Agreement May Bring Powerball® To Texas
AUSTIN, Texas (October 12, 2009)
The Texas Lottery Commission
announced today that an agreement in principle has been reached between the
Mega Millions® consortium and the
Multi-State Lottery Association (MUSL) to
allow for the sale of both Mega
Millions and Powerball® tickets in all
U.S. lottery jurisdictions. Texas is a member of Mega Millions, which is
currently offered in 12 states. Powerball is currently available in 33 other
lotteries (31 states plus the District of Columbia and U.S. Virgin Islands).
This agreement is the
result of several joint meetings that Texas has participated in to discuss the
potential of selling both Mega Millions and Powerball in all U.S.
lotteries, said Texas Lottery Deputy Executive Director Gary Grief.
While we are pleased that an agreement has been reached, there is
still much work to be done and any projection of additional revenue that Texas
may realize from the sale of Powerball tickets would be premature at this
time.
However, allowing state
lotteries to sell both Powerball and Mega Millions will obviously create more
winners and generate incremental growth in revenue for the good causes that
lotteries are established to support, such as the Foundation School Fund here
in Texas, Grief said.
State law in Texas allows the Texas
Lottery to join more than one multi-jurisdictional game.
No firm date has been set for the
introduction of Powerball in Texas, although it is hoped that it could be in
early 2010.

Launch of New Game In Malaysia, Technologically Powered By

OCR Readers and PIN Pads at SAZKA Terminals
PRAGUE, Czech Republic (October 8,
2009) - SAZKA, a.s. has launched a project
to equip its on-line terminals with OCR readers and PIN Pads.
While OCR readers are designed to
identify data in machine readable zones (MRZ), which are, for example, used in
ID cards and passports, the PIN Pad not only allows entering security codes, it
can also read magnetic and chip cards of both contact and contactless
types.
SAZKA will use the OCR readers and
the PIN Pads for its responsible gaming support to verify players age
and, if the relevant legislation passes, to check what are known as the
player cards, which will prevent recipients of social
security benefits, debtors and people who are prohibited from gambling by court
or those who voluntarily decide not to gamble from playing games of chance.
Also, the OCR readers and the PIN
Pads will be largely used in the SAZKA Club loyalty scheme, which SAZKA is
planning to launch in the autumn of this year. The readers will be used for
registering new members of the Club or for deposits and withdrawals of cash.
The keypad will enhance Club members convenience when these players buy

Rhode Island Lottery Receives Highest Governmental
Recognition
CRANSTON, Rhode Island (October 8,
2009) -- The Rhode Island Lottery, the
states third largest source of revenue, was recognized by an independent
auditing association for maintaining its high standards in accounting and
financial reporting.
The Certificate of Achievement for
Excellence in Financial Reporting was awarded to the Rhode Island Lottery by
the Government Finance Officers Association of the United States and Canada
(GFOA) for its comprehensive annual financial report (CAFR) for the fiscal year
that ended June 30, 2008.
After being reviewed by an impartial
panel of auditing professionals, the Rhode Island Lottery earned the award for
demonstrating a spirit of full disclosure to clearly
communicate its financial story and motivate the public and others to use the
report for research and other uses.
In addition to the business and

New Online Help For Problem Gambling
TASMANIA, Australia (October 8,
2009) - Tasmania today joined other States and Territories in the national
launch of a world-first online gambling counselling and support service.
Launching Gambling Help Online in
Hobart, the Minister for Human Services, Lin Thorp, said the new service would
give Tasmanians who had issues with problem gambling the option of getting help
online should they be unable or reluctant to do so face-to-face.
She said the State Government,
through the Gambling Support Program, had been a keen supporter of, and
contributor to, the development of the new service.
Gambling Help Online is an
initiative of the Ministerial Council on Gambling and is funded as part of an
agreement between all State and Territory governments and the Australian
Government.
Ms Thorp said the new service had
been developed after extensive research.
Gambling Help Online is the first of
its type to provide:
- 24 hour/7 day free and
confidential live chat. email counselling and support services;
- Professional counsellors with
expertise in problem gambling and online services;
- The option to seek assistance
anonymously, or to register with the service to keep a record of online
discussions;
- Integration with State based 24/7
telephone services and face-to-face counselling operated by the Break Even
Network, and Extensive website content, information and web links for
additional self-help and information.
We are living in an online
world, and this is a fantastic new resource that will complement the range of
existing services available to respond to problem gambling issues, Ms
Thorp said
It will provide Tasmanians
with a new opportunity to access counselling and information services when they
are unable or reluctant to do so face-to-face.
Ms Thorp said making a decision to
seek help about problem gambling could be difficult and at times it was hard to
know where to start.
Gambling Help Online allows
gamblers and their families to talk about the impact gambling has on their life
in a safe, confidential and non-threatening environment.
Problem gambling is
all-too-often a hidden problem many regular gamblers grapple with
gambling among other issues they may have.

-- One of the favourable additional consequences of the Finnish gaming system
is that it generates significant profit for the good causes.

In recent months, however, rather
than focusing on these one billion euros, the media have paid more attention to
the euros that have been channeled to the election campaigns of political
parties. In the election funding furore, the question is one of principle, not
one of money.
Veikkaus has not been in the
headlines during the election funding furore; the fact that we have not been
involved in the muddle was not, in fact, even included in a comprehensive theme
article an important newspaper published about the practices complied with in
all of the State-owned companies. Although it seems that almost no
stone has been left unturned in the election funding row, let me take this
opportunity to repeat the facts from Veikkaus point of view:
Veikkaus does not distribute its
profits to the beneficiaries, nor does it participate in the drafting of the
proposals on fund allocation. We return our total proceeds to the Ministry of
Education which makes decisions on how the proceeds should be used. Our
marketing cooperation, i.e. sponsorship activities, supports our business
operations and always takes place in exchange for valuable consideration.
Further, we already decided at the beginning of the decade, when the new
election campaign funding methods were introduced, that we would not take part
in election seminars, nor would we purchase works of art sold in order to
support electoral activities.

NC Education Lottery to Consider Joining Mega
Millions
RALEIGH, North Carolina (October 13,
2009) -- The North Carolina
Education Lottery (NCEL) has the opportunity to add another national
lottery game to players. The Mega
Millions consortium and Multi-state Lottery Association (MUSL) have conducted
several joint meetings to discuss the potential of cross-selling
Mega Millions and
Powerball in all U.S. lottery
jurisdictions.
On Oct. 7, MUSL and Mega Millions
reached an agreement in principle to begin the process for implementation as
early as next calendar year 2010, and to work toward the development and
implementation of a national lottery game, with an anticipated launch date of
late fall 2010.
States that currently sell Powerball
and other lottery products will have the opportunity to begin offering Mega
Millions tickets to their players via authorized lottery retailers, pending the
approval of each jurisdictions governing body. As a result of this
agreement, Mega Millions states will then be able to offer the Powerball game
to complement their existing game mix. After several studies and by listening
to lottery players throughout the United States, it was clear that allowing
state lotteries to sell both Powerball and Mega Millions should create more
winners, which is expected to result in incremental growth in revenue for the
good causes that lotteries were established to support. Powerball drawings are
held on Wednesday and Saturday nights. Mega Millions drawings are held on
Tuesday and Friday nights.
This would be a wonderful
opportunity for North Carolina players to participate in another large jackpot
game, said Tom
Shaheen, NCEL executive director and MUSL president. In addition,
it has the potential to increase funds raised for education.
The NCEL first joined Powerball May
30, 2006. Since inception, sales for Powerball in North Carolina have reached
over $793.3 million. The NCEL also has paid out a total of over $274.6 million
in Powerball prizes. North Carolina also has had two Powerball jackpot winners.

In June, Jeff Wilson of Kings
Mountain won $88.1 million. He elected to take the cash lump sum of $42.4
million, which after taxes was worth approximately $28.8 million. Jackie Alston
of Halifax hit the Powerball jackpot worth $74.4 million in November 2006. She
claimed her prize in February 2007 opting for the lump sum in cash prize of $36
million, which after taxes was worth approximately $24.5 million.
MUSL is a government-benefit,
non-profit association entirely owned and operated by its member lotteries to
facilitate the operation of multi-state games. Powerball is the
associations best-known game. Other games sold through the association

North American Association of
State and Provincial Lotteries (NASPL). Margaret was selected by her peers
during last week's NASPL '09 Annual Conference.

honor and responsibility," said DeFrancisco, who will serve a one-year term
in addition to her current role at the Georgia Lottery. "We are at a
crossroads in the industry with lotteries around the country and the world

progress with innovative ideas and forward thinking."
Under DeFrancisco's leadership, the
Georgia Lottery is the only traditional lottery in the U.S. to experience 11

One of DeFrancisco's goals as NASPL
president is to implement the monumental agreement to cross-sell Mega Millions
and Powerball in all U.S. lottery jurisdictions.

California Lottery picks a winner with Smartplays Origin
System
EDGEWATER PARK, New Jersey (October
15, 2009) - Flexible, compact, secure and cost effective. Its no wonder
the California Lottery
decided Smartplays Origin System was the best way to add more game

This week, Californias state
lottery contracted with Smartplay International, Inc. to replace their existing
Random Number Generation (RNG) system which they have used for many years. With

With the new equipment, California

animated directly from the new Origin System and be sent to the
lotterys satellite uplink for broadcast across the state. Their system
