Biography:
Jim Scroggins,
Executive Director Jim Scroggins was appointed as the executive director of the
Oklahoma Lottery in June of 2005. Jim
was the executive director of the Missouri
Lottery for 13 years and the executive director of the Pennsylvania Lottery
from 1987-1991. He was previously employed by Webcraft Games, an instant
lottery ticket printer. During his tenure in Missouri, lottery sales grew from
$220 million in 1992 to $791 million in 2003 and net profits grew from $66
million to $230 million during the same period. He has a master's degree in
psychology from the University of Illinois and a bachelor's degree in business
administration from Southern Illinois University.
