Public Corporation "Azerlotereya" was founded on the basis of Decree # 599 of 23 November 2001 of the President of Azerbaijan Republic to regulate the lottery activity in Azerbaijan Republic, provide the protection of the rights and legal interests of citizens, increase funds arrival to the state budget and strengthen the state supervision over the lottery activity.
According to this Decree the founder of Public Corporation "Azerlotereya" is the Ministry of Economic Development of Azerbaijan Republic.
In compliance with the Decree Public Corporation "Azerlotereya" is dealing with issue, organization and holding all types of lotteries (except the lotteries, providing goods selling and service rendering) in Azerbaijan Republic.
The State Committee on the Securities of Azerbaijan Republic carries out the state supervision over the issue, organization and holding the lotteries.
The Edict # 09 of 29 January 2002 of the Ministry of Economic Development of Azerbaijan Republic ratified the structure of the Corporation.
According to the Edict # 50 of 23 February 2003 of the head of the State Committee on the Securities under the auspices of the President of Azerbaijan Republic the rules, regulating the issue, organization and holding all types of lotteries by Public Corporation "Azerlotereya", were verified.
On the regular congress of Europe states Lottery and Toto Association, that was held in the capital of Czech Republic, Prague from 8 to 12 June of 2003, Public Corporation "Azerlotereya" was affiliated as a member to this Association.
Affiliation ceremony was held in the Head Assembly of Association on 11 June of 2003. As permanent members, 88 state lottery companies from different Europe countries took a part in this congress.
