Illinois
Lottery Releases New MS Ticket, Dash! For Cash
More than $1.4 million generated to fund multiple
sclerosis research CHICAGO, Illinois, USA
(April 6, 2009) -- The Illinois Lottery
is encouraging the public to continue their support for MS education and
awareness by purchasing the newest $2 instant ticket called "Dash! For
Cash." On March 4, 2009, the Lottery released "Dash! For Cash" to
continue the "movement" to "scratch-out" multiple sclerosis.
"Dash! For Cash" is the second instant game created to support the
nation's first-ever lottery ticket where 100 percent of the net proceeds are
used to help create a world free of MS.
"To date, the first MS
ticket has generated more than $1.4 million," said Illinois Lottery Acting
Superintendent Jodie Winnett. "We are encouraging our current player base to
purchase this ticket, and new players to support this cause as well."
Activists from the National MS Society, Greater Illinois
and Gateway Area chapters, which represent more than 20,000 people in Illinois,
helped change the way legislators view multiple sclerosis. The new ticket will
provide funding for the Illinois Multiple Sclerosis Research Fund. The
earmarked funds from the sale of "Dash! For Cash" instant tickets will
support much needed research that will help us provide better care through
understanding the disease and some day discover a cure.
Multiple sclerosis is an unpredictable neurological
disease that interrupts the flow of information between the brain and the rest
of the body, and can severely limit an individual's ability to move. There are
at least 400,000 Americans living with MS, and every week about 200 new people
are diagnosed with the disease -- more than one person an hour. Approximately
20,000 people and their families are living with multiple sclerosis in
Illinois. "The National MS Society is 100 percent
committed to finding a cure for MS," said National MS Society, Greater
Illinois Chapter President, Lynda Chott. "The proceeds from this Lottery
ticket will fund MS research projects in Illinois and we are looking forward to
funding crucial research through the success of this new ticket."
Treatment for multiple sclerosis is expensive and a
significant portion of a family's income is consumed by care giving, hospital
and physicians costs, medication, long-term care, assistive devices and
equipment. The average treatment cost for someone living with MS is $69,118
annually.
The Illinois General
Assembly will continue to appropriate proceeds from "Dash! For Cash"
ticket sales to the Department of Public Health and the National MS Society,
which in turn, will award grants to organizations conducting MS research in
Illinois. All grants funded by the ticket's revenue have and will continue to
be reviewed and approved by the National MS Society's Research Programs
Advisory Committee, a panel that includes 75 leading scientists, physicians and
other professionals from virtually every field related to MS.
"Dash! For Cash" is available at various Illinois
Lottery retailer locations across the state. Each ticket costs $2 and offers
four top prizes of $20,000. The odds for this ticket are 1 in 4.15 and give
players two ways to play by matching YOUR NUMBERS to either WINNING NUMBER or
get a RUNNER to win a prize automatically. For more
information regarding "Dash! For Cash," please visit the Illinois
Lottery Web site at www.illinoislottery.com or for more

SCEL. Colorado Lottery Launches New Instant Jackpot
Scratch Games DENVER, Colorado,
USA (April 6, 2009) -- Passionate about Powerball, but never played Scratch?
Well, a new line of Colorado Lottery
games aims to change that, giving lovers of the Lotterys Jackpot games
the opportunity to play their favorite games in Scratch form. Instant Cash 5, A
Lotto Cash and Instant Powerball hit shelves today, marking the first time the
Lottery has offered Scratch tickets based off of traditional jackpot drawing
games.
The new Scratch games are
structured like their Jackpot counterparts, requiring players to match between
2 and 6 numbers to qualify for a prize. Priced at $1, the Instant Cash 5 game
includes a $20,000 top prize; $3 A Lotto Cash contains a $50,000 top prize and
Instant Powerball costs $5 and offers a $100,000 top prize. The Powerball

chance to multiply their prize by as much as five times.
These games offer a great opportunity for us.
Were giving our Scratch players a chance to experience the Jackpot games
and introducing fans of our Jackpot games to Scratch, said Colorado
Lottery Director Jack Boehm.
Boehm noted that 37 percent of the population in Colorado
plays Powerball, but only 16 percent of that group play Scratch games.

percent of those Scratch players play one or more of the Lotterys jackpot
games. Were really hoping that our
players whether theyre loyal to Scratch or the Jackpot games -
will experiment and try something new, Boehm said.
Proceeds from Scratch, Powerball, Lotto and Cash 5 stay in
Colorado to improve the quality of life in the state. Through Great Outdoors
Colorado, the Conservation Trust Fund and Colorado State Parks, the Lottery has
provided more than $2 billion in funding since 1983 to build new trails,

Twenty People
Win Unique Prize From the Virginia Lottery: $50,000 Virginia College Savings
Plan Scholarships RICHMOND,
Virginia (April 8, 2009) -- Imagine buying a lottery ticket and ending up with
the prize of an education. Twenty Virginia
Lottery players have done just that. Each won a $50,000 account in the
Virginia Education Savings Trust (VEST), a 529 program administered by the
Virginia College Savings Plan.

The winners, who may use
their scholarship prizes to help pay for higher education for themselves or a
beneficiary, were drawn in the Virginia Lottery's 20th Birthday Match 3
Scholarship Sweepstakes. More than 140,000 non-winning Match 3 tickets were
entered in the sweepstakes. The drawing was held on March 4.
"We are delighted that a Virginia Lottery prize will be
able to assist in an education for so many people," said Virginia Lottery
Executive Director Paula I. Otto.
"Since the Lottery has a vested interest in funding education in the
Commonwealth, this first-of-its-kind lottery prize seemed like a natural
fit." The Virginia Lottery will fund the
scholarship prizes and representatives of the Virginia College Savings Plan
will assist each winner and his or her designated beneficiary or beneficiaries.
They will be eligible to use the funds for tuition, fees, textbooks, supplies
and other qualified higher education expenses. "We
look forward to working with the VEST scholarship winners and to sharing
information on VEST and how it helps families save -- and later spend -- funds
for higher education," said Mary G. Morris, Executive Director of the
Virginia College Savings Plan. "VEST is affordable and flexible and provides
a number of investment options." VEST is an IRS
Section 529 qualified tuition program open to any U.S. citizen or legal
resident, and account proceeds may be applied to the costs of attending
eligible public and private universities, community colleges and technical
schools worldwide.

VEST is one of Virginia's
four 529 college savings programs designed to help individuals and families
save for college through tax-advantaged accounts in which funds grow tax-free,
distributions for qualified higher education expenses are tax-free and Virginia
taxpayers receive state income tax deductions for contributions.
For information about VEST and the Virginia College
Savings Plan -- the country's largest 529 plan with more than 1.9 million
account owners and assets under management of about $20 billion -- go to
www.Virginia529.com.
Nearly 95 cents of each dollar spent on the Virginia
Lottery by players goes back to the Commonwealth in the form of contributions
to education, prizes and retailer commissions. Since 1999, all Virginia Lottery
profits have been designated solely to K-12 public school education in the
Commonwealth. In that time, the Lottery has turned over more than $4 billion
for Virginia's public schools. The latest annual profits of $455 million
currently represent about 6 percent of state funding for public education in
Virginia. In 20 years, the Lottery has sold more than $20 billion in tickets,
awarded more than $1 billion in retailer commissions and paid more than $10.9
billion in prizes to players. For more information,

Gambling
Commission Response to Hampton Review on more Effective
Regulation BIRMINGHAM, UK (April
7, 2009) -- The UK Gambling Commission has
welcomed a report published today, from a review which supports its plans to be
a more effective regulator, particularly in the area of risk assessment. The
review took place in October last year at the end of the Commissions
first full year of operation, as part of the Governments better
regulation agenda, following the 2005 Hampton report: Reducing administrative
burdens: effective inspection and enforcement. The
report, published by the Department for Business, Enterprise & Regulatory
Reform (BERR), makes a number of recommendations, which the Commission accepts,
for improving its approach and ensuring that it becomes fully compliant with
the Hampton principles. Among these are improving the use of intelligence and
risk analysis, better focus on outcomes, and being clearer about its
responsibilities with regard to the economic vitality of its regulated sector.
There was praise for the Commissions employees in their dealings with
individual businesses, as well as recognition for some imaginative ways of
communicating with harder-to-reach operators, for example, by text messaging.
Jenny Williams, Chief
Executive of the Gambling Commission, said: The Commission welcomes this report and accepts its
recommendations, which support the approach and arrangements that we are
already developing. The report recognises that we were reviewed at a very early
stage in our development and, inevitably, the findings reflect that. We are
committed to the principles of better regulation and we are pleased to note the
reports overall conclusion that, if current plans are successfully
implemented, we should be in a strong position to demonstrate the Hampton
characteristics throughout our work. We
have made considerable progress, recognised by the Review Team, in a number of
areas such as: developing extensive procedures for consultation
and engagement with businesses our employees showing a strong customer-focussed
approach and developing convincing plans to put risk assessment at the heart of
our work as a regulator. But we need to
do more to explain to our licensees and other stakeholders the rationale for
our data and other requirements; to develop our capacity to assess the impact
of our regulatory actions; and to clarify and strengthen the way in which we
work with local licensing authorities. We accept that some of the concern
expressed by licensees stemmed from unrealistic expectations and insufficient
understanding which we need to address. We have been working on this since the
review was completed last October. Our
response reflects our concern to address issues affecting the achievement of
full Hampton compliance early on, so that we can continue to improve and
develop our relationships with the industry and other stakeholders while
pursuing our statutory objectives. Click
