Sheila Hill-Christian
Sheila
Hill-Christian

Biography:
When Governor Tim Kaine appointed Ms. Hill-Christian to head the Virginia State Lottery, she became the third executive director in the Lottery’s 18 year history – and the first African-American to hold that position. Ms. Hill-Christian brings to the job a career filled with service to Virginia.
The daughter of a fireman, Ms. Hill-Christian herself has sometimes been sent to put out “fires” at agencies where a steady hand and innovative solutions were needed. But she is quick to point out that she is not a “change agent” at the Lottery. Instead, she places a high priority on upholding the Lottery’s high ethical standards while bringing to decision-makers creative responses to the opportunity presented by competition with the new lottery in North Carolina.
Ms. Hill-Christian has held positions as varied as Director of Juvenile Justice Services in Richmond, Chief Operating Officer of GRTC Transit System and Executive Director of the Richmond Redevelopment and Housing Authority. She is a graduate of Virginia Commonwealth University and earned her MBA from Averett University in Danville, Virginia.
