Lotteries Commission of Western Australia Extends GTECH’S Online Contract for an Additional One-Year Period

PROVIDENCE, Rhode Island, USA (October 02, 2007) ­ GTECH Corporation, a wholly-owneed subsidiary of Lottomatica S.p.A., announced that Lotteries Commission of Western Australia (Lotterywest) has extended its online lottery contract with GTECH for an additional one-year period extending to March 2009.

Lotterywest had previously selected another vendor to provide equipment and services for a new online lottery system in August 2006, following a competitive procurement.  GTECH’s contract extension was requested by Lotterywest in order to provide Lotterywest and the new vendor additional time to convert the system.  Lotterywest originally anticipated completing this project by March 2008.

GTECH has provided lottery products and services to Lotterywest since 1986.  GTECH will continue to provide central system software licensing, support, and maintenance to Lotterywest over the one-year extension period.

Mark Harris Appointed as National Lottery Commissioner

Mark Harris, Chief Executive of the UK National Lottery Commission (NLC)

LONDON, United Kingdom (September 28, 2007) -- Chief Executive of the UK National Lottery Commission (NLC), Mark Harris, has been appointed as a Commissioner by the Secretary of State for Culture, Media and Sport. His appointment has been made under the terms of the National Lottery Act 2006, which allows the Secretary of State to appoint the Chief Executive as a Commission member. The appointment will be for a four year term beginning on 1 October 2007.

Mark Harris was appointed as the National Lottery Commission’s first Chief Executive in April 1999. He has recently managed the successful competition for the third Lottery Licence, and has a strong background in public sector governance, audit and regulation.

Under his executive lead, the Commission has worked with the operator to introduce a wider games portfolio, develop innovative new playing channels, and earn respect for the UK National Lottery’ s work to prevent underage and excessive play.

Eurofootball Supports Nine Events To Popularize The Folklore Heritage

SOFIA, Bulgaria (September 28, 2007) -- In 2007 Bulgaria’s bookmaker Eurofootball started a large scale charity campaign called Win and Help. Each month it aims to support different problematic issues of public life, which are not sufficiently funded by the state.

The project for September is dedicated to preserving the folklore heritage. Eurofootball decided to fund various initiatives. All of them involve active participation of local residents and will to build a bridge between the past and the future generations.

Eurofootball supported the individual presentation of all civic initiatives in their towns and villages and invited them to take part in a large scale festival. On the Independence Day of Bulgaria, 22nd September, more than 350 participants of different age and ethnic groups from 16 Bulgarian towns and villages aged 6 – 68 took part in the first of its kind Alive Heritage Festival. It was held with the support of Sofia municipality and was officially opened by Mrs Yordanka Fandukova, Deputy Mayor for Culture, Education, Sport and Prevention of Addictions. She welcomed the initiative of Eurofootball and the Workshop for Civic Initiatives Foundation to preserve the Bulgarian spirit and identity. After her Prof. Mila Santova, Director of the Institute of Folklore at the Bulgarian Academy of Sciences and the Bulgarian representative in UNESCO Intergovernmental Committee for the Safeguarding the Intangible Cultural Heritage. She said that the festival fully corresponded to the UNESCO Convention for Safeguarding the Intangible Cultural Heritage, signed first by Bulgaria.

“The revival and preservation of the folklore and cultural heritage of each country is extremely important for the preservation of the national identity of people. The initiative also demonstrated our social responsibility to preserve, keep and disseminate the national traditions and customs”, Mr Nikolaos Arsenopoulos, Eurofootball CEO, said.

The Win and Help Project was launched in April with an initiative to raise funds for scholarships to orphan children studying at universities.

The second topic was dedicated to “Sport in the Leisure Time – Renovation of Sports Grounds in Response to Stress and Aggression”.

Eurofootball supported the Year of Equal Opportunities, announced by the Council of Europe and the European Commission, by organizing a campaign for traveling libraries to provide people with disabilities with equal access to education and information. The forth initiative of the Win and Help Project supported the children of employees of the Ministry of Interiors who died whilst performing their duties. The last charity initiative this year is dedicated to Sports against Osteoporosis. It aims to inform the young generation to prevent the disease.

INTRALOT Has Been Awarded for its Commitment to Excellence

Agencies Propose Joint Rule to Implement Unlawful Internet Gambling Enforcement Act

WASHINGTON, D.C. (October 1, 2007) -- The Department of the Treasury (Treasury) and the Board of Governors of the Federal Reserve System (Board) on Monday announced the release of a joint proposed rule to implement the Unlawful Internet Gambling Enforcement Act (the Act).

The Act prohibits gambling businesses from accepting payments in connection with unlawful Internet gambling, including payments made through credit cards, electronic funds transfers, and checks.

The proposed rule would require U.S. financial firms that participate in designated payment systems to have policies and procedures that are reasonably designed to prevent payments being made to gambling businesses in connection with unlawful Internet gambling. The proposed rule would provide examples of such policies and procedures. For purposes of the proposed rule, unlawful Internet gambling generally would cover the making of a bet or wager that involves use of the Internet and that is unlawful under any applicable federal or state law in the jurisdiction where the bet or wager is made.

The Board and Treasury are required by the Act to develop jointly the proposed rule in consultation with the Department of Justice. Comments on the proposed rule are requested by December 12, 2007. The agencies request comment on all aspects of the proposed rule.

New Lottery Ticket to Benefit Arts Council.

PROVIDENCE, Rhode Island, USA (October 3, 2007) – The Rhode Island Lottery launched the Rhode Island State Council on the Arts (RISCA) Instant Game on Monday (October 1, 2007).  During the first three months of sales, all proceeds from this one dollar scratch ticket will go directly to RISCA to support the local arts community in Rhode Island.

This partnership is the result of legislation passed to celebrate RISCA’s 40th anniversary and was spearheaded by Senator Maryellen Goodwin and Representative John McCauley with co-sponsors Representatives Peter Lewiss, John Shanley, Edith Ajello, and William San Bento.

Randall Rosenbaum, Executive Director of the Rhode Island State Council on the Arts, said, "The State Arts Council has good reason to celebrate its 40th birthday.  We are grateful for the support we receive from the Governor and members of the General Assembly for the work we are doing throughout the state, and we have a great new relationship with the Rhode Island Lottery.  We hope that this instant lottery game is successful in raising additional support for the arts in our state, and we thank all those who have made this possible."

One of the Rhode Island Lottery’s primary goals is to generate revenue for local communities in need, and the Rhode Island State Council on the Arts is one more great organization we can help through our efforts,” said Gerald Aubin, Director, Rhode Island Lottery.  “I think everyone at the Lottery and the RI State Council on the Arts is extremely pleased with the final ticket design and anticipates a successful launch and selling season.”

The ticket was designed in part by Tom Roskelly of Roskelly, Inc. in Portsmouth, RI, and features a performer from the local Fusionworks Dance Company.  The RISCA ticket will be available in full distribution at Rhode Island Lottery Retailers.  The Instant Game will also be sold at select arts events courtesy of Bank Rhode Island, who has been licensed as a temporary retailer by the Lottery.

In addition to the many instant prizes, any non-winning RISCA tickets can be entered into a second chance drawing for event tickets donated by the arts community.

Swedish IT Company HiQ International AB Signs New Cooperation Agreement with GTECH Corporation

Yahoo!7 Lotto Launch Powered By Ozlotteries.com

BRISBANE, Queensland, Australia (October 2, 2007) -- In a joint release, Yahoo!7 and Jumbo today announced the public launch of Yahoo!7 Lotto at yahoo7.com.au/lotto. The new web site is an online resource for Yahoo!7 users to buy official Australian lottery tickets and is powered by Ozlotteries.com - the lottery division of Jumbo.

Lotterywest to Coordinate Gaming and Business Systems

OSBORNE PARK, Western Australia (October 3, 2007) -- Lotterywest, Western Australia’s state lottery is currently engaged in a large-scale project to replace both its gaming systems and back-office business systems, providing the technical platform needed to support its business for the next ten years.

As part of this project, Lotterywest has recently signed a contract with INTRALOT Australia Pty Ltd for the provision of a new gaming system together with new lottery terminals.

The planning and implementation of the new system is well-advanced and entirely in accord with the schedule of works and payments agreed in the contract with INTRALOT.

Rather than implementing its new gaming system and new business system independently, Lotterywest has decided that it would be advantageous to coordinate the timetables for both systems.  This is likely to require an additional two months beyond the expiry of Lotterywest’s licence agreement with its current gaming system supplier.

Consequently Lotterywest’s existing gaming system licence has been extended by the contractually required period of up to twelve months, although use of this system will not extend for this period.

Lotterywest CEO, Jan Stewart, said that she was delighted with the progress made to date by INTRALOT and was looking forward to a long and successful relationship over the next ten years.
