Dominican Republic’s New Lottery Uses Smartplay Machines To Pick The Winners

EDGEWATER PARK, New Jersey (August 25, 2009) – Earlier this month, INTRALOT and SAJAMA launched the Dominican Republic’s newest lottery, ‘Loteka’ using the new Saturn drawing machines manufactured by Smartplay. The latter has produced customized Saturns, Phoenix II, and Mercury 3 draw machine models, to select the winning numbers in Loteka’s MegaLineas, MegaQuiniela, MegaPale, MegaTripleta, and MegaTripleta Exacta games.

Earlier in 2009, INTRALOT had signed an agreement with Smartplay International to manufacture the various lottery drawing machines necessary to conduct the new games launched in the Dominican Republic. Loteka lottery is using Smartplay’s Saturns for MegaQuiniela, MegaPale, MegaTripleta and MegaTripleta Exacta games, which draw 1 ball from 99 in three chambers.  The Mercury 3 machines are used for MegaLineas, a tic-tac-toe-style game where 1 out of 5 balls is picked from 9 chambers.  Lastly, the Phoenix II will be drawing their 5/40 and 1/20, Powerball-style game.

GTECH to Assist Lottery in Growing Sales Through Digital Advertising Displays and Additional Self-Service Lottery Products

PROVIDENCE, Rhode Island and ROME, Italy (August 21, 2009) – Lottomatica Group subsidiary GTECH Corporation announced that it has signed a four-year contract extension with the North Carolina Education Lottery (NCEL) to continue providing online lottery technology and instant-ticket printing services, as well as new products, through March 2017. GTECH’s current combined compensation rate will continue through the term of its extended online/instant ticket printing and services contracts with the NCEL.

Hoosier Lottery Awards New Draw Game System to Scientific Games®

INDIANAPOLIS, Indiana (August 24, 2009) -- The Hoosier Lottery announced today that upon completion of an open and competitive procurement process, Scientific Games has been selected to provide the new gaming system for the Hoosier Lottery. Scientific Games will provide approximately 4,200 gaming terminals and peripherals for use by Hoosier Lottery retailers across the state. The contract will be for an initial term of six years and will include four one-year extension options. The total price will be approximately $156 million over the ten year period. Full implementation of the system is scheduled to take place in August 2010. The Hoosier Lottery intends to proceed with contract negotiations immediately.

"This new contract will allow the Hoosier Lottery to advance technologically which will provide better service to our Hoosier Lottery retailers and customers."

 The Hoosier Lottery began with a $6 million investment from the state in 1989, after approval of a voter referendum the previous year. That seed money was repaid with interest in less than a year. Net proceeds of the Hoosier Lottery are transferred annually to the Indiana State Treasurer, who deposits a set amount into the Indiana State Teachers’ Retirement Fund and the Police Officers’ and Firefighters’ Pension and Disability Fund. The remaining balance goes to the Build Indiana Fund which is primarily used to lower motor vehicle excise taxes. The Indiana General Assembly determines where Hoosier Lottery net income goes and which fund will benefit from Hoosier Lottery profits.

Pollard Banknote Awarded Contract Extension By the Texas Lottery Commission

YPSILANTI, Michigan (August 21, 2009) - Pollard Banknote has been awarded a one-year extension to its existing contract for instant lottery ticket manufacturing and related services for the Texas Lottery. Beginning on September 1, 2009, this extension will continue through August 31, 2010 and builds on a relationship between Pollard Banknote and the Texas Lottery that has existed since 1999.

Huge Australian Gaming Expo Hailed as a Success

SYDNEY, NSW, Australia (August 21, 200) -- More than ten thousand people attended the 20th annual Australasian Gaming Expo which finished yesterday (Aug 20), according the Gaming Technologies Association (GTA).

Record Allocation to Lottery Grants Board of $189 million

NEW ZEALAND (August 26, 2009) -- NZ Lotteries today announced its largest-ever transfer of $189.3 million to the NZ Lottery Grants Board, $32.4 million more than last year, said NZ Lotteries’ Chief Executive, Todd McLeay and Chair, Judy Kirk.

This result is due to a very exceptional year for NZ Lotteries, with sales and net profit results reaching new record highs in 2008/09.  This was driven largely by two phenomenal jackpot runs for Lotto Powerball and Big Wednesday which culminated in 'must be won' draws.

Having two such draws in one financial year is a very unusual event, which is unlikely to be repeated in the next decade.

It is not surprising that these jackpot runs therefore captured the imagination of a nation and lead to huge queues in many Lotto shops,” said Todd McLeay.

Sales for 2008/2009 were $907.7 million, 16.7% more than last year.   Net profit was $189.3 million, $36.8 million, or 24.1%, above budget and $32.4 million, or 20.7%, ahead of 2007/2008. 

Taking out the effect of the two jackpot runs, NZ Lotteries’ week to week sales are still holding up well in the current climate, with New Zealanders still choosing to play lottery games.

NZ Lotteries’ profits are transferred to the NZ Lottery Grants Board, to be distributed to good community causes.

NZ Lotteries is delighted that the funding provided by this transfer will therefore directly benefit community, arts, sports, heritage and cultural groups throughout New Zealand.  More than 4,000 groups receive lottery grant funding each year.

INTRALOT and Nebraska Lottery Take 'Digital' Approach to Helping Retailers Reach Customers

DULUTH, Georgia (August 25, 2009) -- The Nebraska Lottery and its on-line network provider, INTRALOT, are working with display provider Blast Panel on a digital media pilot project that will change the way advertisers and retailers reach consumers.

The pilot involves a new digital signage program for qualifying lottery retailers. INTRALOT service technicians have recently installed 32" high-definition, LCD screens (referred to as Blast Panels) at select locations in Omaha and Lincoln to determine how much this new technology can help the retailers increase sales.

"We hear about economic downturn everywhere, and now more than ever, consumers looking for greater value want promotions and incentives when making purchases. This pilot was created to provide a new channel for marketing and promoting Lottery and retail products at the point of purchase. Measuring the effect of these point of purchase promotions and incentives will be key to the success of this pilot," says INTRALOT's VP of Marketing, John Pittman. "The monitors will also display retailer specials, news, weather and other public service announcements and provide retailers with the opportunity to generate additional monetary benefits outside of lottery sales. We have been utilizing Player Advertising Displays for quite awhile, but these new Blast Panels will take that concept to a whole new level."

Blast Panels display lottery information, advertising and retailer promotions to help give consumers relevant, targeted advertising at the point of sale. Minnesota State Lottery achieves NSI verification for XML Retail Accounting Report

ROSEVILLE, Minnesota (August 27, 2009) -- Effective August 17, 2009, the Minnesota State Lottery became the second NASPL member to achieve verification for the NASPL Standards Initiative (NSI) XML Retail Accounting Reports in the Lottery Industry Technical Standard.

The technical standard for Retail Accounting Reports in the Lottery Industry was created to ultimately reduce the cost of adapting to unique jurisdictional reporting.

The Lottery’s I/T staff worked very hard to achieve this verification,” said Executive Director Clint Harris. “I’m very proud of this accomplishment and the assistance that it will provide to the Lottery’s 3,000 retail partners.

This common specification for lotteries, vendors and retail-lottery agents is intended over time to result in eXtensible Markup Language (XML)-based lottery-retail accounting reports that are standard across the lottery industry.  Retailers operating in multiple lottery jurisdictions will be able to build applications that utilize one format for lottery-retailer accounting reports regardless of the jurisdiction with which they are interfacing.

The Minnesota State Lottery continues to demonstrate a commitment to reducing costs through efficiency,” said NASPL Executive Director David Gale.  “This latest accomplishment strengthens the retailer/lottery bond and allows both parties to direct their efforts toward creativity and innovation.

This NSI standard is based on the PCATS-NAXML standard that was developed by the Petroleum Convenience Alliance for Technology Standards (PCATS).   The PCATS-NAXML standard was first designed by the National Association of Convenience Stores (NACS) to provide data to retailers in a format that can easily be incorporated into accounting systems.

Scientific Games Chosen as Preferred Bidder for Hoosier Lottery Systems Contract

Annual Base Revenue Estimated at $12 Million

NEW YORK, USA (August 26, 2009) -- Scientific Games (Nasdaq: SGMS) has announced that it has been chosen by the Hoosier Lottery as the preferred bidder to negotiate an integrated Lottery Gaming System contract, which includes a full suite of online and instant ticket pass through systems, as well as a new range of lottery equipment, including the "next-generation" WAVE(TM) terminal. The contract begins August 2010, will have an initial term of six years, and will provide for four, one-year extension options. The contract was awarded after a competitive bid process with two other vendors, and base revenue to Scientific Games is expected to total approximately $12 million per year.

Since 1989, the Build Indiana Fund has been used a significant portion of the $3.4 billion dollars to significantly reduce the amount Hoosiers pay for their motor vehicle excise tax.

More Than $2.2 BILLION Appropriated to Support  Educational Opportunities for South Carolinians of All Ages

 COLUMBIA, South Carolina (August, 27 2009) – Since January 2002 through June 2010, the South Carolina General Assembly has appropriated more than $2.2 BILLION in South Carolina Education Lottery (SCEL) net proceeds towards programs for higher education, kindergarten through 12th grade students and other community education initiatives in the Palmetto State.

Appropriations from the Education Lottery Account made by the General Assembly help support programs that benefit students of all ages. More than $1.6 billion has been appropriated towards funding opportunities in higher education, including $1.3 billion in scholarships and grants. The Endowed Chairs Programs has received $180 million in lottery proceeds. Information on this program is available at www.endowedchairs.org. Public 2-year and 4-year colleges and technical institutions have received more than $102 million in appropriations for technology. Other higher education programs have been appropriated more than $62 million. This amount includes the Higher Education Excellence Enhancement Program, which provides funding to 4-year private colleges and universities where a minimum of 60 percent of students are PELL Grant recipients.

 Programs targeting grades K-12 have received more than $549 million in appropriations. This amount includes more than $355 million appropriated to kindergarten through 5th grade programs. These funds are used for a variety of enhancement programs in reading, writing, science and social studies. Because of these lottery-funded resources, school districts are able to invest in the future of their students through the purchase of new textbooks, supplies, workbooks, computers and other learning tools.

 Community education programs also benefit from lottery funding. The Allied Healthcare Initiative has received more than $16 million in lottery appropriations to help address South Carolina’s skilled healthcare workforce shortage. County libraries have received $14 million in appropriations. Total appropriations to community education programs exceed $56 million.
