Joseph C. Sullivan former Executive Director of the Massachusetts State Lottery.


Treasurer Timothy P. Cahill appointed Joseph C. Sullivan Executive Director of the Massachusetts State Lottery, on February 3, 2003, making Sullivan the eighth director in the Lottery’s 31-year history. He brings 16 years of experience in public service, including 10 years as a state representative and six years as a selectman in Braintree, to one of the most successful lotteries in the world. In addition, Joe has served as Chairman of the House Transportation Committee since January of 1997.

As the Executive Director of the Lottery, Sullivan is charged with the operations of 400 employees, five regional offices, and the allocation of $4 billion dollars of annual revenue. Sullivan looks forward to the current challenges facing the Lottery, in particular the Lottery’s role in providing $1 billion dollars in critical local aid funding to Massachusetts’ 351 cities and towns for educational funding, public safety, and infrastructure programs. Sullivan is also committed to developing improved management and operations of the agency as a better means of serving the communities of Massachusetts.

Prior to his appointment as Executive Director, Sullivan was elected to the Massachusetts State Legislature for six terms. In the legislature Sullivan was considered to be an important voice for economic development. In 1997, Sullivan became Chairman of the House Committee on Transportation.

An advocate of public transportation Sullivan was at the forefront on issues such as the Massachusetts Bay Transportation Authority’s forward funding legislation, commuter rail expansion, increased funding for the chapter 90 program, and oversight of the Central Artery/Third Harbor Tunnel Project.

Sullivan served as a Selectman in the Town of Braintree from 1986 to 1992. A graduate of the University of Massachusetts at Amherst, Joe resides in Braintree with his wife Barbara, and their two young children.
