Kansas Lottery Executive Director Ed Van Petten says the healthy increase in instant ticket sales is due, at least in part, to the Lottery’s new family of Made in Kansas tickets.

Kansans have truly embraced our Kansas-themed tickets promoting Kansas businesses and tourism,” said Van Petten. “Our Kansas Chopper ticket offered a Big Dog Motorcycle made in Wichita as a grand prize; two of our players won Chevy Malibus manufactured in Kansas City, Kan., in our Made in Kansas game; and Golf Giveaway sent 25 of our players and their guests to the U.S. Senior Open in Hutchinson this weekend. All of these tickets were very well-received by players, and we hope to see the same support for other Kansas-themed tickets.

Van Petten also attributes the increase in sales to the Lottery’s new Auto-Ship system, which automatically replaces packs of lottery tickets, ensuring that each retailer always has an adequate supply of the newest and most popular games.

Kansans like to play the lottery and that translates into real support for our economy, our veterans and various state services,” said Governor Kathleen Sebelius. “People are having fun while helping our communities at the same time.

Profits from the sale of Veterans Benefit instant games were $717,112 in FY06 – up from $701,164 in FY05.  Sales from Veterans Benefit tickets provide direct funding for Kansas Veterans’ programs and Kansas National Guard scholarships.

Most Lottery revenue is earmarked for state economic development programs.  Some revenue goes to the State General Fund, the Juvenile Detention Facilities Fund and the Correctional Institutions Building Fund.  The Problem Gambling Grand Fund receives $80,000.

“The Kansas Lottery is very grateful to our players, our retailers and our marketing partners – we couldn’t do any of this without them.” Van Petten said.  “And we look forward to having another great year in FY07.

The Kansas Lottery celebrates its 20th anniversary in 2007.  Voters approved a constitutional amendment authorizing the creation of a state lottery in 1986.  The Legislature passed the Kansas Lottery Act, and lottery sales began in November of 1987.

INTRALOT Expands in Germany

ATHENS, Greece (July 11, 2006) -- INTRALOT recently concluded to an agreement with Hamburg’s State Lottery “LOTTO HAMBURG” –the state lottery of Hamburg which has been operating for more than 50 years, with 530 POS and €213,6 M. in sales- concerning a very important pilot project.

The agreement entails the customization and installation of LOTOS, the base platform of INTRALOT’s integrated gaming management system along with the POS terminal software. The installation will provide LOTTO HAMBURG with a modern state-of-the-art central system. Conversion to the new and technologically advanced system will commence within the first semester of 2007.

INTRALOT will assume the cost of the entire investment for LOTOS adaptation to the principles and traits that govern the German gaming market, as well as of the maintenance needed during the pilot project.

The innovative LOTOS software application platform has been designed and developed exclusively by INTRALOT, utilizing state-of-the-art tools and techniques. LOTOS has already been installed in over 20 countries worldwide and is internationally recognized as one of the most advanced and reliable open-architecture solutions.

According to Siegfried Spies, Managing Director of LOTTO HAMBURG, this is undoubtedly the right step at the right moment: “Our objective is to become technologically innovative and flexible whilst continuously providing absolute security in the processes of the games business. On that basis we have repositioned ourselves strategically in terms of IT. As a small lottery company, it is essential for us that our business processes and infrastructure are efficient and effective. For that reason it is important for us that the software products we use are available and further developed on the market as standardised products; individual adjustments of individual solutions simply would be too costly and time-consuming for us”.

INTRALOT’s CEO, Mr. Constantinos Antonopoulos, stated: “We would like to thank LOTO HAMBURG, one of the most progressive lotteries in Germany, for this cooperation. We are sure that INTRALOT will deliver a result that will meet the Lottery’s high quality standards and thus will justify the Lottery’s entrustment of the modernization of its gaming central system. Furthermore, our investment in this project will be the “vaulting horse” for our future activity in Germany as well as the strengthening of our presence in the E.U.”

SAZKA, a.s., Terminals Accept Paying in Slips of ČEZ Group and Česká podnikatelská pojišťovna

CZECH REPUBLIC (July 11, 2006) -- Starting from July, people can pay for the services of the ČEZ Group power utility and the premium of the Česká podnikatelská pojišťovna, a.s., insurer using the appropriate paying in slips and invoices at SAZKA, a.s., terminals. The new service complements the portfolio of non-lottery activities of SAZKA, a.s., which include particularly topping up pay-as-you-go mobile phones (2002), ticket sales (2004) and a sales module (2006).

Classified

The payments can be made using paying in slips, payment documents and invoices with a barcode designed for SAZKA, a.s., terminals. After the customer hands over the payment document or invoice to the terminal worker, the terminal will read the barcode and the customer display will show the basic data (company name, amount to be paid including a transaction fee). After paying the appropriate amount, the customer will receive a receipt and a certificate of the transaction fee payment. With some services providers, customers can use a payment ticket, which they complete and hand over to the terminal worker, instead of a paying in slip or invoice.

Since July 2006, invoices, paying in slips and insurance premium payments have been accepted by all SAZKA, a.s., points of sale except the terminals located at the post-offices of Czech Post. The transaction fee is CZK 15.

In the first stage, SAZKA, a.s., started to accept paying in slips, invoices and premium payments with two major partners, the ČEZ Group and the insurer Česká podnikatelská pojišťovna, a.s. “We envisage that the number of companies allowing the payment for their services at SAZKA, a.s., terminals will gradually increase,” Chairman of the Board of Directors and General Manager of SAZKA, a.s., JUDr. Aleš Hušák, said. “Some of the greatest benefits of the new service are particularly its availability, simplicity and low fees. The new service can also bring increased revenues and new customers for providers that operate the terminals.”

Almost 4,500 SAZKA, a.s., terminals throughout the Czech Republic accept the paying in slips, invoices and premium payments. The system operates every day including Saturdays and Sundays, from 1:15 a.m. until midnight, with SAZKA, a.s., points of sale being located at newspaper and magazine shops, tobacconists, shops that sell other merchandise, fuel stations, some hypermarkets and supermarkets etc.

MDI Entertainment Goes Coast to Coast to Launch New Games in Washington and Virginia

Gigtours

ALPHARETTA, Georgia, USA (July 7, 2006) -- Washington’s Lottery players are polishing their boots and kicking up their heels this summer with a new Gigtours™ instant ticket featuring some of the hottest country music celebrities around, both new stars and country music veterans.

Gigtours games are offered to lotteries exclusively through MDI Entertainment, a wholly-owned subsidiary of Scientific Games Corporation (NASDAQ: SGMS). The new $10 game features the images of artists such as Gretchen Wilson, Trick Pony, Travis Tritt, Loretta Lynn, Hank Williams Jr., Montgomery Gentry and Buddy Jewell. It features a top cash prize of $50,000 along with the experiential Gigtours trips.

Gigtours brings recording artists and music lovers together for a once-in-a lifetime “life on the road” experience by taking fans and their guests on a four day luxury bus trip to the concert of their choice. Each all-inclusive trip includes airfare, concert tickets, VIP credentials, hotel accommodations, meals and drinks. In addition, Gigtours works with artists’ management groups to pre-arrange access to the artist and crew, backstage passes, sound check entrances and meet-and-greets.

Gigtours Bus

To launch the new game, Washington’s Lottery and MDI went all out at one of the biggest country music concerts this summer in Seattle. At the Kenny Chesney/Big n’ Rich/Gretchen Wilson concert on Saturday, June 24, the 45-foot luxury bus pulled up to the Qwest Center and offered fans a chance to purchase Gigtour tickets, tour the bus and spin a prize wheel to win lottery promotional items.  With a concert crowd of 50,000 fans, the event paid off.

And to top that, one lucky player won a second-chance drawing on-site to go backstage and meet Gretchen Wilson! The event, accompanied by radio promotions leading up to it, was part of an Integrated Marketing campaign designed by the Lottery, its ad agency Publicis and MDI.

MDI Entertainment's Integrated Marketing Communications (IMC) division offers customers a full-service, comprehensive strategy to help lotteries take their sales to the next level. By coordinating all pieces of a marketing campaign including broadcast, out-of-home, POS, promotions, special events and grass-roots efforts, MDI’s IMC team works one-on-one with lotteries to build product awareness and increase sales.

"This coordinated effort between the Washington’s Lottery and MDI Entertainment has been a true win-win for everyone,” said Washington Sales Director David Harrison. "When we first planned for Gigtours, we knew the game would be a success and an enormous benefit to the education programs we fund.

On the same day as the Washington event, across the country in Virginia, the Virginia Lottery and MDI hosted a HOG Eating contest to support their $10 Harley Davidson Ultimate Ride ticket. Staged at the state wide Harley Davidson H.O.G. (Hog Owners Group) rally in Lynchburg, 12 Harley riders went up against famous champion eaters Eric “Badlands” Booker and Sonya “The Black Widow” Thomas to down as many Virginia ham biscuits as possible in eight minutes.

The result: The 420-pound Badlands ate 42; The Black Widow, at 100 lbs., consumed 60 for the win; and the third-place “average eater” winner downing 18.

Also at the event, the Lottery held a drawing in its Ultimate Ride Own the Road Sweepstakes. The winner, a very excited Padma Machhi, of Forest, VA, won BOTH a Harley-Davidson Fat Boy motorcycle and a 2006 Ford F-150 Harley-Davidson 4x4 truck.

I was very excited and nervous. I was just scared that I didn’t know what I was going to get,” she said, sitting in her new truck. “I’m about to cry.” Machhi said she and her husband intend to keep both vehicles.

Steve Saferin, president of MDI Entertainment, said lotteries are continually looking at ways to increase their bottom line while enhancing the play experience and fun for their players. He said MDI’s IMC services are designed to achieve those goals.

“Sometimes, launching a game and letting it ride on its own simply isn’t enough to achieve sales goals or ticket awareness,” Saferin said. “But with our IMC efforts, sales will remain strong throughout the life of the game and awareness will remain heightened resulting in strong sales results.

WLA2006 Theme

The overarching theme for WLA2006 is “Beyond a World of Numbers”.

The Convention will revisit the many complex issues that belie what appears to be a simple, straightforward world of numbers.  It will stretch our limits beyond known boundaries and offer a fresh take on the issues that continue to challenge us.

SUB-THEMES

Monday, 13 November 2006
One Game – East Meets West
Corporations today operate in a global market.  Not only have their domestic markets become increasingly cosmopolitan; their reliance on resources from diverse sources necessitates constant transactions with suppliers around the world.  On Day 1, we will tap into Oriental and Western wisdom to garner best practices from both worlds to help us to engage effectively with our new customer base and, with overseas associates to achieve win-win situations across cultural differences.

Tuesday, 14 November 2006
Double Edge
Lotteries face structural changes that threaten to undermine their business positioning as well as mounting pressures to generate more revenues for good cause funding.  On Day 2, we will explore the double edges, the Yin and the Yang of emerging trends that affect lotteries. Can lotteries resist the tide of technological change that break down national boundaries and stiffening competition from all quarters? How can lotteries ride the waves of revolution in the age of Internet and  global casinos to reap benefits for themselves? How do we engage the regulators, as we rise to these new challenges, to create a win-win situation?

Wednesday, 15 November 2006
Beyond the World of Numbers
On Day 3, lotteries look inward to assess their own state of preparedness for the challenges ahead.  Do we have strong organizations that think “one team”? Do we have good corporate governance and a strong social responsibility code?  Are we functioning in a harmonious relationship with our environment in order to harness positive energy “chi” for the benefit of our organizations?  The WLA sub-committees will update us on the latest developments in CSR, risk management issues and global insurance scheme.  All that done, we round off WLA2006 Convention with propitious advice from an authoritative Feng Shui master, leading us into a successful 2007.

NOTE: Each week we will bring you more convention highlights, but in the meantime don’t forget -Registration for the WLA2006 Convention is now open, and remember you must register by September 30 to secure the contracted hotel rates. Register NOW!

Lottery Dynamics current suite of proprietary programs include Lotto Gold+™, Lotto Silver+™ and Lotto Platinum+™. Lotto Gold+ is currently licensed to the Ukrainian National Lottery and the province of Misiones in Argentina. Average revenues for the two lotteries are up over 40 percent.

PHOENIX, Arizona, USA (July 10, 2006) -- A lottery-products company, Relationship Marketing Systems, LLC (RMS), located in Phoenix, believes they have the answer to every state's sagging, online-lottery sales and lottery player disenchantment with the high odds against winning - it's called PoolingPLUS™.

"It's pooling in a ticket," Andrew Amada, President, Relationship Marketing Systems, LLC, (RMS) explained. "One PoolingPLUS ticket combines regular 100% owned lottery plays with a set of pooled plays resulting in a new combination lottery ticket. For lottery players it's the best of both worlds - they can still win it all with their 100% owned plays, but now for just an extra buck, they also have a lot more chances to win a big share of the jackpot with their new pooling plays."

US Lottery statistics taken over the past five years clearly show that online ticket sales have been stagnating or declining across the board, except during very high jackpot periods.

States, which have become dependent on the substantial revenues from their online lottery games, are now resorting to ticket discounting, giveaways and even more controversial methods of attracting players, such as casino-like Video Lottery Terminals (VLTs) and self-service ticket dispensers. The latter methods have raised concerns that state's may now be going too far to get the public back into the game.

"We are confident that PoolingPLUS, which works with the current online tickets, will bring lost players back to the game and new players into the game because it gives everyone exactly what they want - an affordable way to get more chances to win," according to Mr. Amada.

"Even with all the hassles associated with the current way of pooling, everyone sees the benefits. That's why office pools are so popular. Pooling works and that's why we're seeing more and more often it is pools of players that win the big jackpots. The problem is most people don't have access to joining an office pool. The PoolingPLUS ticket removes all the hassles, keeps all the benefits, and makes pooling available to everyone."

Here's how PoolingPLUS™ works

Whenever you buy a certain number of regular (100% owned) online tickets, you can get into one or more pools of ten more tickets for just a dollar per pool. So, for example, if the offer is buy five regular tickets, you'll then be able to get into a pool of ten more tickets for only one dollar more, making it fifteen chances to win for the price of only six.

"From the lottery's perspective, that's the beauty of the program - the lottery sets the minimum number of 100% owned tickets players must first purchase before they can get into a pool. So, it's an incentive to buy online tickets, not a discount or giveaway, yet the players are getting great value for their money. And, lotteries have an unlimited number of possible promotions they can offer just by changing the amount of the qualifying purchase, or the number of pools players can get into. For example, the offer can be 'Buy two and for an extra buck get into a pool of ten,' or 'Buy five and for an extra three bucks get into three pools of ten' - that's thirty-five chances to win for the price of eight," Amada added.

So, the question is: "Will lottery players pay an extra buck to get into a pool of ten more tickets." Amada is betting the answer is, "Yes!"

PoolingPLUS™ is basically a marketing overlay on the existing structure and software of the online game. A simple sub-routine is added by the lottery (or their online vendor) to their existing software and a pooling option button is added to the retailer's terminal touch screen display. The tickets print the same, but now show two sets of numbers: the 100-percent owned sets, and the pooled sets. There are no game changes and it works with any existing online games.

"It just doesn't get any simpler," Amada comments. "We're confident PoolingPLUS will increase a state lottery's online sales by at least ten to twenty percent. But states don't need to take our word for it. They can download a fully programmed web survey from our website and ask their own players. They can also refer to the July 2006 issue of NASPL's Lottery Insights magazine that presents the latest research by Independent Lottery Research (ILR) strongly suggesting that state lotteries seek out new pooling technology to take advantage of the huge untapped pooling market." NASPL is the US and Canadian organization of state and provincial lotteries.

Lottery players who would like to see PoolingPLUS™ offered in their local area should contact their state lottery director's office.
