Lottomatica S.p.A. has been informed
that on July 31, 2006, the Michigan Bureau of
State Lottery informed GTECH Holdings Corporation in writing that the
consummation of the acquisition of GTECH by
Lottomatica shall not result in the termination of, or the commencement of
formal termination procedures with respect to, GTECH's Michigan lottery
contract.

Furthermore, Lottomatica S.p.A. has
been informed that on August 1, 2006, the Rhode
Island Lottery informed GTECH Holdings Corporation in writing that the
consummation of the acquisition of GTECH by Lottomatica shall not result in the
termination of, or the commencement of formal termination procedures with
respect to, GTECH's existing Rhode Island Lottery contract.
The Company has also been informed
that on August 1, 2006, the Georgia Lottery
Corporation informed GTECH Holdings Corporation in writing that the
consummation of the acquisition of GTECH by Lottomatica shall not result in the
termination of, or the commencement of formal termination procedures with
respect to, GTECH's Georgia Lottery contract.
Meanwhile, an ASX News report,
quoting an unnamed source at Lottomatica, said GTECH has yet to receive
assurances over its lottery contracts from some other US states, It also said
that the Texas Lottery Commission will be
meeting today, but was unable to say whether the GTECH contract is on its
agenda.
Last week, a GTECH source said the
company is confident that it will retain the Texas concession.
New
York, Missouri and
California lotteries have already said the
takeover would not affect their operating concessions.

Governor Rendell Announces Pennsylvania Lottery Sales Record
Nearly $3.1 Billion
PENN HILLS, Pennsylvania, USA (July
31, 2006) -- Pennsylvania Governor Edward G. Rendell today announced that
Pennsylvania Lottery sales for the
2005-06 fiscal year set a new record of $3.07 billion - a 16 percent increase
over the previous year. Having topped last years sales record by $425
million, the Lottery achieved its highest single-year dollar increase in its
34-year history.
The continued growth of the
Lottery is particularly gratifying because higher Lottery sales help us provide
greater benefits to older Pennsylvanians, said Governor Rendell
during the announcement at Penn Hills Senior Center in Allegheny County.
The Lotterys unprecedented growth provided first for an
expansion of the PACE and PACENET prescription drug programs, and now for the
immediate expansion of the Property Tax and Rent Rebate Program.
The Lotterys success
allowed 100,000 older Pennsylvanians to be added to the PACE and PACENET
programs. And, Lottery revenues will provide property tax and rent relief to an
additional 420,000 older and disabled Pennsylvanians for the current tax year,
while increasing the maximum rebate from $500 to $650. Thats significant
and long-deserved relief for Pennsylvania seniors.
Recognizing that the Lottery needed
to increase sales to answer the demands of a growing older population, Governor
Rendell made expanding the Pennsylvania Lottery - the only U.S. Lottery that
dedicates all proceeds to programs that benefit older residents - a primary
goal of his administration. Lottery sales have grown by more than $1 billion,
or about 57 percent, under Governor Rendell, from $1.95 billion in fiscal year
2001-02 to $3.07 billion in 2005-06.
Lottery sales have grown by
more than 10 percent in each of the last four years, and total sales have grown
by more than $1 billion in that time, said Governor Rendell. The
last time Lottery sales increased by $1 billion it took 19 years. Todays
Lottery achieved that milestone in only four years.
Net revenues to the Lottery Fund for
fiscal year 2005-06 totaled $976 million, a 14 percent increase over the
previous year. Net Lottery revenues have increased by $227 million, or 30
percent, since fiscal year 2001-02.

Governor Rendell also noted that the
Lottery is not just a funding source for programs that help older
Pennsylvanians; it also plays a vital and growing role in supporting business.
As Lottery sales have grown, so have the commissions the Lottery pays to its
retailers. Lottery retailers, many of them small businesses, earned $171
million in commissions in fiscal year 2005- 06, a 71 percent increase since
fiscal year 2001-02. That money creates jobs, Governor Rendell said, and can
have a significant impact on the bottom line of a small business.
A key component of the
Lotterys success was turning around a 16-year decline in the number of
Lottery retailers, said Governor Rendell. The Pennsylvania
Lottery is only as good as its retailers, yet for decades the number of Lottery
retailers had been decreasing. We have reversed that trend, adding more than
300 new retailers a year over the past four years. Today the Pennsylvania
Lottery has more than 8,400 retailers, a milestone that was last reached in
1992.
Under the Governors
leadership, the Lottery has also increased its sales by listening to players
and offering games that respond to their requests, such as the new Millionaire
Raffle game; by developing creative marketing tools like Gus, the Second Most
Famous Groundhog in Pennsylvania; and by introducing new technology such as
Player Activated Terminals.
The Pennsylvania Lottery is
a success story of good government and an organization of which all
Pennsylvanians can be proud - especially Pennsylvanias seniors,
said Governor Rendell.
Governor Rendell noted that Lottery
sales are expected to increase in the 2006-07 fiscal year by nearly $158
million, or approximately 5.1 percent.

Breeders' Cup, Kentucky Lottery Team Up on Scratch-Off

KENTUCKY (August 1, 2006) -- Sales
of a new Kentucky Lottery Breeders' Cup
scratch-off ticket are underway all across the state. While the $2 ticket
offers more than $1.2 million in prizes of as much as $5000, players have a
second chance at winning VIP packages for the 2006 Breeders' Cup World
Championships on Nov. 4 at Churchill Downs.

"The phrase 'VIP package' gets
thrown around a lot, but I think when people see everything we're giving away

Based on a learning format developed
at Harvard University, Erewhon is a case study program created for the lottery
sector by the WLA Founding President Guy Simonis. For more than 15 years
Erewhon has been held numerous times in the UK, in Austria, Finland, Germany,
Hungary, Italy, the Netherlands, Norway, Sweden, as well as in Australia,
Brazil and recently for the third time in South Africa. The program has also
been presented for NASPL in many locations in North America and now returns
with additional cases to the USA.
Under the guidance, Guy Simonis
himself, a hypothetical lottery organization is presented down to the last
detail. Every possible area affecting a lottery is defined and examined,
including the demographics and political situation of the equally hypothetical
country.
In rapid succession a number of
serious problems affecting the Erewhon State Lottery are presented.
Participants assume the role of consultants to the management and have to
provide advice on a lengthy number of issues that have been devilled our
industry over the years. Problem-solving strategies are proposed, discussed and
modified, and participants find that the processes they identify for finding
new ideas and solutions are immediately applicable to real-life issues.

been updated to reflect current industry issues and concerns, including:

National Lottery Retailers Give Camelot Top Marks; Survey Shows
Another Year of Improved Retailer Satisfaction
LONDON, United Kingdom (July 31,
2006) -- Retailers rate National Lottery operator
Camelot as a top class supplier, according
to the results of the 2006 retailer satisfaction survey while the
overall satisfaction among head office managers has increased for the fifth
successive year.
Almost two-thirds of the respondents
were either completely satisfied or very satisfied with
Camelot, and all considered the relationship to be as good as or better than as
12 months ago. Around 60 per cent of retailers thought it had improved,
building on the positive 2005 survey and none of them was dissatisfied.
A large number described their relationship with Camelot as a strategic
partnership, and a benchmark for other suppliers to strive to emulate.
Steve Lucas, Camelots Director
of Sales, said: This research further supports the increasingly
positive feedback we are getting from our retailers through our sales team on
the ground. It also serves as a testament to the time and effort that has gone
into building a genuine two-way relationship with our retail partners over the
years.
Camelots account management
was considered excellent, with positive highlights
including:
- The sales teams
understanding of the retailers business and sector, and being more in
tune with their commercial needs 72 per cent of those questioned were
completely or very satisfied
- Over 80 per cent of respondents
highly valued the service received from their Camelot sales executive on store
visits, and proactively work with them to maximise lottery sales
- Of the retailers surveyed, 81 per
cent were completely or very satisfied with the
provision of timely, reliable information on new developments
- More than three-quarters of the
interviewees were completely or very satisfied with the
accessibility of Camelots contacts and their responsiveness towards
resolving problems. an all time high
Over 40 per cent of those
questioned also said they thought their Camelot account manager was better than
those in other companies they dealt with. Indeed, several retailers commented
that their Camelot representative set the standard in terms of best practice.
The survey report concluded that
ongoing improvements had been delivered across a wide range of measures
and that the challenge for the future was retaining the high levels of
satisfaction achieved.
Camelots Sales Director, Steve
Lucas, added: We are always looking at ways of helping our retail
partners maximise their ticket sales in a socially responsible way
and get the best out of their lottery business.
We recently announced our
largest annual sales rise in eight years, with ticket sales going through the
£5 billion barrier, continuing The National Lotterys longest period
of growth since launch.

We could not have achieved
that without the support of those working in stores: Retail sales alone grew by
£104m last year to £4.75 billion, and I would like to thank our
retailers again for all their hard work.
The survey was conducted by the
independent agency, Illuminas, between April and June 2006 across 37 retailer
Head Offices, including Co-op, James Hall, SPAR, Maynews Group, One Stop
Stores Ltd, Tesco, Malthurst, Sainsburys, TM Retail, WH Smith, Morrisons,
Woolworths, Mills, NISA, Rippleglen, CJ Lang & Son, Musgrave
Budgens-Londis, Waitrose and BP. In addition, each respondent was asked to fill
in a self-completion questionnaire to determine overall importance and
satisfaction with key issues. The reported findings are based on both
qualitative and quantitative data.

Mega Millions Names New President of Multi-State Game Joseph

Consortium

(August 3, 2006) -- Joseph C.
Sullivan, Executive Director of the Massachusetts Lottery, was recently elected
president of the Mega Millions game by
fellow members of the twelve-state consortium. As president of the
organization, Sullivan will be responsible for offering game administration and
financial direction for the multi-state game. Sullivan took over the presidency
effective July 1, succeeding Georgia
Lottery President and CEO Margaret
DeFransisco.
I am enthusiastic about the
future of the Mega Millions game and look forward to working with my
counterparts in the member states to build upon the remarkable success the game
experienced last year under the leadership of past president Margaret
DeFransisco, said Sullivan.
Mega Millions the
nations largest lottery game last year generated total sales of
over $2.9 billion in the games participating states. Sullivan, who served
as the games vice-president for the past year, was active in bringing
California on as the 12th state to play Mega Millions, as well as implementing
the associated changes to the prize and game structure, which both took place
in June 2005. He also was involved in adding Texas to the game in December

Sullivan was appointed as Executive
Director of the Massachusetts Lottery in February 2003 by State Treasurer Tim
Cahill. Prior to his appointment, Sullivan spent 11 years as a State Legislator
in the Massachusetts House of Representatives where he served as House Chairman
of the Legislatures Transportation Committee.
A graduate of the University of
Massachusetts at Amherst, Sullivan holds a masters degree in Public
Administration from Harvard Universitys John F. Kennedy School of
Government. He resides in Braintree, Massachusetts with his family.
