CHARLESTON, West Virginia (October 1, 2008) – Governor Joe Manchin, via teleconference, congratulated West Virginia Lottery Director John Musgrave for his election as president of the North American Association of State and Provincial Lotteries.
The association represents 51 state and provincial lotteries in the U.S., Canada, Mexico and the Caribbean.
Musgrave was elected Friday at the association's annual conference in Philadelphia.
