Certificate of Achievement for Excellence in Financial
Reporting BATON ROUGE, Louisiana
(April 13, 2009) -- President Rose
Hudson announced that the Louisiana
Lottery Corporation has received the Certificate of Achievement for
Excellence in Financial Reporting for the 11th consecutive year from the
Government Finance Officers Association (GFOA) of the United States and Canada.
"This is a tremendous
accomplishment for a corporation that has built its foundation on maintaining
public trust and integrity," said Hudson. "I sincerely appreciate
the Lottery's finance team for continuing to reach these high standards of
excellence." According to the GFOA, the
Certificate of Achievement is the highest form of recognition in the area of
governmental accounting and financial reporting. This recognition
represents a significant accomplishment by a government entity and its
management. The association is a nonprofit group with
offices in Chicago and Washington, D.C., and serves about 16,000 government
financial professionals. The Louisiana Lottery
Corporation was created in 1991 as a quasi-state entity to generate revenue for
the state through the sale of a variety of entertaining lottery products.
According to the Louisiana constitution, 35 percent of all sales are
transferred to the state treasury to be used for the Minimum Foundation Program
that funds public education. The Lottery's 2008 fiscal year revenue topped
$376.7 million with more than $131.8 million transferred to the state.

Co-host Technology Workshop - Report
SYDNEY, NSW, Australia (April 9, 2009) -- The Gaming
Standards Association (GSA) and the Gaming Technologies Association (GTA)
co-hosted an important Gaming Communication Technology Workshop this week in
Sydney to review change and how Australasian jurisdictions might be affected.
The two day workshop was
attended by more than 50 technologists, regulators, suppliers and operator
representatives from around the Asia-Pacific region. A range of presentations
reviewed current technology frameworks, technology architecture contrasts and
the effect and impact of GSA standards. GSA President
Peter DeRaedt, was pleased with the workshop outcomes. "Our objective for this
workshop was achieved" he said. "We facilitate the development of open
communication standards and want to continue to bring together all parties
worldwide. This allows us to foster a closer collaboration and help move the
industry forward. Australia provides an important part of that global picture.
GSA standards create a landscape that drives innovation in a positive way."
GTA's Chief Executive Ross Ferrar said that the
attendance reflected the importance of communications technology and the high
level of interest in how recent developments might be applied. "GSA has
achieved outstanding progress in delivering open standards to the gaming data
communications sphere. The richness of information their implementation
delivers is an increasingly vital aspect of delivering great gaming technology
and meeting our various audiences' expectations" he said.
Participants agreed that the workshop provided valuable
information about GSA standards, prompted a great deal of worthwhile discussion

Lottery Posts Annual Financial Results
Small Gains in Traditional Lottery Games; Higher
Sales but Lower Profits in Video Gaming SCHENECTADY, New York (April 10, 2009) -- With a ninth
consecutive year of record sales, the New York
Lottery today announced the full-year, unaudited results for the 2008-09
fiscal year, which ended March 31. In the Traditional Lottery business, which
includes draw games such as Mega
Millions and Take 5, and scratch-off games such as Win-for-Life and
Cashword, the Lottery had sales of $6.7 billion and profits of $2.09 billion, a
ninth consecutive record year. Sales were up $21.9 million (0.3 percent) and
profits were up $34.2 million (1.7 percent) from fiscal year 2007-08.
In the Video Gaming
business, which includes casinos in Yonkers, Saratoga and six other locations
around the state, "Net Win" (total bets less prizes) was up 10.3 percent to
$965.1 million, but profit was down 9 percent to $457.9 million. The decline in
profit was due to a change in the legislated net win splits for facility
operators enacted in February 2008. Combining both
business lines, the Lottery generated $2.54 billion in aid to education, down
only $11.1 million (0.4 percent) from last year, again due to the change in
video gaming splits. All Lottery profits go to funding education in New York
and the Lottery's earnings represent over 12 percent of total state funding to
local school districts. "We're quite proud of this
year's results, especially given the weak economy and the constraints on the
Lottery's resources. With the state's challenging financial outlook, it's
critical that the Lottery continue to do its part in funding education,"
said Gordon Medenica, Director of the
Lottery. "While it's nice to report another strong year, sales weakened
considerably in the last quarter so we are focused on regaining our momentum
this year." Traditional Lottery:
Within the Traditional Lottery business, draw games' sales
were down 1.6 percent. Lotto was down 14.6 percent due to competition from Mega
Millions and a statutory low prize payout percentage (40 percent vs. 50 percent
for other draw games). Quick Draw was down 4.5 percent due to game maturity and
restrictions on retailer expansion. Win 4 was up 3 percent and Take 5 was up
2.7 percent due to an especially effective advertising campaign. In scratch-off
instant games, sales were up 2 percent, driven by a 12.6 percent increase in
sales for higher priced games, offset by a 1.7 percent decline in lower priced
games. Video Gaming: Within the Video Lottery business, net win was up
substantially at all casinos with the exception of Monticello Casino and
Raceway, which was down 8.5 percent due to competition from Pennsylvania.
Empire City at Yonkers, the newest, largest and fastest growing casino, saw its
net win increase 15.5 percent to $498.6 million. Batavia Downs, Tioga Downs and
Fairgrounds Gaming and Raceway were all up double digit percentages while
Vernon Downs and Finger Lakes Gaming and Racetrack were up 9.5 percent and 7.7
percent respectively. Saratoga Gaming and Raceway, the oldest of the state's
casinos, was up 2 percent, but it remained the second largest of the state's
casinos with $135.3 million in sales. Empire City generates more net win and
more profit than the other seven casinos combined, due to its size and
proximity to the New York City metro area. Where
Lottery Money Goes:
Overall, 96 percent of the
Lottery's record $7.66 billion in combined sales was returned to New Yorkers in
the form of prizes, aid to education, and commissions to independent
retailers: Prizes paid totaled $4 billion in
Traditional Lottery games. Of the $2.54 billion
earned for education, $2.09 billion was from Traditional Lottery games and
$457.9 million was from Video Gaming. Total
commissions paid to over 16,000 Traditional Lottery retailers and eight video
gaming facilities totaled $839 million. The Lottery paid $401 million in
commissions to Traditional Lottery retailers and $438 million in commissions to
video gaming facilities. The entire operation of the
Lottery, including advertising, marketing, printing, systems,
telecommunications, finance and administration, is funded from less than 4
percent of sales. About the New York Lottery and
Education Funding: Lottery revenue is distributed
to local school districts by the same statutory formula used to distribute
other state aid to education. It takes into account both a school district's
size and its income level; larger, lower-income school districts receive
proportionately larger shares of Lottery school funding.
The Lottery's ongoing commitment to education also
includes the awarding of more than 1,100 Leaders of Tomorrow (LOT) Scholarships
annually to high school students pursuing their higher education in New York

Lottery Named PRSA Silver Anvil Finalist
Super Teacher Program Among Two From Virginia
Nominated For Prestigious Award RICHMOND,
Virginia (April 13, 2009) -- The Virginia
Lottery announced today that it, along with the Virginia Parent Teachers
Association (PTA), The Supply Room Companies and Qorvis Communications, has
been named a 2009 Public Relations Society of America (PRSA) Silver Anvil
finalist for its 2008 "Super Teacher" awards program. The Virginia Lottery was
selected as one of 126 finalists out of nearly 900 entries nationwide, and is
one of only two organizations from the state of Virginia to receive this
honor.
This is the first time the
Virginia Lottery has been nominated for a national PRSA award. The prestigious
Silver Anvil award recognizes outstanding achievement in strategic public
relations and is considered the highest mark of success in the industry.
Candidates for the Silver Anvil have positively affected public opinion through

WMS to Directly Serve Central Determinant,

Prizes Properly Paid Lottery Conducts Checks in Eight
Communities DES MOINES, Iowa (April 10, 2009)
-- The Iowa Lottery has conducted another
round of unannounced security checks at Iowa retail locations to see how
winning tickets would be handled, and all prizes again were properly paid by
store personnel. Lottery personnel posing as customers
visited 14 randomly-selected retail locations Wednesday and Thursday in central
and western Iowa, presenting tickets for cashing that each had won prizes
ranging from $10 to $100. In every instance, the location paid the correct
amount. The latest round followed checks conducted by
the lottery in late February, when its investigators visited 126 Iowa retail
locations and presented 128 tickets for cashing. All prizes were paid correctly
that time as well.
Iowa Lottery CEO
Terry Rich said the retailer compliance
program has resulted in positive news for our state. "We will continue these checks as part of our focus on
security and integrity," Rich said. "There have been problems involving
lottery-ticket redemption outside Iowa, and we must remain vigilant against
that here." In Minnesota, eight people who worked
at retail locations were charged with felony lottery fraud after retail
compliance checks by the Minnesota Lottery in December and January.
Investigators said each of the clerks kept a winning ticket they were presented
and attempted to claim the prize themselves. And this
year in California, more than two dozen people working at retail outlets have
been arrested for the grand theft of winning lottery tickets as part of checks
by the California Lottery. All of the
California suspects were accused of cheating lottery customers.
Rich said the Iowa Lottery varied its approach in its
latest checks. In February, lottery security investigators, all of whom were
men, posed as the customers. In the latest checks, investigators oversaw the
process, but female lottery employees posed as the customers and presented the
tickets for cashing. Rich said it's important for the
lottery to cover a range of scenarios as part of its work.
"Players must be confident that they'll be paid all
prizes they have won," Rich said. "They must know that the lottery's
games are fair and secure. And retailers must follow the rules. Our ongoing
checks will help accomplish those goals." During
the February checks, about half the retail locations visited did not require
that lottery tickets be signed before cashing them. Rich said the lottery has
been working to educate retailers and the public about the importance of
signatures on lottery tickets, and there was improvement in that area in the
latest checks. About a quarter of the retailers failed to require a signature
this time. Rich said the lottery will visit those
locations to inform them that ongoing violations will not be tolerated.
"I want to again emphasize that the easiest way for
people to protect themselves is by signing their ticket as soon as they
purchase it," Rich said. "A signature on a lottery ticket identifies it
as belonging to the person who has signed it. That provides protection and
avoids confusion for all those involved in the validation process. Consumers
should protect themselves by signing their tickets and retailers should check
for that signature." Over the past few years, the
Iowa Lottery has increased its focus on lottery security in a variety of ways.
In January 2007, the lottery held a joint news conference with the Attorney
General's Office to warn Iowans about lottery scams. The Lottery also enhanced
the player security information it offered on its Web site (visit
www.ialottery.com and click on
"Player Security" to learn more).
In 2008, the lottery
instituted two other security enhancements, requiring that tickets be signed on
the back before they can be checked or cashed; and that receipts be printed for
all lotto and instant-scratch tickets that are checked or cashed. Two receipts
are printed â one for the retailer and one for the lottery
player â that show the results of a particular ticket and
whether it has won a prize. Receipts are not involved for pull-tab tickets, as
the amount of any pull-tab prize won is already printed on the ticket.
Rich said the Iowa Lottery is a leader in consumer
protection, and it will not compromise on the issue. "Our increased focus on that area over the past few years
is designed to protect against even the possibility of fraud," he said.
Rich said the lottery will continue periodic, random
checks of ticket validation. The retailers visited by
the lottery this week included a mix of businesses in Denison, Carroll,
Jefferson, Fort Dodge, Hampton, Story City, West Des Moines and Des Moines.

470-page La Fleurs 2009 World Lottery Almanac is now
available. Now in its 17th edition of printing, the World Lottery Almanac is
the complete reference source on the $227 billion worldwide lottery industry.
The co-publishers are Terri and Bruce La Fleur. The book costs USD$595 plus

features a Fast Facts compilation of data on North American
lotteries, including startup history, guide to product mix, government profits
earmarking, lotto matrices, worldwide lotto matrices, top lotto jackpots and
video lottery terminal guide.
Section II
features four-page profiles on 44 U.S., five Canadian and six Australasian
lotteries. Each profile traces the lotterys calendar 2008 versus 2007
sales by game (instant, 3-digit, 4-digit, lotto, cash lotto, keno, VLTs, niche
games), its calendar 2008, 2007 and 2006 instant sales by price point ($1, $2,
$3, $4, $5, $7, $10, $20) and its projected fiscal 2009 versus fiscal 2008 ad
budgets by media and by game. Each profile tracks the lotterys five-year
annual sales by game from fiscal 2004 through fiscal 2008. Each profile
features the number and the percentage of total, instant and online retailers
by type of business, plus each retailers fiscal 2008 total, instant and
online sales. Section III is divided
into seven chapters: worldwide lottery sales; fiscal 2008 sales, profit and
expense analysis; the retailer network; ad expenditures; historical analysis;
contractor survey; and calendar 2008 U.S. lotteries weekly sales by game.
The worldwide lottery sales chapter tracks calendar 2008 traditional game sales
and VLT net machine income in local currency and converted to U.S. currency for
178 lotteries worldwide, including rankings by total and per capita sales for
instant, lotto, total, keno, toto and draw games. There is a separate section
on VLT net machine income rankings. The historical
analysis section features the U.S., Canadian and Australian lotteries
annual sales by year for the past decade for instant, pull-tab, 3-digit
numbers, 4-digit numbers, in-state and bloc lotto, keno and video lottery
terminals. The contractor guide features a monetary
guide to U.S. lotteries instant ticket and online system contracts. In
addition, there is a worldwide guide to instant printers, online system and VLT
vendors contracts by lottery organization. The appendix includes a

Products Competition RENO, Nevada (April 14,
2009) -- Industry-leader International Game
Technology (IGT) has been recognized in two award programs honoring the
best technologies in gaming. The Public Gaming Research Institute named IGT's

category. Industry professionals from almost every lottery state in the U.S.
attended the conference. This award has evolved into a reference guide for
