and NewEngland Patriots are teaming up to offer the first Rhode Island Lottery
instant ticket branded by a professional sports team.
Patriots President Jonathan Kraft
joined Lottery Director Gerald Aubin on Friday to unveil the $5 ticket, which
offers a grand prize of $100,000 -- the highest cash prize ever for a $5
instant game and specialty prizes including Patriots season tickets and
VIP game packages.

Arkansas Lottery Went Live In 45 Days With
INTRALOT

-- Arkansas became the nations 44th lottery as Arkansans began buying
lottery tickets in their home state at 12.01am on September 28th. After
the first full day of sales more than $1.3 million tickets were sold and more

2009) - For the ninth consecutive year, the Missouri Lotterys accounting section
has received the Certificate of Achievement for Excellence in Financial
Reporting from the Government Finance Officers Association (GFOA) of the United
States and Canada for its comprehensive annual financial report (CAFR).

BCLC Lotto "Balls" Run Wild

(September 23, 2009) - Although the first official LOTTO MAX draw isn't set to
take place until this Friday evening, an unofficial "draw" took place
this (Wednesday) afternoon in downtown Vancouver.
To celebrate the launch of Canada's
newest national lottery game 49 BCLC
employees dressed up in LOTTO MAX ball costumes to run a foot race at 200
Granville Street next to Waterfront Station.
Representing the 49 LOTTO MAX
numbers available to play, the first seven of the balls to cross the finish
line were announced as the game's unofficial first "draw" results. Prizes were
awarded to bystanders with valid LOTTO MAX tickets that contained the number of
just one of the seven race winners.
"It was a great opportunity to
raise awareness and share our enthusiasm for LOTTO MAX with the public,"
said BCLC Communications Officer, Trevor Miller. "We hope British Columbians
will love this new game, which features bigger jackpots and more million dollar
prizes than any other game we've ever offered."
LOTTO MAX tickets went on sale at
lottery retail locations from coast to coast Saturday, September 19, 2009 with
a $10 million jackpot up for grabs this Friday, September 25.

Gaming Standards Association to Have Strong Presence at SAGSE and
Asian Gaming Regulation and Investment Summit
NEVADA, Las Vegas (September 23,
2009) -With its worldwide membership now at 70, the Gaming Standards
Association (GSA) is about to embark on a global tour that will
include major appearances at two key industry events.
First, GSA will have a stand at the
South American Gaming & Amusement Expo & Congress (SAGSE). The event
takes place September 30-October 2 in Buenos Aires at the Costa Salguero
Convention Center. GSA will be in stand #12 and will discuss its award-winning
protocol standards and their impact on global gaming operations.

President Peter DeRaedt will address Elcuentro Yogonet 09 on September 30.
DeRaedt will join Bart Shuldman of TransAct Technologies and Carlos Sanz of

New Gaming Machine Entitlement Payment Terms to Benefit

MELBOURNE, Victoria, Australia
(September 23, 2009) -- Clubs buying gaming machine entitlements in the 2009
Pre-Auction Club Offer or the 2010 gaming auction will benefit from an extended
interestfree payment period, Gaming Minister Tony Robinson announced
today.
Mr. Robinson said clubs would be
able to pay for their entitlements in 18 quarterly instalments of five per cent
of the total purchase price over four and a half years instead of 5.625 per
cent across four years.

The quarterly installments follow
two upfront payments of five per cent to be paid prior to entitlements coming
into operation.
The Brumby Labor Government
has introduced a fairer, community based venue-operator structure for the
Victorian gaming industry, delivering greater control to venues and giving them
the opportunity to derive a greater share of revenue from their business
operations from 2012, he said.
We recognise the
contribution clubs make to their local communities and have introduced these
new payment terms to give clubs every opportunity to participate in the
post-2012 gaming industry.
Mr. Robinson said these beneficial
payment terms were the latest initiative introduced by the Brumby Labor
Government to assist clubs transition to the new industry structure.
Other measures include:
- A progressive tax structure to
support venues with smaller revenues, including a tax-free threshold for
clubs;
- Separate venue operators
licences for hotels and clubs;
- A bona fides test on new
organisations seeking club entitlements, to ensure only genuine clubs bid for
entitlements;
- A cap on club entitlements of 420
entitlements per club; and
- Provisions discouraging
speculative bidding by taxing the sale of gaming machine entitlements at 75 per
cent of profit.
These safeguards will
protect clubs from commercial exploitation and ensure that only genuine bidders
interested in running gaming venues responsibly bid for entitlements,
Mr. Robinson said.
The current Ministerial Directions
determining the 50/50 split of gaming machines between clubs and hotels and the
minimum of 20 percent of machines for regional Victoria are also embedded in
the Gambling Regulation Act 2003.
Eligible clubs also have the
opportunity to pre-purchase gaming machine entitlements this year and/or
purchase entitlements in the full auction 2010.
The Brumby Labor Government
introduced a Pre-Auction Club Offer to assurance to every existing Victorian
club with gaming machines by giving them greater certainty in the current
economic climate, Mr. Robinson said.
Existing clubs with gaming
machines will have an option to buy up to a maximum of 40 gaming machine
entitlements or entitlements for the amount of machines they currently have,
whichever is less.
The price of a gaming
machine entitlement for a club will be based on a fixed percentage of the
average annual revenue per machine retained by the club in each venue.
If a club takes up the
preliminary entitlement offer, the price of the first 20 entitlements will be
determined at 180 per cent of the average annual revenue per machine for that
venue and the further 20 gaming machine entitlements at 200 per cent of the
clubs average annual revenue.
The Pre-Auction Club Offer opens in
October 2009 for 28 days.

available during October when bidder registration
opens.

Missouri Lottery to Provide 'Tools 4
School'
SPRINGFIELD, Missouri (September 25,
2009) - The Missouri Lottery is proud to
currently provide 86 percent of the funding for Missouris A+ Schools
Program, which has helped more than 44,100 students attend community college or
a career or technical school since 1997. To highlight the student
achievement required to participate in this program, the Missouri Lottery has
created a special prize drawing just for A+ students.
During the Tools 4 School:
The A+ Giveaway promotion, one grand-prize winner will win $1,000,
and three first-prize winners will receive $400 in prize money to put toward a
laptop, iPod touch or other school essentials.
From Oct. 1 to Nov. 30, students who
are using or have used A+ funds to attend a post-secondary institution are
invited to enter the promotion at Molottery.com. No purchase is

New Mexico Lottery Changes Roadrunner Cash® to Increase Starting
Jackpot, Reduce Odds
ALBUQUERQUE, New Mexico (September
29, 2009) -- The New Mexico Lottery is
changing the in-state Roadrunner Cash ® game to create a larger starting
prize and jackpots that grow larger, faster.
Changes taking effect Oct. 4 for the
Oct. 5 drawing include:
- A starting jackpot of $25,000, up
from $20,000;
- $1 prize for matching two of five
numbers;
- Reduced overall odds of 1 in 8,
down from 1 in 66.
To offer these enhancements, more
numbers will be added to the game. Players will pick five numbers from 1 to 37,
up from 34.
Also, the lottery will eliminate the
games bonus ball, a feature that increased prizes.
Sunday drawings will be discontinued.
These changes add up to a
more exciting game with more opportunities to win, said Lottery CEO
Tom Romero.
Unlike the multi-state
Powerball® and Hot Lotto® games, Roadrunner Cash is played only in New
Mexico. Under the games new format, players can win four ways by
matching five numbers to win the jackpot, four numbers to win $200, three
numbers to win $5 and two numbers to win $1.
The price for a Roadrunner Cash
wager will remain at $1. Multi-draw tickets purchased between now and the
launch of the games new format will include only those drawings remaining
through Oct 3. Starting Oct. 4, players can resume purchasing a multi-draw
ticket for as many as 12 advance drawings.
Roadrunner Cash was introduced in
February 1998. The record jackpot is $687,000 from November 2006.
$410 Million for
Education
All net revenues from the sale of
New Mexico Lottery games fund a college-tuition program for New Mexico
residents attending the states public colleges and universities. Since
1996, the lottery has raised $410 million for education and more than 54,000
students have attended college on Legislative Lottery Scholarships.

New Chair for Missouri Lottery Commission
JEFFERSON CITY, Missouri (September
25, 2009) -- Kevin Roberts of Hillsboro was elected chairman of the
Missouri Lottery Commission during the
commissions quarterly meeting on Sept. 23. Roberts replaces Celeste
Witzel of St. Louis, who served as the commissions chair since April
2007.
The commission looks
forward to working with Gov. Nixon and the General Assembly to explore avenues
to improve the Lottery and increase the dollars it provides for public
education in Missouri, said Roberts.
Roberts is a partner in the law firm
of Breeze, Roberts, Ponder-Bates, Wooten & Zimmer, L.L.C. He has a
bachelors degree from South Dakota State University and a juris doctor
degree from the University of Missouri-Columbia.
The Missouri Lottery Commission is a
five-member commission, appointed by the governor and approved by the Senate,
to govern the Lottery. The four other commissioners are Gina Hoagland of
Ladue, Jacque Land of St. Louis, Stephen Snead of Turners and Pamela Wright of
University City.
The Missouri Lottery generates
nearly $1 billion a year in sales and contributes more than $259 million
annually to Missouri public education programs, including the A+ Scholarship
Program, the Virtual Schools program, Special Education Excess Costs and the
Vocational Rehabilitation Program.
