Tomas Ruiz Gonzalez, a congressman for the former ruling Institutional Revolutionary Party, replaced Ms Valdes as General Manager of Loteria Nacional Para La Assistencia Publica in June 2004.
Mr. Gonzalez once served as Mexico's assistant treasury secretary.
