Lottomatica Group
S.p.A., chaired by Mr. Lorenzo Pellicioli, today approved the consolidated
accounts for the first half of 2009, which ended June 30, 2009.
Marco Sala, CEO of Lottomatica Group, said:
Despite extremely challenging economics conditions, Lottomatica Group
achieved solid growth and sustained its momentum during the first half of the
year. Governments are seeking increased revenues from gaming and we have
positioned Lottomatica Group to take advantage of these expanded opportunities
across our worldwide customer base and particularly in Italy. We are also
seeing the positive impact of our investments in new delivery channels and
games. All in all, we had a good first half and are encouraged by our prospects
for the second half of the year. Our half-year results are in line with our
expectations. We have shown that we can generate growth during a recessionary
economy, underscoring the resiliency of our business and the high visibility we
have into our earnings, said Stefano Bortoli, CFO of Lottomatica
Group. Moodys and Standard & Poors also recently
reaffirmed our investment grade ratings of Baa3 and BBB-, respectively, with a
stable outlook. Maintaining these investment ratings remains a key priority for
Lottomatica, going forward. For the
six-month period ended June 30, 2009, Revenues totaled 1.099
billion including 503.4 million from GTECH and
595.3 million from Lottomatica. Overall, revenues grew 18.4% year-over-year, and 15.3% on a constant
currency basis. EBITDA was 430.6 million,
up 7.8% compared to the first half of 2008. The increase
in EBITDA was mainly driven by growth in the Sports
Betting, Gaming Solutions, and Interactive segments in
Italy. EBITDA margins were 39.2% in the first half of 2009
versus 43% in the same period last year, primarily due to
a change in the revenue mix and new lottery contract
terms. Operating Income was 261.3
million, up 4.5% over 250.0 million in the first half
of 2008. Net Cash Flows
from Operating Activities generated 342.7 million in the first half
of this year. During the
first half, Investing Activities totaled 126.6 million, compared
to 289.1 million in the same period last year,
when a number of acquisitions were completed. At June
30, 2009, Consolidated Shareholders Equity totaled 1.6 billion.
Lottomatica Group had a Net Financial Position
(NFP) of 2.69 billion, down from 2.71 billion
as of December 31, 2008 (NFP at June 30, 2008 was

Non-lottery revenues represented 30% of total
consolidated revenues in 2009, versus 23% in 2008. Lottery Total revenues in the
first half of 2009 for GTECH
in the Lottery segment were up 16.9% to 405.7 million, compared to
347.1 million in the same period last year. Same-store revenues, on a worldwide basis, grew 2%, at
constant currency. During the first six months of 2009, GTECH won a new online
contract with the New York Lottery, and extended contracts with lottery
customers in Tennessee, Minnesota, Portugal, and Wisconsin. GTECH also
successfully converted lottery systems in the United Kingdom, Michigan, and
West Virginia, as well as launched a new online lottery in the Dominican
Republic. GTECH Printing Corporation received instant-ticket printing contracts
from lotteries in Massachusetts, Arizona, Nicaragua, and Canada, and opened its
new state-of-the-art printing facility in Lakeland, Florida.
Revenues for Lottomatica in the Lottery segment totaled
360.9 million, compared to 367.9 million in the first six months of
2008. Italian Lotto and instant-ticket wagers for the first half of 2009 were
7.8 billion, versus 7.9 billion in the same period last year.
Instant-ticket performance in Italy increased in the first
half of the year, with wagers of 5.0 billion, compared to wagers of
4.9 billion in the first six months of 2008.
Approximately 1.3 billion
Scratch & Win tickets were sold in the first half of this year, with an
average price point of 3.8 versus 3.7 in the first half of last
year. Lottomatica recently launched a new game, 10 and Lotto, to
help bolster Lotto sales. Recently, regulations were amended to allow the game
to be played on a stand-alone basis, rather than as a companion game to Lotto.
Initial player response to the newly launched game has been positive and is
expected to strengthen Lotto wagers going forward. Gaming Solutions In the
Gaming Solutions segment, Lottomatica continues to increase its presence in the
Italian market through the direct management of gaming machines. The number of
Amusement with Prize (AWP) machines installed in Italy grew from approximately
42,000 machines as of June 30, 2008, to more than 51,000 at the end of June
2009. Wagers also grew 24.4% from 1.7 billion in
the first half of 2008, to 2.1 billion in the first half of 2009.
ATRONIC and GTECH, in collaboration with Lottomatica, have
developed a modified ATRONIC cabinet and games that are compliant with
regulations for the Italian AWP market. The deployment of ATRONIC AWP machines
in Italy, combined with the expertise of SPIELO, positions Lottomatica well in
pursuing the upcoming VLT opportunity in the Italian market.
Sports Betting Revenues
from sports betting in Italy increased 37.1% to 96.4 million in the first
half of 2009 from 70.3 million in the first half of last year, due to a
35.7% increase in wagers from 367.8 million to 499.2 million.
Interactive In the first
half of 2009, Lottomatica generated revenues of 19.2 million from
161.9 million in skill game wagers, primarily from its interactive online
poker network which became operational in late 2008. Total GTECH G2 revenue contribution to Lottomatica Group was
32.9 million in the first half of 2009, attributable to the acquisitions
of Boss Media, Dynamite Idea, and St Minver, and the ongoing operations of

Results Lottomatica Group revenues for the second
quarter ended June 30, 2009 totaled 516.4 million, including
approximately 276.0 million from Lottomatica and 240.4 million from
GTECH. Overall, revenues grew 7.8% versus the second quarter last year.
EBITDA was 191.0 million with an EBITDA margin of
37.0%. Operating income was 106.1 million for the quarter, versus
115.4 in the same period last year. Net income, attributable to the
parent, was 22.1 million for the quarter ended June 30,
2009, compared to 35.5 million in the second quarter
of 2008, principally driven by unrealized foreign exchange losses.
Lottomatica revenues grew 4.6% to 276.0 million,
from 263.8 million in the second quarter of 2008. Instant-ticket wagers
were approximately 2.4 billion in the second quarter of 2009, comparable
to the same period last year, while Lotto wagers slightly decreased to
1.4 billion, from 1.5 billion in the second quarter of last year.
Wagers from sports betting in Italy increased 39.3% to
242.2 million in the second quarter of 2009, from 173.9 million in
the second quarter last year. Gaming machine wagers also grew from 888.1
million to 1.03 billion, up 16.0% versus the same period in 2008.
Revenues from the Interactive segment totaled 9.0 million in the
quarter. GTECH revenues for the second quarter of 2009
grew 11.6% over the same period last year to 240.4 million, including
190.8 million from Lottery, 33.4 million from Gaming Solutions, and
16.2 million from Interactive. Revenues in the second quarter of 2008
totaled 215.4 million. Same-store revenues, worldwide, grew 3%.
Other Business Developments
Lottomatica Groups
Board of Directors executed the 2009 2015 Stock Option Plan and the 2009
2013 Share Allocation Plan, both approved on July 2, 2009, at the
Ordinary Shareholders Meeting. The Board approved the Regulations of the
Plans, assigned the Options and Shares, and resolved in accordance with
the resolutions adopted by the Extraordinary Shareholders Meeting on
October 18, 2006 to increase capital stock up to a nominal maximum
amount of 1,850,510 for use in connection with the Stock Option Plan, and
determined the exercise price of the Options granted at 14.03.

developments, on July 1, 2009, the Italian Government promulgated a decree,
subject to legislative approval, which outlines terms for a tender process

tobacconist association, have entered into a Memorandum of Understanding (MOU)

Lottery Receives Fiscal Management Award 15th Straight
Year LOUISVILLE, Kentucky (August
5, 2009) -- For the 15th year in a row, the Kentucky Lottery Corporation (KLC) has
achieved the highest form of recognition in the area of governmental accounting
and finance reporting. Once again, the KLC has received the Certificate of
Achievement for Excellence in Financial Reporting from the Government Finance
Officers Association (GFOA) of the United States and Canada.
This wasnt always the
case at the Kentucky Lottery. In July 1993, the KLC was highly criticized in a
report by the Auditor of Public Accounts for poor management practices and a
lack of accountability. The KLC board
of directors set the tone in August of 1993 by giving clear direction that the
Kentucky Lottery Corporation is to be operated under the highest standards of
integrity and accountability, said KLC President & CEO Arch
Gleason. Receiving the GFOAs Certificate of Achievement for
Excellence in Financial Reporting every year since 1994 is validation of the

Scientific
Games Amends Loteria Electronica Lottery Systems Contract to Include Instant
Tickets and Cooperative Services in Puerto Rico
NEW YORK, USA (July 30, 2009) --
Scientific Games (Nasdaq:
SGMS) announced that it has amended its online lottery system and marketing
contracts with Loteria
Electronica de Puerto Rico to include the supply of instant tickets and
cooperative services. The amendment begins July 2009 and will run for the
remainder of the lottery systems contract through 2012, with options to extend
for two additional two-year increments. The company will handle the
manufacturing and distribution of instant tickets throughout Puerto Rico,
including shipping, warehousing, telemarketing, distribution and will advise on
game design and marketing issues as well as support on retail network
optimization and expansion. Revenues to Scientific Games for this contract will
be based on a percentage of total lottery sales (for online and instant ticket
combined).
Loteria Electronica
currently operates one of two lotteries in Puerto Rico, spanning a population
of 4 million people and approximately 1,850 retailers. Being that this is the
first major foray into instant tickets in Puerto Rico, in addition to the
Loteria Electronica retailers, Scientific Games will also have the ability to
distribute instant tickets to the 15,000 Loteria de Puerto Rico street

Lottery Raises $60.6 Million For Iowa programs

The Iowa Lottery raised
more than $60.6 million for state programs in its latest financial year, the
highest profits total from the sale of lotto, instant-scratch and pull-tab
games since the lottery's start in 1985. Preliminary
figures released Thursday show that lottery proceeds to the state in fiscal
year 2009 increased 7.2 percent from a year earlier, although lottery sales
were down during the same period. The unaudited figures show that lottery sales
totaled $243.3 million in FY 2009, down 2.4 percent from sales of $249.2
million in fiscal year 2008.
"As we move forward, our
business focus is on profits: to maximize revenues and minimize expenses for
our state; while our game focus will be on new entertainment for our
players," said Lottery Chief Executive Officer
Terry Rich. "Both have
bottom-line impact. We will continue to evaluate and adjust plans to do our
best to meet our FY 2010 proceeds goal in these tough economic times."
Rich also praised lottery employees' hard work for this
year's success. "This was a challenging year for workers everywhere and I'm
proud of the success achieved by the lottery team," he said.
Rich said that the lottery's authority status played a key
role in its positive proceeds results for the year. In 2003, the lottery was
remade from a state agency into the Iowa Lottery Authority, a corporate-model
lottery with the business flexibility to function as an entrepreneurial
enterprise. As the Authority, the lottery for the
first time was able to purchase property, doing so in 2004 by issuing revenue
bonds to purchase both its headquarters building in Des Moines and the vending
machines it currently uses to sell instant-scratch and pull-tab tickets in
retail locations across the state. The property purchases have resulted in
long-term savings to the state and that difference was especially noticeable in
FY 2009, as the annual payment on the bonds decreased from $2 million the year
before to $100,000. "The long-term savings achieved
by the purchase of property and the decreased annual property costs that took
effect this year would not have been possible without creation of the Iowa
Lottery Authority," Rich said. "Our state's leaders should be commended
for providing the lottery with the tools it needed to increase profits at this
critical time." Another highlight of the lottery's
FY 2009 results was the $2.8 million it raised for the Iowa Veterans Trust
Fund. Legislation dedicating some lottery proceeds to veterans' causes was
signed into law by Governor Culver in March 2008. The Lottery's first games to
benefit the Veterans Trust Fund began sales in July 2008 and it will continue
to create two new instant-scratch and two additional pull-tab games each year,
with proceeds from those games dedicated to the Trust Fund.
Rich noted that when the idea of games dedicated to
veterans was initially discussed, the lottery estimated it could raise $2
million to $3 million annually for the Iowa Veterans Trust Fund. The total for
FY 2009, which reached the upper end of that range, demonstrates Iowans'
support for the cause, Rich said. "Our thanks go
out to our players for recognizing this important cause and helping us provide
a stable, ongoing source of revenue for the Iowa Veterans Trust Fund," he
said. The lottery's business flexibility also allowed
it to move quickly to develop the "Keep Your Ticket Handy" campaign this spring
with the Iowa Tourism Office, which helped raise awareness not only of the
Lottery, but travel destinations across the state. Due
to the 2008 floods and the national economic recession, lottery sales and
proceeds early in FY 2009 had trailed results from the year before. The work of
producing the travel initiative was just one of the many ways that lottery
staffers were able to respond to make a big improvement in the numbers as the
year continued, Rich said.

"The Keep Your Ticket
Handy initiative really demonstrated how the lottery can expand its reach by
utilizing its huge promotional power to help other businesses in Iowa,"
Rich said. "We've been gratified to help build homegrown success in our
state. And, we will continue to investigate new game ideas and innovative
projects to drive player interest so the lottery will remain a strong source of
optional revenue for the state of Iowa." The only
year when lottery profits to the state were higher than the FY 2009 total of
$60.6 million was in FY 2006, when lottery profits totaled $80.9 million, a
figure that included profits from the TouchPlay program.
Hot Lotto sales were a highlight for the lottery in FY
2009, increasing more than 22 percent from the previous year to $14.3 million.
Hot Lotto is a multi-state lotto game that offers Powerball-style play but with
easier odds. The game's jackpot has been growing since March and has reached an
estimated $14.16 million for Saturday's drawing, the second-highest jackpot in
Hot Lotto since its start in 2002. "Again, having
the flexibility to quickly market the hottest product was a benefit for the
Lottery Authority," Rich said. Pick 3 and Pick 4,
numbers games that allow players to make several different kinds of plays at
several different price points, also saw strong results in FY 2009. Pick 3
sales rose 2.5 percent from a year earlier to $6.5 million, while Pick 4 sales
increased 10.3 percent to $2.6 million. Sales in the
lottery's other product categories were down for the year.
"The lottery's success has been built by offering
variety in our products and entertainment for our players while keeping our eye
on results," Rich said. "That will continue to be our focus in order to
ensure strong lottery profits for the programs that benefit all
Iowans." Rich also noted that the lottery's
positive impact in Iowa extends beyond the proceeds it provides for state
programs. Iowa businesses received nearly $15.3 million in commissions from the
lottery for their daily work in selling lottery products in FY 2009, he noted,
and the state of Iowa also received $1.2 million in withholding tax revenue
from lottery prizes. Since the Iowa Lottery's start in
1985, its players have won more than $2.4 billion in prizes while the lottery

Lottery Achieves Near-Record Annual Sales; Record Instant Game
Sales Fiscal Year
2008-2009 Lottery Ticket Sales Exceeded $3.08 Billion; Delivered $910 Million
in Net Revenue to Senior Programs HARRISBURG,
Pennsylvania (July 31, 2009) -- Fiscal year 2008-2009 was the second best year
for ticket sales in the Pennsylvania
Lottery's 37-year history, Secretary of Revenue Stephen H. Stetler
announced today. "Despite tough economic times, the
Pennsylvania Lottery had an extraordinary year and only narrowly missed
exceeding last year's sales record," said Stetler. "Throughout the year,
ticket sales were in line with last year and, in some months, slightly ahead.
Instant games appear to be the games of choice for many players, as sales in
that category set a new record." Fiscal year
2008-09 Lottery sales totaled $3.088 billion, which was $1.1 million, or 0.04
percent, less than the previous year.
Instant games sales for the
fiscal year totaled more than $1.76 billion, which exceeded the previous year's
sales record by $50.7 million, or 2.97 percent. Instant games now account for
about 57 percent of all PA Lottery ticket sales, up 2 percent from last fiscal
year. Sales for terminal-based games - including The
Daily Number, Big 4, Quinto, Treasure Hunt, Cash 5, Super 7, Mix & Match,
Millionaire Raffle and Powerball - totaled
$1.33 billion for the fiscal year, which was $51.8 million, or 3.75 percent,
less than the previous year. Powerball sales of $311
million were $45.9 million, or 12.8 percent, lower than last year.
"Powerball sales are driven by the size of the
jackpots," said PA Lottery Executive Director Ed Trees. "The highest
advertised Powerball jackpot this past year was 26 percent lower than the
previous year, so naturally sales in that game category declined."
Net operating revenues (profit after prizes and
administrative costs, not including interest earnings) were $937.9 million for
fiscal year 2008-09, $24 million more than last fiscal year. Net revenues to
the Lottery Fund, after interest earnings, for fiscal year 2008-09 totaled $910
million, which was $17.9 million, or 1.9 percent, less than the previous year.
"Because of the national recession and lower
interest rates, the Lottery Fund interest is negative $27.5 million for fiscal
year 2008-09," noted Stetler. "Last year, the Lottery Fund earned $14.5
million in interest. Had there not been a loss in interest earnings, the
Lottery would have easily exceeded last year's net revenue."
Lottery players won $1.85 billion in prizes in fiscal year
2008-09, $7 million more than the prior fiscal year. Lottery retailers, many of them family-owned small
businesses, earned $165 million in commissions in fiscal year 2008-09. The
number of locations selling Lottery products declined by 198 locations from
8,538 in fiscal year 2007-08 to 8,340 in 2008-09. "The impact of the economy on ticket sales is most clearly
reflected in the loss of Lottery retailers," said Trees. "After years of
growth in its retailer network, the Lottery experienced a decline in the number
of retailers because many businesses could not survive the recession."

The Lottery has grown its
retail network by 18.7 percent or more than 1,300 locations since Governor
Edward G. Rendell took office in 2003, when the PA Lottery had 7,023 locations.
Lottery sales have grown by more than $1.1 billion,
or 59 percent, since fiscal year 2001-02, when sales were $1.95 billion. The
Lottery has generated more than $6 billion in net revenues for the Lottery Fund
since fiscal year 2001-02. According to the most
recent industry reports, the PA Lottery ranks sixth among the 43 U.S. lotteries
in annual sales and fifth in annual profits. About

Lottery Drawings Back on the Air in the Capital Region
NEW YORK, New York (July 30, 2009) - The
New York Lottery and Time Warner
Cables Capital News 9 today announced an agreement that awards News 9
with the exclusive rights to air all Lottery drawings in the
Albany-Schenectady-Troy Designated Market Area (DMA).
The six-year agreement will begin August 3, 2009.
The 24-hour news channel will show all drawings including: the Daily Numbers
and Win 4 each afternoon, Take 5 weeknights (M-F), Lotto (Wednesdays and
Saturdays) and Mega Millions (Tuesdays and Fridays). This partnership marks the first time the NY Lottery has
partnered with a cable channel over traditional broadcast affiliates and
its the first time a 24-hour news channel has been awarded with the
drawings.

Lottery Breaks All-Time Sales & Dividend Record
LOUISVILLE, Kentucky (July 17, 2009) - Sales in Fiscal
Year 2009 for the Kentucky Lottery
Corporation (KLC) totaled $810.5 million, according to figures presented to
the groups board of directors. This number (which includes $45.5 million
in free tickets) surpasses last years record-breaking level by $32.3
million, or 4.2%. It also marks the fourth consecutive year of record-breaking
sales. The key behind the increase, according to KLC
President and CEO Arch Gleason, was the continued sales growth of the
KLCs scratch-off tickets. This ticket category grew $33.2
million to $504.1 million, 7% higher than last years record-breaking
level of $470.9 million, said Gleason. Based on industry sales reports thru March 31, this sales
improvement will likely place the KLC in the top five lotteries for sales
improvement in FY09 when reports are completed. On-line (draw) game sales
increased slightly to $292.2 million, up from $291.8 million last fiscal year.
On-line sales were led by gains in the daily Pick 3 and Pick 4 games. Powerball
sales declined 1.5% to $96.9 million due to the absence of large jackpot runs.
Players won $470.4 million in prizes during the course of the year, or 61.5% of
cash sales.
The increased sales led to
a record $50.2 million paid to retailers in commissions and incentives, up .2%
over FY08s $50.1 million. Operating expenses in
terms of real dollars and as a percentage of sales decreased for the third
consecutive year. Operating expenses for the year totaled $33.1 million, or
4.3% of sales. In FY08, operating expenses were $37.2 million (or 4.8% of
sales). This 4.3% mark is the lowest operating expense percentage in
KLC history, said KLC President and CEO Arch Gleason. It
shows we have continued to sell more tickets and spend less doing so for
several years. The Commonwealth received
record-breaking dividend transfers of $204.4 million during the year to be used
for the literacy, college scholarship, and grant programs funded by KLC
proceeds. The previous record was $204.3 million set in FY06. This is $12.3
million (or 6.4%) more than what was transferred in FY08, but falls $5 million
less than what was anticipated by the state budget. The Commonwealth handed us a large order last year to
increase our profitability to 28% of sales, said KLC President and
CEO Arch Gleason. We took significant steps that led to our improving
our profitability from 24.4% in FY08 to 26.5% in FY09. These included slightly
reducing cash prizes and substituting free tickets for low tier prizes in
scratch-off ticket prize structures, eliminating 13% of our workforce, reducing
advertising expenses, and significantly reducing capital and other operating
expenditures. While we fell
just short of our goal, were proud of the additional $12.3 million we
were able to transfer to the Commonwealth this year, and the FY10 budget does
project the Commonwealth to receive 28% of sales, Gleason said.
A recession, high gas prices and an increasing unemployment rate made
for an extremely challenging year. Im very pleased with the hard work of
our employees and our retailers to turn in a record-breaking year in spite of
these significant hurdles. During the
meeting of the groups board of directors, the board approved:
- Setting KLC President and CEO Arch Gleasons
salary at $226,800, a 1% increase over last year. The board also gave Gleason a
two-year contract extension through 2014.
- Contracts with Schafer
Systems/Take-a-Ticket for instant ticket dispensers and
accessories, and with M&S Works for production and distribution of the
nightly televised drawing program
- Game rules and regulations for 17 scratch-off
tickets and six pull-tab tickets.
The next meeting of the KLC
Board of Directors will be Friday September 18. The meeting will begin at 9:30
a.m. ET, and will be held at KLC headquarters at 1011 West Main Street,
Louisville. Committee meetings will begin at 8:30 a.m. ET.

Business Still Negative Foreign Growth Continues
HAMBERG, Germany (August 3, 2009) -- The first half of the
current fiscal year 2009 was dominated by the start of the Internet ban in
Germany introduced by the State Treaty on Gaming. This removed the basis for
the previous operations of Tipp24 AG in
Germany. As a consequence, the companys German segment posted its first
negative half-year EBIT since 2001, amounting to EUR 6.8 million (prior
year: EUR +5.4 million). Revenues of the German segment fell by 92.3 percent to
EUR 1.4 million. The EBIT was burdened further by necessary restructuring
measures.
Jens Schumann, Chairman of
the Executive Board of Tipp24 AG, states: After being forced to part
company with the majority of our German staff in the first quarter, we also
gave up the majority voting rights in our former English subsidiaries in April
as a further consequence of the State Treaty on Gaming. I am still convinced
that key aspects of the State Treaty will have to be changed. Over the last
years, Germanys federal states have lost over 7 billion euros in stakes
from this legislation alone. As this is money which the states cannot replace,
it is now missing for important institutions in the field of sport, social
affairs and culture. The pooling of
activities in the UK has helped drive the development of the companys
foreign business. This focused expansion of international operations helped
EBIT grow to EUR 29.8 million (prior year: EUR 1.0 million). Revenue
generated outside Germany increased from EUR 2.9 million to EUR 46.0
million. Consolidated EBIT grew by around EUR
18 million to EUR 22.7 million in the first six months of the current fiscal
year, while the EBIT margin rose by 28.5 percentage points to 48.9 percent.
Consolidated net profit improved to EUR 17.3 million (prior year: EUR 3.5
million). In the period under review, consolidated revenues grew by 115.9
percent to EUR 46.6 million. Outlook
The Executive Board expects revenues to rise to at least
EUR 85 million for 2009 as a whole. In the same period, operating profit before
interest and tax (EBIT) will reach at least EUR 40 million. The payment of
unusually high or frequent winnings, however, would burden these two
figures. Tipp24 AG will continue its political
lobbying in the second half of the year and utilise all available appeal
possibilities to contest those restrictions of the State Treaty on Gaming which
we believe contravene EU law. Tipp24 AG intends to resume its former business
model in Germany as soon as the legal situation permits such activities.

Appropriately in Security Checks Involving $1.5 Million in
Prizes Operation Starburst
Conducted In 48 Counties As Powerball Jackpot Continues To Climb
DES MOINES, Iowa (August 6, 2009)
The Iowa Lottery has conducted
another round of unannounced security checks at retail locations across the
state and store personnel again handled all tickets appropriately.
The latest checks involved much larger prize amounts than
those in previous operations and utilized undercover law enforcement officers.
The efforts created enormous buzz about lottery winners in Iowa, but resulted
in no charges against retail employees. Lottery
investigators and agents from the Iowa Division of Criminal Investigation posed
as customers and visited 217 randomly-selected retail locations statewide this
month, presenting tickets for cashing that involved a total of $1.5 million in
prizes. The security project, known as Operation Starburst, was planned and
carried out over the past few weeks. All tickets were handled appropriately by
retail staff at the locations checked.
Joe Diaz, the lottery's
vice president of security who oversaw the operation, said Thursday that the
lottery's ongoing security checks are designed to ensure that retailers and
lottery players are following the rules. "All sides
must have confidence that the lottery's games are fair and secure," Diaz
said. "Through our compliance operations, we now have checked retailers in a
majority of Iowa's counties. What has been revealed is a retail system that is
functioning well. But there have been problems with lottery-ticket redemption
outside Iowa, so we must remain vigilant." In
Minnesota, eight people who worked at retail locations were charged with felony
lottery fraud after retail compliance checks by the Minnesota Lottery in
December and January. Investigators said each of the clerks kept a winning
ticket they were presented and attempted to claim the prize themselves.
And this year in California, more than two dozen people
working at retail outlets have been arrested for the grand theft of winning
lottery tickets as part of checks by the California Lottery. All of the
California suspects were accused of cheating lottery customers.
The Iowa Lottery's latest compliance checks follow earlier
rounds in February, April and May. The approach utilized has varied, involving
smaller prizes that can be cashed at the retail level as well as prizes of more
than $600, which much be claimed at a lottery office. Men and women have posed
as the customers presenting tickets for cashing, and the compliance checks have
been conducted both during the day and night. Iowa
Lottery CEO Terry Rich said that the lottery was pleased to work with the DCI
in its latest checks. "We are happy with the
ongoing effort to prevent lottery fraud in Iowa," Rich said. "But the
overall goal is to tell customers that signing their tickets prevents most
opportunity for being scammed."
Charis Paulson, assistant
director of the DCI, also said the project was successful.
"The Iowa Division of Criminal Investigation worked
effectively with the Iowa Lottery Authority to maintain the integrity of the
Iowa Lottery and its ticket redemption procedures," she said. "The
results of the project are impressive and demonstrate how responsible lottery
retailers are in serving customers of the Iowa Lottery."
The undercover investigation ended, ironically, within
hours of a "Dateline NBC" broadcast focusing on the lottery
investigation and arrests in California. Sentences for those prosecuted in the
California investigation have averaged jail time of 3-4 months along with 3
years' probations and community service time in some instances.
Iowa is one of the few states that classifies lottery
fraud as a felony rather than a misdemeanor, giving law enforcement personnel
here even more force to use in their investigations. Diaz said that the latest checks were intentionally timed to
occur during a period of high lottery sales driven in large part by the
Powerball jackpot, which has reached an estimated $161 million for Saturday's
drawing. Diaz also said that something unexpected
happened during this round of security checks: When tickets for prizes of
thousands of dollars were presented, not only did store personnel handle the
tickets appropriately, they often celebrated with the supposed winner.
"People in the stores were just really happy for the
investigators and agents who came in with the tickets," Diaz said. "In
one location, applause even broke out for 'the big winner.' It was nice to see
that reaction from Iowans to another person's good fortune."
The lottery continues to
work with retail locations to ensure that store personnel are requiring
customers to sign their lottery tickets before they can be checked or cashed.
During the lottery's initial checks in February, about half the retail
locations visited did not require signatures on tickets. That number has
improved, with nearly two-thirds of locations requiring signatures in the
latest checks. Diaz said a few locations have

locations will receive letters of warning from the lottery and be visited by
lottery security personnel, who can discuss the ticket-signature requirements
with them, he said. The easiest way for consumers to protect themselves is by
signing their tickets as soon as they are purchased, he said, because that
identifies the tickets as belonging to that person. Retailers checked by the lottery and DCI this month include a
mix of businesses in 48 counties: Appanoose, Black Hawk, Boone, Buena Vista,
Butler, Carroll, Cerro Gordo, Clinton, Decatur, Des Moines, Dubuque, Franklin,
Greene, Grundy, Hamilton, Hancock, Henry, Humboldt, Iowa, Jackson, Jasper,
Jefferson, Johnson, Jones, Keokuk, Kossuth, Linn, Louisa, Lucas, Mahaska,
Marion, Marshall, Monroe, Muscatine, Plymouth, Polk, Pottawattamie, Poweshiek,
Scott, Story, Tama, Van Buren, Wapello, Warren, Washington, Wayne, Webster, and
