UK Gambling
Commission
The National Lottery Commission's role is to monitor
the UK National Lottery and report on the performance of Camelot (the
operator), and to enforce its licence. It also selects the operator of the
lottery. The Commission does not handle any applications for lottery funds
or distribute any lottery money. It does not actually run the lottery. Its
website explains
the Commission's work in detail and provides general information about the
National Lottery. The Commission was set up on 1 April 1999 to replace the
predecessor body, the Office of the National Lottery headed by the Director
General of the National Lottery. The five Commissioners are presently: Dr
Anne Wright CBE, Robert Foster, Brian Pomeroy, Timothy Hornsby and Sarah Thane.
No Commissioner can chair for longer than one year at a time.
- Dr Anne Wright CBE is Chair of the
National Lottery Commission. She is also Director of AWA Ltd, an educational
consultancy which advises Government and academia. Among her current
assignments are e-learning consultant to the Department for Education and
Skills. She holds a number of non-executive roles including Member of the Armed
Forces Pay Review Body and Board Member, English Partnerships. Former posts
include Chief Executive of the University for Industry and Vice-chancellor of
the University of Sunderland.
- Robert Foster was until September
2004, Chief Executive of the Competition Commission. He has also held a number
of senior posts in Whitehall including responsibility for the Department of
Trade and Industry's innovation expenditure and Director of Aerospace and
Defence Industries. He has handled major projects including the planning and
setting up of the Office of Science and Technology, and chairing the Project
Board of the PFI Project to rebuild the National Physical Laboratory.
Previously he was an engineering manager in the telecommunications and
electronics industries. He holds a number of Non-Executive Director
appointments including the board of King's College Hospital NHS Trust, the
Jersey Competition Regulatory Authority, and is a member of the Advisory
Council of Oxford Capital Partners.
- Brian Pomeroy CBE chaired the
Commission from 16 October 2002 to 15 October 2003 and also during its first
year (1999 - 2000). He was Senior Partner at Deloitte Consulting and now holds
a number of public and non-executive appointments. He is Chairman of the
Treasury's Financial Inclusion Taskforce, a board member of the Audit
Commission and a director of the Social Market Foundation. He was formerly
Chairman of Centrepoint and of Homeless Link, the national organisation for the
homelessness sector. He was also an independent member of the Council of
Lloyd's and a member of the Pensions Protection & Investments Accreditation
Board.
- Timothy Hornsby was from 1995
until his retirement on March 23, 2001, Chief Executive of the National
Lotteries Charities Board (NLCB). Prior to this he was Chief Executive of the
Royal Borough of Kingston upon Thames from 1991 to 1995. He has held senior
appointments at HM Treasury and the Department of the Environment in a civil
service career spanning 1965 to 1991. He was also Director General of the
Nature Conservancy Council from 1988-1991. He is currently a Director of the
Charles Darwin Trust, Chair of the Harkness Fellows Association and Chair of
the Public Fundraising Regulatory Association.
- Sarah Thane CBE was appointed as a
National Lottery Commissioner in October. She is an independent consultant on
broadcasting regulation and is currently advising the BBC Governors on
regulatory and compliance matters. Prior to joining the Commission, Sarah was
Advisor, Content and Standards at Ofcom, the UK's communications regulator. She
has also spent time at the ITC, where she was Director of Programmes and
Advertising. Sarah is a non-executive director of Films of Record, an
independent film production company, and has recently been appointed a justice
of the peace in West Suffolk. She is a Fellow and former Chair of the Royal
Television Society.
The Commission's statutory duties
are:
- Ensuring the National Lottery and its games are run
and promoted with all due propriety;
- Protecting the interest of participants, and
subject to these; and
- Ensuring the most money is raised for good causes.

advised that the announcement of the Preferred Bidder for the third
UK National Lottery licence will take

The National Lottery Commission had originally planned to announce the
preferred bidder at the end of June but finally gave a date to announce the
