The foundation exploitation Dutch state
lottery (SENS) has been set up in 1992, and organises the current state
lottery. Moreover SENS have been entitled other organise lotteries. In
1726, the preamble of the state lottery became, the Generaliteitsloterij set
up. Lotteries were in that time a method much by sub-national authorities used
for the financial resources what on at vijzelen. In that year it was decided
all these different add lotteries in a collective lottery. A question was
written out for ideas for this lottery. The proposal of Adolf Huske became, has
been calculated, as a winner designated. Its idea was rewarded with 500
guilders. In 1848, the name was changed of the Generaliteitsloterij in Dutch

current state lottery is the largest lottery of the Netherlands, with a total
turnover of 737.6 million Euro in 2006. Beside the monthly state lottery the
foundation organises also a weekly lottery under the name Dayzers. Once per
year SENS organise the new year's eve lottery. Finally the SENS sell access
cards for football games, concerts, actions and other events by means of
Ticketbox. On 24 January 2007 it has been announced that by July 1,2008 the
ticketingactiviteiten are struck. The Dutch state lottery has approximately
140 employees in service. The company turned in 2006 482.3 million Euro to
price money and carried out 138.8 million Euro finished to the ministry of
finances. The common profit of the state lottery , amounted to Dayzersand
Ticketbox hereafter 9.0 million Euro.

Dutch court, in a 'summary proceeding', dismissed the objection of the
SponsorLottery (www.sponsorloterij.nl) to the launch of
the 'Dayzers' lottery by the Statelottery (www.staatsloterij.nl). Both lottery
operators clashed on August 14th, 2001, in a Court in the Hague concerning the
newly launched weekly lottery 'Dayzers' (www.dayzers.nl), operated by the
StateLottery. The SponsorLottery, operated by Novamedia, wanted the court
to stop Dayzers' lottery activities and face a penalty of ten million NLG* for
each weekly draw. The first draw already took place on August 11th, 2001.
In the Spring of 1998 the StateLottery tried to launch a birthday lottery,
which was halted by a court case decision instituted by the SponsorLottery.
Later a higher court decided that the Birthday Lottery could start their
activities. However, the SponsorLottery subsequently appealed to the highest
court in The Netherlands. Under pressure from the Dutch government both parties
agreed not to start a new lottery before the Parliament could discuss changes
to the Lottery Act. Unfortunately, the Parliament has postponed the hearing on
a new, more liberal Lottery Act on several occasions. This has triggered the
StateLottery to anticipate on the possible future legal changes, and to launch
the Dayzers lottery without waiting for the outcome of the Government's
deliberations. Now the discussions in the Dutch Parliament have been scheduled
for November. It is clear that the verdict announced by the Dutch court is
borne by the Dutch Competition Law, which states that agreements can be
declared null and void when two companies make agreements to limit a (gaming)
market. And that is what the both parties did! New jurisprudence for the
EU-members? In a written statement the SponsorLottery has declared that

Dutch Lotteries go to War Over New Lottery

Journalist THE NETHERLANDS (July 26th, 2001) -- Today the Dutch
SponsorLottery will subpoena the Statelottery in a summary proceeding to stop
their newly launched weekly 'Dayzers' lottery. The SponsorLottery, operated by
Novamedia (which also manages the National PostcodeLottery) took the legal
action because it believes that there was a gentlemen's agreement in place with
the StateLottery not to start this type of lottery. The first draw of
Dayzers is scheduled to take place on August 11th. With Dayzers the date of
one's birthday, wedding day or any other lucky day is the unique lotnumber. The
PostcodeLottery had such a lottery in preparation under the name Game of
Chance. Gaming stays a look-alike industry... Three
years ago the Dutch StateLottery started a similar lottery called 'Birthday
Lottery'. The tickets were printed, the promotional TV programmes were being
broadcast, then just before the actual launch, the competitor of the
StateLottery, the good causes NationalPostcodeLottery (www.postcodeloterij.nl),
took the matter to court. The PostcodeLottery claimed that:
- they (The SponsorLottery) had registered the name
and idea of the 'Day of Chance';
- the introduction of a new lottery would unbalance
the Dutch lottery market (and indirectly the beneficiaries);
- unfair competition by the Dutch State.
The first court case was won by the
PostCodeLottery and the StateLottery had to stop all its activities in relation
to the 'Birthday Lottery'. Later the Statelottery won the appeal against the
earlier court's decision. However, the PostcodeLottery subsequently appealed to
the Supreme Court. Since the summer of 2000 both operators undertook a
gentlemen's agreement that both parties would not start another lottery until
new legislation was introduced. This agreement took place in the presence of
two under ministers (Finance & Justice). Consequently, the PostcodeLottery
stopped all legal action against the StateLottery. Now, without the
permission of and/or contacting The Netherlands Gaming Control Board, which is
an independent advisory body in respect of the Dutch gaming monopolies, the
Dutch State gave a license for the Dayzers lottery. And once again a Dutch
judge has to decide in another court case how to resolve another feud in the

Organisations Are at Odds Again By

Industry Journalist THE NETHERLANDS (March 9th, 2001) -- In a
press bulletin the Dutch Lotto organization (www.lotto.nl) proudly proclaims: "On just one
1.50 NLG* Lotto-ticket, one lotto-player has won a record prize of 21 million
NLG". This took place on Saturday March 3rd, 2001, when the Lotto Jackpot was
drawn. The press bulletin continues: "Never before in Dutch lottery history has
just one player received such a huge amount". "Nonsense", said Statelottery
(www.staatsloterij.com) spokesman
Anne de Lange. "In 1999 one Statelottery Jackpot prizewinner received 18.5
million NLG net. Prizes won in the Dutch Lotto are subject to a lottery tax
deduction of 25%. Prizes of the Statelottery are not subject to lottery tax
deduction. So, this lotto prizewinner wins 21 million minus 25%, which adds up
to only 15.75 million and that is 2.75 million less than the highest prize ever
paid out in Dutch lottery history by the Statelottery and not the Lotto!"
This is the latest shot in the feud between the two Dutch WLA-members, the
Lotto and the Statelottery, who are involved in a stone-hard competition. It
all started last December when the StateLottery tried to stop Lottos 'End of
the Year Lotto'. The court in Rotterdam decided then that the Dutch 'Lotto'
organisation was allowed to use the lottery names EindeJaarsLot (End of the
Year Lot) and EindeJaarsLotto (End of the Year Lotto). The Staatsloterij filed
a complaint against the 'Lotto' claiming that the Lotto's game names were
causing confusion among lottery players'. The StateLottery has organised the
OudeJaarsLoterij (NewYears EveLottery) every year since 1992. But, this was the
first year there has been a Lotto 'End of the year Lotto' draw. The
StateLottery in the meantime appealed to a higher court. By the way, the
winner of the Lotto's Jackpot of 21 million NLG (or according to the
StateLottery 15.75 million NLG), a woman from Amsterdam, informed the Lotto six
days (March 9th) after the draw.
She said she would like 'to keep it to
herself for a while', so stated the Lotto's press bulletin. If the player had
only selected the correct numbers (in this case: 9,14, 34, 38 and 43) she would
have only won one million NLG. Selecting the winning colour (yellow) brought in

Journalist THE NETHERLANDS (January 22, 2001) -- The feud between
the two Dutch WLA-members, the Lotto (www.lotto.nl) and the StateLottery (www.staatsloterij.nl) continues in the
Dutch media. It all started last December when the StateLottery tried to stop
Lottos 'End of the Year Lotto'. The court in Rotterdam decided that the Dutch
'Lotto' organisation was allowed to use the game names EindeJaarsLot (End of
the Year Lot) and EindeJaarsLotto (End of the Year Lotto). The
Staatsloterij filed a complaint against the 'Lotto' claiming that the Lotto's
game names were causing confusion among lottery players'. The StateLottery
has organised the OudeJaarsLoterij (NewYears EveLottery) every year since 1992.

Euroscratch.com Convicted of Illegal (online)

Industry Journalist THE NETHERLANDS (January 17, 2001) -- The
court in The Hague today convicted the Dutch online scratchcard organisation
'www.euroscratch.com' and ordered the company to stop all their activities
immediately. The 'Stichting Nationale Instant-Loterij' (Foundation National
Instant Lottery, www.lotto.nl) and the 'Stichting de Nationale Sporttotalisator
(National Sports Toto, www.lotto.nl), WLA-member(s), were the plaintiffs.
The plaintiffs claimed that Euroscratch, owned by the Dutch company '101
The Netherlands B.V.' should cease immediately with:
- offering or promoting scratch card or other instant
lotteries, including offering or promoting such lotteries via the Euroscratch
website or via any other website, on penalty of paying a penal sum off NLG
10,000 a day;
- offering of sports betting via Euroscratch website
or via any other website, on penalty of paying a penal sum off NLG 10,000 a
day;
- using the name 'Karel Kras' and the email address
karel@krassen.com on penalty of paying a penal sum off NLG 5,000 a day;
The decision of the President of the court, mr.
Von Maltzahn, was:
- Euroscratch should stop, within 20 days, to offer
or promote the scratch lotteries or other instant lotteries via the Euroscratch
website or any other website, or by any other way, directly or indirectly;
- Euroscratch should stop, within 20 days, to offer
sports betting via the Euroscratch website or any other website, or by any
other way, directly or indirectly.
If Euroscratch does not stop their activities as
described above within 20 days, they have to pay a penalty sum of NLG 10,000 a
day;
- Euroscratch should stop immediately using the
e-mail address karel@krassen.com and every other use of a registered trade mark
that looks like a brand of the plaintiff.
If Euroscratch does not stop immediately their
activities as described above, they have to pay a penalty sum of NLG 5,000 a
day. (1 Euro = 2,2 NLG.) One of the two general managers of Euroscratch,
Mr. Hans Huigsloot, declared after the courts' decision: "At least we have
twenty days to appeal for a higher court and we have enough time to think of
something spectacular to say goodbye. Watch our website! We can not understand
that a Dutch court is protecting a monopoly and is creating a situation that
anyone in The Netherlands can gamble on line with a foreign country operator
but not with a Dutch operator". "Euroscratch never thought of working from
a Lottery haven. We can work anywhere in the world and make a lot of money. For
years we informed the people of the Lotto on what we were doing. Regularly we
had contacts with them. We are a Dutch company, so why should we work from the
Caribbean. We developed the software, so you could scratch the electronic cards
on your computer screen by using your mouse. We worked for companies such as
Compaq, Dutchtone, Hot Orange, etc. We helped them to create traffic. And it
worked for them. The only thing we had was a concept, we were not operating
(free) betting ourselves. Now we are not even allowed to sell our concept and
software to anyone in the Whole Wide World. Well, let me tell you that we are
going to sell our scratch software concepts anyway", Huigsloot said. It
seems the matter will not end there! So, for sale the websites
'krassen.com', 'krassen.tv', 'euroscratch.com' and 'euroscratch.nl'.

Dutch StateLottery Returns Eight Million NLG
in Unclaimed Prizes to Players By

Industry Journalist. THE NETHERLANDS (January 2, 2001) -- The
Dutch StateLottery (Staatsloterij.nl)
will return unclaimed prizes from 1999 totaling 8 million NLG to its players.
This extra price money will be added to the forthcoming Jackpot, which will
raise the jackpot to 12 million NLG. The drawing will take place on January 30,
2001. (1 EURO = 2.20 NLG). This is the first time that unclaimed prize
money has been given back to Statelottery-players. Previously, all unclaimed
(expired tickets) prizes fell to the State. In 1997 the Dutch Chancellor of the
Exchequer received 6.472 million NLG and in 1998, 9.088 million NLG of
unclaimed Statelottery tickets. In 1999, 45.3 % of all players were
registered at the StateLottery organisation. According to the StateLottery
Spokesman, Anne de Lange: "This will be the first time that the unclaimed
prizes will be returned to our players. We are allowed to do this, because we
are celebrating our 275th birthday jubilee. However, given the strong lottery
competition in The Netherlands, we think it will be allowed for the coming
years as well". In 1444 the Dutch city of Utrecht successfully organized
the first official lottery, a tombola-Lottery. Other lotteries followed and the
betting organisations became more and more professional. In the 17th century
the Dutch copied the German Klassen-Lotteries and later they played with 10
Classes. In 1726 the Generaliteytsloterij was organized, which is considered to
