GTECH To Acquire Sports-Betting Solutions Provider Finsoft Limited

ROME, Italy and PROVIDENCE, Rhode Island, USA (May 15, 2007) – Lottomatica S.p.A. announced that its wholly-owned subsidiary, GTECH Sports Betting Solutions Limited, has entered into an agreement to acquire the outstanding share capital of London-based Finsoft Limited, a leading provider of real-time transaction and information management systems for the commercial sports-betting market. In addition, GTECH will acquire substantially all of the assets of BEG Finsoft d.o.o. Belgrade , an affiliated Finsoft company and the Serbian-based development center for Finsoft's sports-betting operations. The acquisition is expected to be completed in the third quarter of 2007, subject to regulatory and certain other closing conditions, including the spin-off of Finsoft's non sports-betting businesses to Finsoft Financial Systems Ltd., a company owned by the existing shareholders of Finsoft.

Idaho Lottery Announce Its “Intent to Award” a New, Two-Year Advertising Contract

BOISE, Idaho, USA (May 16, 2007) -- The Idaho Lottery announced its “Intent to Award” a new, two-year advertising contract to es/drake. ES/Drake of Boise has been the advertising agency of record for the Idaho Lottery since its inception in 1989.

“The Idaho Lottery is well known for its high quality, results-driven advertising campaigns,” stated Jeff Anderson, Idaho Lottery Director. “We believe that es/drake can continue to meet all our advertising needs for an affordable cost.

The new contract begins on July 1, 2007 and will last for a minimum of two years with two, one-year extensions possible. The contract is estimated to be worth approximately $350,000 per year.

An advertising Request for Proposal was issued publicly by the Idaho Lottery Commission on February 21, 2007 to more than 168 advertising companies in Idaho. Respondents seeking the Lottery’s business had until April 13, 2007 to reply.  Each respondent was evaluated on their written response to provide the requested advertising services, their proposed price, and their oral presentation.

ES/Drake will be integrating a strategic planning group, a promotions team, and interactive web services to our traditional advertising campaigns,” announced Anderson. “Ultimately, we feel they will maximize our advertising goals and strategies to increase our bottom line of benefiting Idaho public schools and buildings.

First Lottery Ticket Sold Fourty Years Ago Today

SOUTH AUSTRALIA (May 15, 2007) -- Today marks the 40th Anniversary of the sale of the first lottery ticket in South Australia.

Established to generate funds for South Australia’s hospitals, SA Lotteries commenced selling tickets on Tuesday, 15 May 1967.

Chief Executive June Roache says that, like most other lotteries organisations worldwide, SA Lotteries was established to generate funds for the local community -- a function the organisation continues to carry out today.

Since 1967, SA Lotteries has returned $3.8 billion in prize money, $1.8 billion to South Australia’s hospitals, and since 1987 more than $8 million to recreation and sport.

SA Lotteries’ biggest prize cheque was paid to a northern suburbs couple who won a $23.3 million Powerball prize in August 2003.

SA Lotteries plans to celebrate its significant milestone with two new limited edition games in June:

  • the first ever $10 Instant Scratchies ticket; and
  • Lucky SA lottery, a traditional style lottery game that offers players the opportunity to turn $5 into $500,000.

SA Lotteries’ network will also be in birthday mode with more than 530 agencies across the State decorating their premises with balloons, streamers and anniversary wrap.

SA Lotteries extends a huge ‘thank you’ to all South Australian players for making possible the past 40 years of prizes to players and profits to hospitals.

Major Changes Coming to Lottery Ticket Buying in Atlantic Canada

MONCTON, New Brunswick, Canada (May 11, 2007) -- The Atlantic Lottery Corporation (ALC) today announced it is introducing a series of major changes to lottery ticket buying to better protect customers and their winnings.

The changes follow the recommendations of an external forensic review of ALC's practices by KPMG Forensic Inc. commissioned by the corporation's Board of Directors in April 2007. KPMG Forensic conducted an extensive review of ALC's lottery ticket business - reflecting more than half a million records.

"The KPMG report clearly shows where there are problems and what we need to do to fix them," said Michelle Carinci, President and Chief Executive Officer. "I am sorry these problems took place. As President and CEO, I take responsibility for what happened and for fixing those problems immediately. We will use the KPMG report as a roadmap to better protect our customers."

The changes cover retailer winnings, customer complaints and the corporation's own controls, including:

  • Putting all reporting and investigation authority of customer complaints under ALC's Security and Compliance unit;
  • Establishing a new customer complaints process that reports issues directly to the Security and Compliance unit - with a Vice President reporting monthly updates to ALC's Board of Directors;
  • Creating a special 1-800 line and web-based player protection hotline for customers to report complaints;
  • Requiring retailers to collect and retain all tickets validated for a prize payout; Making it mandatory that all winning tickets be signed by the ticket holder before they are validated;
  • Ensuring that any single proven case of illegal activity or fraud results in the automatic termination of an ALC-retailer relationship;
  • A mandatory cooling off period for paying retailer wins $25,000 and over - to allow for a full investigation of each and every claim;
  • Mandating ALC's new Director of Security and Compliance to develop a more structured approach to investigating all winners over $10,000;
  • Toughening the rules around the BANKLINE process for claiming wins; and Preparing and releasing to the people an Annual Accountability Report on security and compliance issues - reviewed by an external auditor.

"ALC is putting a new team in place to make sure we take strong action to correct the mistakes of the past," said Ms. Carinci.

In January, ALC's Vice President of Risk Management and Assurance Larry Doherty assumed responsibility for security and compliance. Part of his role is to strengthen and enhance the security and compliance unit. In March, Thomas Bierbach was named ALC's new Director of Security and Compliance.

"Working closely with our management team, KPMG Forensic and others, they started to put in place a number of new measures to protect customers," added Ms. Carinci. "They also have as job one: acting on the KPMG report to clean up the problems that were identified."

ALC also intends to quickly introduce technology to give customers more choice and protection in checking their lottery tickets at retail locations.

Ticket checking machines, which customers can use without handing over their ticket to a retail employee, as well as customer facing screens, are being introduced at retail locations throughout Atlantic Canada.

"It's time to get on with the job at hand, with a plan to start fixing the problems and rebuilding the confidence of customers, all Atlantic Canadians and their governments," said Ms. Carinci.

ALC's Security and Compliance Unit is also referring all retailer win investigation files to the appropriate policing agencies for review, based on the location of the complaint.  These would be the Royal Canadian Mounted Police (RCMP), Royal Newfoundland Constabulary (RNC) or the relevant municipal police force.

ALC will also work with the four Atlantic provinces to consider additional changes to ticket lottery transactions, which may be identified as the result of the operational review launched by the four Atlantic provinces on Tuesday, May 8.

CALGARY, Alberta, Canada (May 10, 2007) - Pacific Lottery Corporation is pleased to provide the following update of its corporate activities.

The board of directors is pleased to announce the appointment of Richard W. DeVries, as Co-Chief Executive Officer of the Corporation effective immediately, sharing the responsibilities of this office with David Aftergood. Mr. DeVries (through his subsidiary corporations) is a substantial shareholder of the Corporation, holding a controlling share position within the Corporation. Mr. DeVries has been a member of the board of directors of the Corporation since April, 2003 and also serves as a director of several other publicly listed corporations on the TSX-Venture Exchange Inc. and one publicly listed corporation on the TSX Exchange. Mr. DeVries brings his many years of business experience, as well as public company experience to the Corporation. Mr. DeVries has a Bachelor of Commerce degree and Bachelor of Law degree and has been an active member of the Alberta Bar since 1978.

Compliance Matters

The Corporation and its board of directors are aware of certain recent events regarding judicial proceedings involving the Corporation's President and Chief Executive Officer, David Aftergood. These events involve legal proceedings personally involving Mr. Aftergood under the Local Authorities Election Act (the "Act") and the pertinent elements of these proceedings arose from events that do not involve the Corporation or the operations of the Corporation in any manner. Mr. Aftergood has been found in violation of Section 148(1)(a) of the Act for supplying a ballot to a person without authority (the "Violation") and has been sentenced to pay a fine of $2,000 and incarceration for 14 days to be served on weekends at his home. The board of directors of the Corporation has been advised that Mr. Aftergood has filed an appeal of the Violation, both in respect of the conviction and the sentence, and has also received a Stay by judicial order of the penalties imposed in respect of the Violation, until the hearing of the appeal, which is expected some time in the fall of 2007.

Pursuant to the Violation, the board of directors have been advised that the TSX-Venture Exchange Inc. has commenced a review of Mr. Aftergood's suitability to be associated with the Corporation as an officer and director and should the TSX Venture Exchange Inc. determine that he is unsuitable in these capacities, he may be required to resign at sometime in the future.

The Corporation's board of directors has closely monitored (and will continue to closely monitor) these proceedings on an ongoing basis until the judicial process respecting this matter is fully concluded. The Corporation's board of directors believes that these proceedings have not had (and are not anticipated to have) any material adverse affect on the business affairs or operations of the Corporation.

In other compliance matters, the Corporation will be holding an Annual and Special Meeting of the Shareholders on June 18th 2007 at 10 AM in Calgary. Mailings of the Information Circular and other necessary documentation will be provided in advance of the meeting as required in the normal course of events. The Corporation will also provide additional information and details on the above and other updates as events warrant.

Illinois Lottery Heats Up The Summer

Launches Biggest Second-Chance Promotion in Lottery History

CHICAGO, Illinois, USA (May 15, 2007) -- The Illinois Lottery has launched a record-setting promotion called “Million Dollar Summer,” with more than $300 million in total available cash prizes.

A special component of the “Million Dollar Summer” includes offering 16 lucky, second-chance players the opportunity to walk away with at least $50,000 and up to $1 million in cold, hard cash. The Lottery plans to award the $2.5 million in second-chance prizes during a grand finale event to be held in September.

We’re giving away tons of cash prizes during our ‘Million Dollar Summer’ promotion, so players will feel some real sizzle,” said Illinois Lottery Director of Marketing Sarah Cummins.

Like previous second-chance summer promotions, players must send in $30 worth of

Wincor Nixdorf at European Lotteries 2007 in Budapest, More than Lottery Solutions

CONSTANCE, Germany (May, 2007) -- The Lottery Solutions team from Wincor Nixdorf will give visitors to European Lotteries 2007 in Budapest from May 21 – 25, 2007, an insight into the overall portfolio of the company, one of the world’s leading vendors of IT solutions for banks and retailers.

New York Lottery Acquires Smartplay Origin™

EDGEWATER PARK, New Jersey, USA (May 16, 2007) -- Via competitive bid process, New York Lottery has awarded a contract to New Jersey based Smartplay International, Inc., to provide its Origin digital draw system for use in New York’s Raffle to Riches game.  The acquisition follows a February rental of the system. 

The Origin, purchased by lotteries in Arizona, New Mexico, Ohio, Tennessee and Washington State, has been acquired to conduct routine drawing operations and/or raffle events.  With the New York contract, Smartplay is now six for six in domestic bid opportunities for digital draw systems, since product introduction in 03.
