The Jamaica Lottery Company Limited ("JLC")
is a privately held Jamaican company licensed by the government of Jamaica to
conduct lottery games of chance under the auspices of the Betting Gaming &
Lotteries Commission. The JLC started selling Instant scratch and win games
back in the early 90's. On November 19, 1994, the JLC launched its land-based
electronic system with the globally popular Lotto game. In May of 1997, the JLC
launched a daily 3-digit game currently called Pick 3. Today the JLC has over
600 land-based on-line retailers selling over 1.8 million plays per week
equaling over 508,000 weekly consumer visits. On October 25, 1999 the
Jamaica Lottery Company Limited entered into an historic and groundbreaking
partnership with eLottery, Inc of Norwalk, CT USA (NASDAQ symbol ELOT)

products and services on the Internet. The JLC is a member of the
North American Association of State and
Provincial Lotteries ("NASPL") www.naspl.org and one of the few lottery
organizations outside North America to have membership in this highly
recognized organization. The JLC is also the first NASPL member to offer its
products and services on the Internet making this an historic event for its
