing the online gambling industry’s social marketing successes

LONDON / MUNICH, (April 14, 2014) -- Marketing and communication via Facebook and Twitter are becoming more and more important for online gambling operators. The researchers at MECN therefore compiled an overview of the activities and successes of the key online gambling operators on the key social networks.

Overall, Paddy Power and PokerStars are currently the “social stars”

In nearly all social communities analysed, Paddy Power and PokerStars currently (Q1 2014 analyses) rank at the top. Paddy Power slightly lags only on YouTube.

Paddy Power dominates Facebook

MECN analysed the number of Facebook Likes. The number of Likes shows how many Facebook users appreciate a particular Facebook page, ... The most recent analyses provide the following insights:

Average number of Likes – The average number of Facebook Likes of the online gambling operators analysed was 212,574 .

Paddy Power dominates – The Facebook page of Paddy Power has the greatest number of Likes/fans with 1,180,684 . The two runner-up operators are William Hill and PokerStars.

Growth trend – An analysis of the total number of Likes of the entire sample shows that the “industry’s” Facebook Likes have increased by 80% since beginning of 2013.


Setting the number of people “talking about this” in relation to the number of overall Likes/fans can serve as an indicator of the level of engagement. The most recent analyses provide the following insights:

Average number of people ”talking about this” in % of Likes/fans – The average percentage of people "talking about this” as a proportion of Likes/fans of the online gambling operators we analysed was 2.3%.

Bet365 dominates – The Facebook page of Bet365 has the highest level of engagement with the percentage of people ”talking about this” as proportion of Likes/fans coming to 8.3%.

Lotterywest Raise Millions to Support the WA Community from OZ Lotto Draw

Lotto luck strikes WA three times in six days, this time taking home OZ Lotto $15 million prize

PERTH, Western Australia (April 15, 2014) -- The lucky local was the nation's only Division 1 winner. The winning ticket was purchased from newsXpress Meve in Beeliar.


Lotterywest spokesperson Pina Compagnone said tonight's win follows a run of local Division 1 Lotto wins in WA in the last six days.

"WA delivered a million dollar Lotto prize on Wednesday and then a winning ticket worth just over $1 million in Saturday's Lotto draw. It looks like three times a charm with an incredible $15 million prize won by one WA player tonight," she said.

"We are thrilled that Lady Luck is surrounding our State and fulfilling many of our players dreams of striking Lotto luck."

A further 51,819 other WA players collected an OZ Lotto prize in the draw's other Divisions.

Lotterywest encourages all players who may have purchased a ticket in the draw to check them as soon as possible for the winning numbers 35, 5, 22, 27, 17, 31 and 29

Tonight's $15 million Division 1 Lotto prize is the sixth largest Lotto prize won in WA. The record for the State's largest Lotto win sits at $30 million which has been won three times – in October last year, in 2007 and in 2001.

Lotto winners are not the only ones who benefited from tonight's jackpot, with Lotterywest raising millions to support the WA community from the draw.

Local groups to benefit from Lotterywest funding include the Southern Cross Village Success Residents' Committee located in Beeliar's neighbouring suburb of Success. Texas Lottery Commission Defers Proposed Amendments to Bingo Rules

AUSTIN, Texas Lottery (April 16, 2014) -- A vote on proposed rule amendments regarding pull-tab bingo and card-minding systems has been deferred by the Texas Lottery Commission at the agency’s meeting today.

The Commission’s five-member board oversees the state’s regulation of Charitable Bingo.

With these proposed rules, the Commission was responding to the industry we regulate,” said Texas Lottery Commission Chairman J. Winston Krause.


We studiously honor the statute, the Attorney General’s opinions and the Texas Legislature on this and all matters. As this technology is something that the industry is interested in, and technological advancements are a part of good business practices, we recognize that the interest in this is not likely to go away, but we are going to defer the matter,” said Chairman Krause.

The proposed amendment to rule 402.300, which governs pull-tab bingo, was requested by the Veterans of Foreign Wars-Department of Texas and K&B Sales, Inc. through petitions received by the Commission.

The primary purposes of the requested amendments were to allow multi-play pull-tab tickets and to authorize video-confirmation for instant pull-tab prizes.

Pull-tab bingo games are played with paper tickets and are not played electronically. Video-confirmation for instant pull-tab tickets involves a player using an electronic device to reveal whether the ticket is a winner.


The proposed rule amendment would not have authorized the play of pull-tab tickets on an electronic device, only the utilization of an electronic device to reveal the paper pull-tab ticket’s outcome.

The Attorney General issued an opinion in 2008 stating that video-confirmation alone does not transform bingo into electronic bingo and statutorily, the proposed amendments would not have resulted in electronic bingo or the expansion of gambling.

The proposed amendment to rule 402.300 as well as the proposed amendments to rules 402.321-402.323, 402.325 pertaining to card-minding systems would not have authorized slot machines.

The Commission recognizes that the authorization of slot machines and electronic gaming devices are policy decisions to be determined by the Texas Legislature.

Amaya Announce Agreements for Gaming Machine Shipments in United States

MONTREAL, Canada (April 16, 2014) -- Amaya Gaming Group Inc. Gambling Commission Updates FAQs and Provides More Clarity Over Grey Markets Issue

BIRMINGHAM, U.K. (April 8, 2014) -- Today (April 8), the Gambling Commission published an updated version of its FAQs, providing updated guidance to the industry in relation to a variety of questions that both we, and the industry generally, have been asking. One key aspect that is addressed is the Commission’s requirements in relation to “grey markets”.


As part of the business plan required to be lodged by all applicants, they need to explain to the Commission their rationales for taking business from, or targeting, jurisdictions in which they do not possess a licence and that account for over 3% of their total revenue (or 10% if total revenue is less than £5 million). The Commission has made it clear that the total revenue figure applies to the applicant entity and not its wider group.

The rationales put forward by applicants must demonstrate to the Commission that the provision of gambling services to a particular jurisdiction is not illegal, either because the applicant holds a licence or they have satisfied themselves (based on legal advice) that it is not illegal to provide such gambling services into the territory. However, for those jurisdictions that fall under the 3% (or 10%) threshold, the applicant does not need to provide a rationale for each jurisdiction, but it does need to inform the Commission of the procedures and processes it has in place in order to assess the applicability and enforceability of the local laws. To the extent there are no arguments to support continued supply, the Commission would expect certain measures to be put in place in order to block access by residents of that territory.
