Massachusetts State Lottery to Launch
Keno-to-Go
Initiative expected to boost
sales $100 million; local aid by $20 million
MASSACHUSETTS, USA (March 17, 2008)
-- The Massachusetts State Lottery
Commission announced today its KENO-to-Go program, its latest initiative to
serve and entertain its players while raising revenue for the
Commonwealths 351 cities and towns.
KENO-to-Go will allow Lottery
players to purchase KENO tickets at
locations that currently do not offer the game. Players will be able to
purchase tickets for upcoming KENO draws and check their numbers on the
Massachusetts Lottery website.
KENO-to-Go locations would not have
a KENO monitor. Current Lottery agents who sell other products will be allowed
to apply to become KENO-to-Go agents. The sale of KENO-to-Go tickets would be
nearly identical to sales of Mass Cash, Megabucks, Mega Millions or other
on-line games.
As part of this program, the
Massachusetts State Lottery will not be adding any monitors to any location in
any municipality.
We believe KENO-to-Go
presents an exciting opportunity for our players and agents,
Executive Director Mark Cavanagh
said. Sometimes customers cant get to their favorite place to
play KENO and this will give them a chance to win wherever they may
be.
Players bought more than $775
million in KENO tickets last fiscal year and won more than $538 million in
prizes. Currently, the Massachusetts State Lottery has approximately 1,776 KENO
agents among its total of 7,500 licensed agents.
Lottery officials estimate the
KENO-to-Go program will result in increased annual sales of about $100 million
when fully implemented. The program will likely generate about $20 million more
in aid for Massachusetts communities.
Were continually
searching for opportunities to fulfill our mission of raising revenue for our
cities and towns, Cavanagh said. KENO-to-Go is the latest in
a long line of games designed to entertain our players while raising much
needed revenue for police officers, firefighters, teachers and other essential
community services.
The Massachusetts State Lottery is
in the midst of its best year ever with sales increasing by about 6 percent
from last year. Lottery officials expect to raise more than $900 million for
the Bay States 351 cities and towns during the current fiscal year.

Scientific Games Announces Successful Launch of China Sports Lottery
Instant Tickets
NEW YORK, USA (March 25, 2008) --
Scientific Games (Nasdaq: SGMS) today
announced the successful launch of Olympic themed instant lottery tickets by
the China Sports Lottery ("CSL") in the
People's Republic of China ("PRC"). The program debuted on Sunday, March 23rd,
in the Shandong province with over 1,500 initial retail locations, with the
combination of distributed tickets and activations generating approximately 40
million Yuan, or US$5.6 million, on the first day.
The CSL and Scientific Games expect
to expand to 5,000 retailers in Shandong in the coming weeks and to add an
additional provinces every couple of weeks until all 31 provinces in the PRC
sell CSL instant tickets.
The tickets display the Fuwas (the
five Beijing Olympic mascots), the Olympic torch relay route and other designs.
The new instant lottery tickets have face values currently ranging from three
to ten Yuan and offer players a 65 percent prize payout. The distribution and
validation of CSL instant tickets throughout the PRC are being tracked by a
central system and retailer validation terminals that have been provided by
Scientific Games and are operated by CSL. Scientific Games will also provide a
national call center and 90,000 instant ticket validation terminals within two
years, in addition to related services such as game design, marketing and a
variety of distribution services to the CSL provincial lotteries. Revenues to
Scientific Games will be based on a percentage of retail sales.

PGCB's Director of Licensing Named Executive Secretary of
International Gaming Association
HARRISBURG, Pennsylvania, USA (March
17, 2008) -- Susan Hensel, the Pennsylvania Gaming Control Board's Director of
Licensing, has been appointed Executive Secretary of the International
Association of Gaming Regulators (IAGR).
The two-year appointment was made by
IAGR Chair Dennis Neilander, the current Chairman of the Nevada Gaming Control
Board. Hensel replaces Alicia Gibson of South Africa.
Neilander stated that he wished to
thank Susan for accepting the position as Executive Secretary and the state of
Pennsylvania for allowing her to fill this important and demanding position.
"The IAGR is truly a global
organization that provides an invaluable opportunity for regulators to share
best practices," Neilander said. "The Executive Secretary is a critical cog in
the function of the Steering Committee that facilitates the IAGR activities on
behalf of its members."
Begun in the 1980's IAGR was formed
to advance the effectiveness and efficiency of gaming regulation throughout the
world.
States and in other countries can
meet, exchange views and information, and discuss policy issues. In addition,
IAGR creates a means of fostering cooperation between gaming regulators in the
performance of their official duties and is a central point of contact for
inquiries from governments, gaming regulatory agencies and personnel, and
representatives of the international gaming industry.
Hensel, who was one of the first
employees of the Pennsylvania Gaming Control Board and was named to head the
Bureau of Licensing in November 2005, sees this as a tremendous opportunity to
both contribute successful gaming regulatory ideas used in Pennsylvania to
other jurisdictions throughout the world and to identify best practices from
the other jurisdictions to put to use in Pennsylvania.
"It is truly a great honor to
serve in this position, especially since I am with one of the world's newest
gaming jurisdictions," Hensel says. "The opportunities to exchange ideas
with fellow regulators will provide me with unique insights and ideas that will
help improve Pennsylvania's already tough gaming regulatory
atmosphere."
Hensel is also a member of the IAGR
Steering Committee which is made up of twelve regulators from throughout the
world, including Australia, Norway, Singapore, Sweden, South Africa, United
Kingdom and the United States.

Hensel worked on gaming implementation issues as a Special Assistant to
then-Pennsylvania Secretary of Revenue Gregory C. Fajt. Before joining the
Revenue Department, Hensel was an Assistant General Counsel in the Governor's
Office of General Counsel; a Staff Attorney at the state Office of Inspector
General; and Executive Assistant to the Pennsylvania Secretary of Labor &
Industry. She was also a general assignment reporter at WHP-TV in Harrisburg
and a news producer at WISN in Milwaukee. Hensel earned her J.D. degree from
Widener University Law School in Harrisburg, where she graduated cum laude from
the evening division and was on the staff of the Law Review. She earned a

British Columbia Lottery Corporation: What Are the
Chances?

(March 20, 2008) - While British Columbia
Lottery Corporation is used to dealing in long odds and once-in-a-lifetime
events, the results of the Wednesday, March 19, 2008 Lotto 6/49 draw were
especially noteworthy for two reasons:
- Of the seven numbers drawn (six
winning numbers plus the bonus number) six were consecutive (23, 40, 41, 42, 44
and 45 - the bonus number was 43)
- Winners in the second prize
category won less prize money than those who won the third prize category.
It was the first time for both
instances! And while the draw results are eye-catching, they are not
improbable.
"It's seems pretty quirky, but
it's actually not as strange as it seems. With random numbers, there should be
apparent aberrations," said Jim Lightbody, Vice President of Lottery

Consecutive Numbers
- Lotto 6/49 winning numbers are
drawn by a ball machine and the balls used are regularly tested for weight and
circumference. Each draw is supervised by independent and external auditors
(Grant Thornton LLP).
- The odds of a set of six numbers
being drawn from the field of 49 numbers are approximately 1 in 14 million.
- The odds of a consecutive set of
numbers winning are no different from any other set of numbers.
Larger Third Prize
- There was a total of 239 winning
tickets in the "5-plus the bonus" prize category for the Wednesday, March 19
Lotto 6/49 draw and 106 winning tickets in the "5-match" category.
- Because the "5-plus the bonus"
prize was split among an unusually large number of winners, that prize was
smaller than the third prize that included a much smaller number of winners.
This has never happened before.

- Lotto 6/49 is the nationwide
lottery drawn twice a week. Every Wednesday and Saturday six numbers from 1 to
49 are drawn, plus a bonus number.
- In B.C., all 14 "5-plus the
bonus" winners of the March 19, 2008 Lotto 6/49 draw played the sequential
numbers 40-45 by selection slip (as opposed to by Quick Pick, an option in
which the player allows the BCLC game computer to pick a random set of
numbers).
- There was a total of 239 winning
tickets in the "5-plus the bonus" prize category for the Wednesday, March 19
Lotto 6/49 draw and 106 winning tickets in the "5-match" prize
category.
- The highest number of winners of
the 2nd prize (5-plus the bonus) prior to the March 19, 2008 Lotto 6/49 draw
was 78 winners on October 29, 1983. The individual prize was $3,389.90. There
were five winners of the jackpot, each winning $100,000. The winning numbers
were 1, 5, 7, 8, 11 and 13 - the bonus number was 3.
- Prior to March 19, 2007, there
were three previous draws where a higher prize categories prize was less than a
lower prize category:
