Biography: James Vance: Former
President and CEO of the Connecticut Lottery Corporation
As the President and CEO of the Connecticut Lottery
Corporation (CLC), James Vance was responsible for the overall management of
the nearly $900 million corporation, its daily functions and its staff. Vance
is a well-respected professional within the gaming industry, with over 24 years
of financial and executive management experience. Prior to his rise to the
position of President and CEO, Vance was CLC's Acting President as well as its
Chief Financial Officer.
Vance's background ensures a firm foundation for the
Lottery's future in maximizing revenue contributions in support of essential
state programs and services. Prior to his tenure with the CLC, Vance served as
Chief of the Integrity Assurance/Technical Services Unit for the State of
Connecticut, Division of Special Revenue. In this role, Vance was involved in
the supervision and regulation of all forms of legalized gambling in
Connecticut, with specific responsibilities for auditing and wagering system
testing, legalized gambling revenue accounting, and information technology
services. He also played a key role in both the financial and information
systems aspects of the 1996 transfer of the Lottery from a state agency
operation to a quasi-public corporation.
As President and CEO, Vance reports to the CLC Board
of Directors and is responsible for representing the Lottery to various state
executive and legislative branch authorities. Since December 2001, Vance has
served as chairman of the Information Technology Subcommittee of the North
American State and Provincial Lotteries Association (NASPL), and has also
served on the NASPL Industry Technical Standards Task Force Steering Committee
since that time. Vance also is a member of the Board of Directors of the
Multi-State Lottery Association (MUSL), and has served on that body's Finance
and Audit Committee since March 2001.
Recognizing the Lottery's social responsibilities,
Vance supports and embraces programs that help reduce the incidence of problem
gambling. Most notably, Vance is committed to the CLC's involvement with the CT
Partnership for Responsible Gambling, which was formed in 1999 by the CLC, the
Connecticut Council on Problem Gambling (CCPG) and the CT Department of Mental
Health and Addiction Services (DMHAS), to promote responsible gambling efforts
and to raise public awareness as to the prevention and treatment resources
available.
A Connecticut native, Vance earned a Bachelor of Arts
degree in Economics from the University of Connecticut and a Master of Science
degree in Professional Accounting from the University of Hartford. He resides
with his wife, Sara and their two children in Coventry, and has long been an
active member of the community, volunteering time in support of numerous
community and church-related activities. Vance is a long-time member of the
Connecticut Society of Certified Public Accountants, and has been a member of
the Coventry Chapter of the Knights of Columbus since 1997.
