Biography:
Penelope Kyle has served as the Virginia Lottery’s Executive Director since 1994, is a former vice president of CSX Corporation. She earned a law degree from the University of Virginia and a master’s degree in business administration from The College of William and Mary. She is also a past president of the North American Association of State and Provincial Lotteries (NASPL), an association representing 47 lottery organizations throughout North America.
