send commands or content to an electronic gaming device. This will allow

placed an order for 2,000 video lottery terminals from Spielo to use in
combination with the Dynamic Floor Management system. These VLTs will
enable games to be downloaded directly from GTECHs central

Report: The Eighth European Lottery University Held in Santiago de
Compostela September 4 9, 2005
LAUSANNE, Switzerland (September 13, 2005)
-- After Trinity College (Dublin 1998), Heriot-Watt University (Edinburgh
1999), Universidad de Salamanca (Spain 2000), Montpellier (France 2001),
University of Salerno (Italy 2002), the Universitat Autonoma de Barcelona
(Spain 2003) and the University of Siena, the University of Santiago de
Compostela in Spain was selected as the venue for the eighth edition of the
European Lottery University (ELU).
The Royal University of Santiago de
Compostela is one of the most prestigious universities in Europe. In 1995, this
university celebrated its 500th Anniversary and welcomed the eighth edition of
the ELU.
In such an illustrious environment, forty
five managers, including three suppliers representatives, (the highest number
for an ELU) representing some twenty European lottery organizations,
gathered for five days to attend this year ELU, thus following in the steps of
300 of their colleagues, former ELU participants.
The ELU is a management education
program that includes discussions and presentations on issues ranging from
organization structure and performance to marketing, legal, finance, human
resources, technology, new games, emerging trends and corporate strategies.

Built around a tightly-run program, it
includes:
- Topics on lottery products, on lottery
management and on the gaming environment in general,
- Eighteen presentations given by experts

internal and external reporting structure, games plan, financial and investment
analysis, marketing/sales and P/R plans of a modern lottery organization. The
winning team was HOLYLOT only winners. Actually, the five working
groups were, in fact, all winners having had the opportunity to work together,
exchange ideas and field experiences about the issues and challenges facing a
lottery organization today.
The social aspect was not neglected as the
participants had the opportunity to learn more about the Galician culture, the
environment and the cuisine
The European Lottery University has
established a reputation of excellence and innovation, resulting in a continued
increase of participation every year. The ELU has now become a recognized
institution and the most successful management training seminar of its kind in
the Lottery World.

Missouri Lottery Commission Appoints New
Director

JEFFERSON CITY, Missouri, USA (September
12, 2005) -- The Missouri Lottery
Commission today appointed Larry Jansen, CPA, as the new executive director
for the Missouri Lottery. Jansen, 49, of Jefferson City has worked as the
controller/chief financial officer for the Lottery since November 1986.
Under his direction, the Lottery has received the Government Finance Officers
Association (GFOA) of the United States and Canada's Certificate of Excellence
in Financial Reporting for five consecutive years.
"Mr. Jansen has been a leader in
cross-organizational teams for nearly all major operation initiatives during
the last 12 years, including the Inside Sales/Distribution Enhancement and the
E-Business initiative," said Barbara Pickering of Mexico, who chairs the
Lottery Commission.
Jansen replaces Jim Scroggins, who
resigned to become the executive director of the new Oklahoma Lottery.
Scroggins served as the Missouri Lottery's executive director from February
1992 until June 2005.

Jansen has a bachelors of science degree
from University of Missouri-Columbia. He is also a certified public
accountant.
The Missouri Lottery Commission is a
five-member commission, appointed by the governor and confirmed by the Senate,
which governs the Missouri Lottery. The executive director of the
Missouri Lottery oversees the daily operations of the Lottery. Current
members of the Lottery Commission are:
- Barbara Pickering of Mexico, chair;
- Sherri Robins of Florissant;
- Charles Larry Ray of Hayti; and
- Celeste Witzel of St. Louis.
One seat on the commission is currently
vacant.

Uthingo Launches Soccer Lottery
JOHANNESBURG, South Africa (September 5,
2005) -- It is not only goals that will be scored at soccer games but big
Jackpots too when the National Lottery kicks off its fourth product offering,
SportStake, a Sports Pool game, on Monday, 19 September 2005.

At a press conference in Johannesburg
today, Uthingo announced plans to add the Sports Pool game, SportStake to the
existing National Lottery product portfolio which is currently made up of
LOTTO, LOTTO Plus and Wina Manje scratch cards.
Uthingo CEO, Dr Oupa Monamodi said: The
periodic introduction of more games is essential to the survival of any lottery
operation. It is a worldwide phenomenon that lottery games become mature after
a while.
Unless player enthusiasm is
maintained through the introduction of new games or playing methods, sales of
lottery tickets would decline. This would affect the contributions to
Good Causes, and as a direct result, the pace of social transformation in this
country."
He added that SportStake will be the
National Lotterys most affordable game to date at a cost of only R1 per
entry.
Monamodi said while other sporting codes
may be considered for inclusion to SportStake in the future, soccer will be the
focus of the National Lotterys first Sports Pool game.
Research has shown that the time
is right for the introduction of a new game and Sports Pools was the
favourite amongst all respondents.
Furthermore, 22 percent of money
raised for Good Causes by the National Lottery is allocated to the development
of sport, including soccer, in South Africa.
It is also fitting that soccer is
the first game to be introduced in Sports Pools as the nation prepares to host
the Soccer World Cup in 2010, Monamodi said.
SportStake will require knowledge about
the sport being wagered on, in this case, soccer. This is because Players will
have to predict the outcomes of 12 predetermined matches drawn from South
African, English and other identified weekend professional soccer fixtures.
A minimum price of R1 per board will be
set across the 12-fixture list with multiple selections costing a further R1
per combination.
The prize pool will be set at 50 percent
of sales and there will be three prize divisions, for correctly predicting, 12,
11 and 10 fixture outcomes. The pay-table is as follows:

The Jackpot prize will be set at R500,000
in the first few weeks of introduction after which ticket sales will determine

If the Jackpot prize is not won it will
roll over to the following week. The Jackpot prize will rollover a
maximum of nine draws before it is be divided equally amongst the other two
divisions.
The game will be offered on a weekly basis
during the South African soccer season and will be available at all current
National Lottery retail outlets. Players will be introduced to a generic
three-board play coupon when the game is launched.
Selected weekly fixtures will be
advertised in the media as well as at retail outlets and players can make their
predictions from Monday to Saturday.
SportStake is the National Lotterys
fourth product offering, joining LOTTO, LOTTO Plus and Wina Manje scratchcards.
All other products will continue to be
available to players.
There will be no SportStake sales on

Svenska Spel to Get License for Internet

Following the annual Spelakademin (Gaming Academy) in Visby, Sweden, Bosse
Ringholm, the vice prime minister, in an interview said that he thought it be
proper to give the legal Swedish gaming operators the same business
opportunities as private foreign bookmakers have in practise provided that they
do it in a responsible way
Media and Svenska Spel´s CEO Jesper
Kärrbrink interpreted this as a go ahead from the Swedish government in
the near future to grant the national lottery a license for offering poker on
www.svenskaspel.se something
that the company applied for early January.

The Swedish Internet gaming market´s
sales are estimated at 13 billion SEK (US$1.8 billion) for this year. The
national lottery Svenska Spel and state-controlled horse-betting company ATG
have 8% each of this but foreign bookmakers reap as much as 84% of interactive
gaming revenue according to a recent study money that does not benefit
the Swedish society.
Svenska
Spel estimates that it could get 30% of of the Internet poker market in
Sweden and net 300 million SEK (US$40 million) for the Treasury.
Internet poker has become extremely
popular over the last two years and has probably more than 250 000 registered
players.
Mr. Kärrbrink has previously
announced that a license for Internet poker is a prerequisite to fulfill the
Government decision to create 200 new job opportunities in Visby on the small
island of Gotland where the head office of Svenska Spel is located.

- The ongoing study for a new gaming
legislation in Sweden to be published December 15;
- The report from the Swiss Institute of

The Lottery teamed up with three Iowa
companies to design a custom-painted motorcycle in Iowa Hawkeye black-and-gold
that will be given away in a promotion that runs through mid-October.
The Victory Vegas motorcycle was provided
for the Hawkeye Victory promotion by Victory Motorcycles, a
division of Polaris Industries in Spirit Lake; and Van Wall Motorsports in
Ankeny. A made-to-order paint job for the bike was donated by Custom Paint
Specialists of Des Moines. The paint design includes the Iowa Hawkeye logo; an
image of Herky, the Hawkeyes' mascot; Iowa's Flying Tiger Hawk; the University
of Iowa seal; and a view of Kinnick Stadium, Iowa's football stadium in Iowa
City.
We were excited about this
promotion from the first time we talked about it and then we saw the
motorcycle, said Iowa Lottery spokesperson Mary Neubauer.
It's an absolutely gorgeous bike! We're also pleased that we were able
to work with three talented Iowa companies and the University of Iowa on this
project.
The Hawkeye Victory motorcycle was debuted
to the public for the first time Friday night at the Polk County I-Club rally
in Clive leading up to Saturday's Iowa-Iowa State football game. The Lottery
also will display the bike Sept. 17 in Rally Alley outside Kinnick Stadium
before the Northern Iowa-Iowa football game.
The Hawkeye Victory promotion begins Sept.
16 and runs through midnight on Saturday, Oct. 15. Lottery players who buy $5
or more in any lotto game on one ticket and don't win a prize can use the
ticket to enter the promotion through the lottery's Web site at
www.ialottery.com. Players can key in the serial number from their tickets to
enter the promotion and need to keep each ticket they use to enter. The
eligible games for the promotion are:
- Powerball;
- Hot Lotto;
- Iowa's $100,000 Cash Game;
- Pick 4; and
- Pick 3.
The Lottery will hold a drawing on Oct. 18
to determine the motorcycle winner and the player selected will need to take

Neubauer said that the lottery has worked
with the broadcast networks carrying both Iowa and Iowa State football and
basketball games to design promotions and will be running an Iowa State-related

JCM Conducts Successful Field Test of its Trident Table Safe
